Research universities for the 21st century

The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research.more » Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research universities.« less

This article reviews the history of public-health education at the University of California, Davis, from the inception of the Master of Preventive Veterinary Medicine Program in the School of Veterinary Medicine through the creation of the Master of Public Health Program offered jointly by the Schools of Medicine and Veterinary Medicine. The long history of collaborative teaching and research between the schools, as well as the university's close proximity to and relationship with numerous university-affiliated and state public-health agencies, has created remarkable opportunities for novel and creative public-health education. The university is already anticipating the approval of a School of Public Health on its campus, which will create even more educational opportunities in both human and veterinary public-health disciplines. Given the projected shortfall of veterinarians entering such fields, the opportunity of a novel Doctor of Public Health degree program specifically suited to the needs of veterinary medicine is also discussed as a means of addressing this shortage.

Public university entry in Ghana: Is it equitable?

Public universities in Ghana are highly subsidised by the central government and account for about 80 per cent of university students in the country. Yet issues of fairness in terms of entry into the public university system have so far hardly been addressed. To find out whether participation in public university education is equitable, the authors of this paper carried out a binary logistic regression analysis. Individual data were collected from 1,129 (614 male and 515 female) final year senior high school (SHS) students for the 2009 cohort. The authors measured student, father and mother characteristics likely to influence admission to a public university. The results show that the major predictors of public university entry are students' academic ability, quality of SHS attended and number of siblings. This seems to suggest that there is a significant bias in the selection of students from different socio-economic groups for admission to highly subsidised public universities. The implication is that public financing of university education in Ghana may not be equitable.

The University of Massachusetts Amherst is part of Five-Colleges Inc, a consortium that includes the university and four liberal arts colleges. Consortium faculty from the School of Public Health and Health Sciences at the university and from the colleges are working to bridge liberal arts with public health graduate education. We outline four key themes guiding this effort and exemplary curricular tools for innovative community-based and multidisciplinary academic and research programs. The structure of the consortium has created a novel trajectory for student learning and engagement, with important ramifications for pedagogy and professional practice in public health. We show how graduate public health education and liberal arts can, and must, work in tandem to transform public health practice in the 21st century.

Changing demographics of college students and new insights into the developmental trajectory of chronic diseases present universities with opportunities to improve population health and reduce health inequalities. The reciprocal relationships between better health and improved educational achievement also offer university health programs a chance to improve retention and graduation rates, a key objective for higher education. In 2007, City University of New York (CUNY), the nation's largest urban public university, launched Healthy CUNY, an initiative designed to offer life-time protection against chronic diseases and reduce health-related barriers to educational achievement. In its first 5 years, Healthy CUNY has shown that universities can mobilize students, faculty, and other constituencies to modify environments and policies that influence health. New policies on tobacco and campus food, enrollment of needy students in public food and housing assistance programs, and a dialogue on the role of health in academic achievement are first steps towards healthier universities.

International university partnerships are recommended for increasing the capacity of sub-Saharan African universities. Many publications describe individual partnerships and projects, and tools are available for guiding collaborations, but systematic mappings of the basic, common characteristics of partnerships are scarce. To document and categorize the international interuniversity partnerships deemed significant to building the capacity of medicine, nursing, and public health programs of 4 East African universities. Two universities in Kenya and 2 in Tanzania were purposefully selected. Key informant interviews, conducted with 42 senior representatives of the 4 universities, identified partnerships they considered significant for increasing the capacity of their institutions' medicine, nursing, and public health programs in education, research, or service. Interviews were transcribed and analyzed. Partners were classified by country of origin and corresponding international groupings, duration, programs, and academic health science components. One hundred twenty-nine university-to-university partnerships from 23 countries were identified. Each university reported between 25 and 36 international university partners. Seventy-four percent of partnerships were with universities in high-income countries, 15% in low- and middle-income countries, and 11% with consortia. Seventy percent included medicine, 37% nursing, and 45% public health; 15% included all 3 programs. Ninety-two percent included an education component, 47% research, and 24% service; 12% included all 3 components. This study confirms the rapid growth of interuniversity cross-border health partnerships this century. It also finds, however, that there is a pool of established international partnerships from numerous countries at each university. Most partnerships that seek to strengthen universities in East Africa should likely ensure they have a significant education component. Universities should make more systematic information about past and existing partnerships available publicly. Copyright © 2016. Published by Elsevier Inc.

The comprehensive program addresses undergraduate education for non-science majors, teacher professional development, outreach programs for local schools, informal science education through collaborations with museums, and outreach through the public night program at McCormick Observatory. This poster presents example programs and their outcomes, including funding and staffing strategies. We believe that this E/PO program could serve as a model for other departments wishing to begin, or expand, an E/PO program. The E/PO program has been supported by funding from the Celerity Foundation, the University of Virginia, and NASA E/PO supplements to Chandra, HST, SIM, and FUSE science programs.

Changes in public health nursing education have been consideration. Theses changes include a dramatic increase in the number of public health nurses (PHNs) who have enrolled for nursing courses at university. This study was conducted to assess the current status and future of public health nursing education as perceived by teachers and students at three types of schools: universities offering nursing courses, advanced courses for PHNs with junior nursing colleges, and public health nursing schools. Questionnaires were distributed to teachers and students by mail. The questions that were sent to teachers asked which subjects were required to become a certified PHN, which lecture methods were employed to teach public health-particularly community health assessment methods, and what was the level of awareness of the activities of PHNs. Students were asked about their motivation to be a PHN, their understanding of public health, their views of public health activities and their images of PHNs. Responses were analyzed and differences between questionnaires from different schools were noted. These included the number of subjects and the total number of hours spent doing practical training and field experience in universities and the other types of schools, and the number of teachers. Differences also were noted among students at three types of schools about their age, methods of public health activities, knowledge about activities undertaken by PHNs, and their images of PHNs. No differences were observed among the schools with respect to the students' conceptual understanding of public health. Student age, practical training and field experience were found to contribute to their level of understanding of public health and public health nursing. It is thus necessary to consider the teaching methods employed by universities that administer nursing courses and the effectiveness of courses offered by graduate schools.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

Risk and Prevalence of Anemia among Women Attending Public and Private Universities.

Anemia is a global public health problem. Women are known to be more susceptible to anemia; however, no controlled study has yet assessed differences in the prevalence of anemia exclusively among women with higher education. The aim of the study was to establish the prevalence of anemia among women attending universities. The hemoglobin concentration of 140 women aged 18 to 45 years old from a private and a public university was measured. Anthropometric and socioeconomic data were also collected. The risk of developing anemia was almost threefold higher among the students attending the public university (OR: 2.71; p=.0248). The prevalence of anemia was much higher than in the overall female population (79%). The higher education was not a protective factor for anemia in women when analysed separately from the total population of women.

The University of Hawai'i at Manoa (UHM) has long provided public health graduate education. The University's Office of Public Health Studies (OPHS) has recently started to offer a Bachelor of Arts in Public Health (BA PH) degree in response to the growing need for professionals in the health field. The purpose of this paper is to describe how UHM operates the BA PH and how the program complements OPHS's mission and goals. First, we describe the overall scope of the BA PH within OPHS and within UHM. Then we provide examples of how the BA PH program and past undergraduate student projects align with OPHS's four main goals: (1) education, (2) research, (3) service, and (4) program development.

Life science-based neuroscience education at large Western Public Universities.

The last 40 years have seen a remarkable increase in the teaching of neuroscience at the undergraduate level. From its origins as a component of anatomy or physiology departments to its current status as an independent interdisciplinary field, neuroscience has become the chosen field of study for many undergraduate students, particularly for those interested in medical school or graduate school in neuroscience or related fields. We examined how life science-based neuroscience education is offered at large public universities in the Western United States. By examining publicly available materials posted online, we found that neuroscience education may be offered as an independent program, or as a component of biological or physiological sciences at many institutions. Neuroscience programs offer a course of study involving a core series of courses and a collection of topical electives. Many programs provide the opportunity for independent research, or for laboratory-based training in neuroscience. Features of neuroscience programs at Western universities closely matched those seen at the top 25 public universities, as identified by U.S. News & World Report. While neuroscience programs were identified in many Western states, there were several states in which public universities appeared not to provide opportunities to major in neuroscience. © 2016 Wiley Periodicals, Inc. © 2016 Wiley Periodicals, Inc.

G.A.T.S. and universities: implications for research.

The likely impact of applying the General Agreement on Trade in Services (GATS) to higher education are examined. GATS aims to "open up" services to competition: no preference can be shown to national or government providers. The consequences for teaching are likely to be that private companies, with degree-awarding powers, would be eligible for the same subsidies as public providers. Appealing to the inadequate recently introduced "benchmark" statements as proof of quality, they would provide a "bare bones" service at lower cost. Public subsidies would go: education being reduced to that minimum which could be packaged in terms of verifiable "learning outcomes". The loss of "higher" aspirations, such education of critically-minded citizens of a democratic and civilized society would impoverish the university's research culture which demands honesty and openness to public scrutiny. Most university research is substantially supported by public subsidy. Under GATS discipline, commercial providers of research services could be entitled to similar public subsidies. Publicly funded fundamental research would fade, leaving university research totally dependent for funds upon the good will of industry and commerce. Present problems, such as the suppression of unwelcome results and the use of questionable results to manipulate public opinion, would considerably increase. The public would lose a prime source of trustworthy knowledge, needed in political discourse, legal disputation, consumer protection and in many other contexts.

Poor reproductive health constitutes one of the leading public health problems in the world, particularly in sub-Saharan Africa (SSA). We report here an academic partnership that commenced in 2003 between a US institution and six universities in SSA. The partnership addresses the human resources development challenge in Africa by strengthening public health education and research capacity to improve population and reproductive health (PRH) outcomes in low-resource settings. The partnership's core activities focused on increasing access to quality education, strengthening health research capacity and translating scholarship and science into policy and practices. Partnership programmes focused on the educational dimension of the human resources equation provide students with improved learning facilities and enhanced work environments and also provide faculty with opportunities for professional development and an enhanced capacity for curriculum delivery. By 2007, 48 faculty members from the six universities in SSA attended PRH courses at Johns Hopkins University, 93 PRH courses were offered across the six universities, 625 of their master's students elected PRH concentrations and 158 had graduated. With the graduation of these and future student cohorts, the universities in SSA will systematically be expanding the number of public health practitioners and strengthening programme effectiveness to resolve reproductive health needs. Some challenges facing the partnership are described in this article.

The postgraduate medical Schools in Public Health (locally known as School of Hygiene and Preventive Medicine) should ensure adequate scientific and technical knowledge and professional skills in preventive medicine, health promotion and healthcare planning as provided by Ministerial Decree 285/2005. The Italian Committee of Medical Residents in Hygiene, Preventive Medicine and Public Health of the Italian Society of Hygiene, Public Health and Preventive Medicine - S.It.I. (Consulta Nazionale dei medici in formazione specialistica S.It.I.) has always been engaged in monitoring activities on public health teaching, guaranteeing the homogeneity of educational proposals among all national Schools in Public Health. The purpose of this study is to provide a 'snapshot' of public health education and training in Italy and to identify the improvement actions needed for implementing an innovative and homogeneous public health training. A cross-sectional study was carried out over a period of three months (March to May 2013). A self-administered questionnaire was e-mailed to local Committee's delegates of all 32 postgraduate medical Schools in Public Health in Italy. The questionnaire was structured in four sections: general information, University education and training, extra-University training, interdisciplinary activities. The majority of local Committee's delegates have agreed to be enrolled in the survey. A total of 28 questionnaires were returned (88% response rate). The number of residents in each Italian School in Public Health ranged from 7 to 31. The distribution of professors in relation to residents is not similar for each University Schools. The ratio professors/residents spanning from 0.2 to 2. About teaching, only 4 University Schools offered all courses requested by Ministerial Decree 285/2005. Most of them offered at least 75% of the requested courses, but there were Schools in which the courses were less than 50%. The vast majority of schools held more than 60% of the qualifying activities considered essential according to the Decree, while 2 Schools were below 50%. All Schools required an internship of 6-12 months in local health authority offices (ASL), mainly concerning the Department of Prevention activities. In all Schools a period of stay in a Hospital Medical Direction was scheduled, while professional activities at Residential care homes were very rarely included in training programmes. Many Schools allowed residents to attend companies with biological hazard or to follow similar activities in dedicated services of ASL. Finally, in the majority of Schools, a training period in various local (Service for Water Control), regional (Departments) or national (Ministry, National Institute of Health) health facilities was contemplated and, in some cases, also in other Universities or Research Institutes. Although the Ministerial Decree indicates the essential milestones of the public health education, flexibility is seen as an important element in order to optimize resources and contextualize the adequate education of residents. In any case, at least regarding public health courses, the majority of University education and extra-University training activities should be carried out by all Schools. In order to obtain shared knowledge and skills, the Ministerial Decree should be revised taking into account flexibility and changing as intrinsic characteristics of public health profession and learners should be involved in the reform to strengthening the role of public health teaching.

As information technology becomes more widely used by people for health-care decisions, training in consumer and public health informatics will be important for health practitioners working directly with the public. Using information from 74 universities and colleges across Canada, we searched websites and online calendars for programmes (undergraduate, graduate) regarding availability and scope of education in programmes, courses and topics geared to public health and/or consumer health informatics. Of the 74 institutions searched, 31 provided some content relevant to health informatics (HI) and 8 institutions offered full HI-related programmes. Of these 8 HI programmes, only 1 course was identified with content relevant to public health informatics and 1 with content about consumer health informatics. Some institutions (n = 22) - which do not offer HI-degree programmes - provide health informatics-related courses, including one on consumer health informatics. We found few programmes, courses or topic areas within courses in Canadian universities and colleges that focus on consumer or public health informatics education. Given the increasing emphasis on personal responsibility for health and health-care decision-making, skills training for health professionals who help consumers navigate the Internet should be considered in health informatics education.

NASA's Structure and Evolution of the Universe (SEU) science theme offers an unparalleled opportunity to capture the public's imagination and inspire the next generation of scientific explorers-the generation that will determine America's lead in science and technology in the 21st century. The missions and research programs of SEU science are transporting the public to some of the universe's most exotic destinations: the beginning of time, the edge of space at the entrance to a black hole, and the great cycles of matter and energy that have slowly brought life to the universe. NASA's Office of Space Science (OSS) has put in place an Education and Public Outreach (EPO) initiative designed to do just that. Spanning all of NASA's OSS science themes, the initiative is a far-reaching partnership with the education community. As a result, NASA space science now reaches every avenue of education-from the nation's schools, science museums and planetariums, to libraries, community groups and after-school programs. As a partner in this enterprise, the,SEU Forum has successfully brought SEU science to a large and diverse audience. But this is an ongoing process, and much still needs to be done. Working with our colleagues in the OSS Support Network, and with our partners in the space science and education communities, we look forward to ensuring that the public supports and participates in the great explorations of the SEU theme. Working with the SEU missions and members of the OSS Support Network, the Forum will harness the assets of the SEU science community to: Inform, inspire, and involve the public in the explorations of the SEU science theme. Use the unique resources of the SEU science theme to enhance K-14 science, technology, and mathematics education. Identify and develop high-leverage opportunities for the SEU science community to contribute to education and outreach.

Since the 1980s, scholars and others have been engaged in a lively debate about the virtues and dangers of mingling commerce with university science. In this paper, we contend that the commercialization of academic science, and higher education more broadly, are best understood as pieces of a larger story. We use two cases of institutional change at the University of Wisconsin-Madison to shed light on the implications of neoliberalism for public research universities in the United States. We conclude that instead of neoliberalization being a timely strategy for the specific fiscal and other problems facing public universities today, it has become an omnibus solution available to be employed when any opportunity arises and, in fact, helps to define the "problems" of the university in the first place.

Federally Funded Research and Development Centers and universities are challenged to disseminate their educational resources to national audiences, let alone to find ways to collaborate with each other while engaging with the schools and public in their local communities. A unique new partnership involving seven world renowned research laboratories and a commercial land developer in the Denver Metropolitan is celebrating the unveiling of exhibits, web kiosk portals, and public science education events in a shopping mall. The October 2006 opening of the Twenty Ninth Street retail sales center (formerly Crossroad Mall) in Boulder, Colorado, has revitalized 60 acres in the heart of the city. It offers outdoor plazas that accommodate science education installations and lab-sponsored public events. The goal of the partnership is to celebrate the long-standing contributions of research laboratories to the community, increase awareness of each institution's mission, and entice visitors of all ages to learn more about science, mathematics, engineering, technology and related educational opportunities and careers. We describe how the public is responding to the Wonders of Science at Twenty Ninth Street, summarize lessons learned about this ambitious science education collaboration, and plans to sustain public and the K-12 community interest into the future. Partners in the Wonders of Science at Twenty Ninth Street include the JILA at the University of Colorado, the National Center for Atmospheric Research, National Institute for Science and Technology, National Oceanic and Atmospheric Administration, National Renewable Energy Laboratory, the University of Colorado's Laboratory for Atmospheric and Space Physics, Space Science Institute, and Westcor, the shopping mall's developer.

The universal design (UD) concept became a public health issue for all Nordic countries. The first academic educational-training initiative in universal design was initiated at the Nordic School of Public Health (NHV) in 2006. Thereafter, a number of UD courses were held for professionals mainly from the Nordic countries who worked with development and creation of the public arena. In 2011 the first diploma programme in universal design was established at NHV. A new field in public health research was also established and a number of publications in scientific journals, presentations at Nordic and international conferences, together with seminars and workshops have established a solid ground for further development of the field in the Nordic countries. © 2015 the Nordic Societies of Public Health.

This paper outlines the extensive range of public programs offered by the Carter Observatory, including 'public nights', new planetarium and audio-visual shows, displays, the Carter Memorial Lectures, the annual 'Astronomical Handbook' and other publications, and a monthtly newspaper column and three monthly radio programs. It also deals with the Observatory's involvement in undergraduate and postgraduate astronomy at Victoria University of Wellington, various adult education training programs, holiday programs, and the recent development of the Education Service in response to the introduction of an Astronomy curriculum into schools throughout New Zealand. Some possible future developments in the public astronomy and education areas are also discussed.

For the 2009 International Year of Astronomy, the then-existing NASA Origins Forum collaborated with the Astronomical Society of the Pacific (ASP) to create a series of monthly “Discovery Guides” for informal educator and amateur astronomer use in educating the public about featured sky objects and associated NASA science themes. Today’s NASA Astrophysics Science Education and Public Outreach Forum (SEPOF), one of a new generation of forums coordinating the work of NASA Science Mission Directorate (SMD) EPO efforts—in collaboration with the ASP and NASA SMD missions and programs--has adapted the Discovery Guides into “evergreen” educational resources suitable for a variety of audiences. The Guides focus on “deep sky” objects and astrophysics themes (stars and stellar evolution, galaxies and the universe, and exoplanets), showcasing EPO resources from more than 30 NASA astrophysics missions and programs in a coordinated and cohesive “big picture” approach across the electromagnetic spectrum, grounded in best practices to best serve the needs of the target audiences.Each monthly guide features a theme and a representative object well-placed for viewing, with an accompanying interpretive story, finding charts, strategies for conveying the topics, and complementary supporting NASA-approved education activities and background information from a spectrum of NASA missions and programs. The Universe Discovery Guides are downloadable from the NASA Night Sky Network web site at nightsky.jpl.nasa.gov.The presenter will share the Forum-led Collaborative’s experience in developing the guides, how they place individual science discoveries and learning resources into context for audiences, and how the Guides can be readily used in scientist public outreach efforts, in college and university introductory astronomy classes, and in other engagements between scientists, students and the public.

Introductory Disciplines of Astronomy in Undergraduation Geography in Brazilian Public Universities

There are some previous works about introductory disciplines of Astronomy in higher education in various undergraduation at Brazilian universities, but this is a specific research for Geography courses in public universities. Some undergraduate courses in Geography in Brazil offer introductory disciplines of Astronomy, since the second half of the twentieth century. This work presents an updated survey on the topic, and it proposes an effort at the national level, for the benefit of the increase in introductory disciplines of Astronomy in undergraduation in Geography. The data collected from public universities were obtained from the consultation of the websites of state universities, federal and county in 2012, 2013 and 2015, for information on the Geography courses and, among them, those with disciplines of Astronomy. The results show that there are 94 undergraduation in Geography courses in public universities, 12 of them had introductory disciplines of Astronomy until 2012 and 2013. In 2015 three of these disciplines were canceled which reduced to 9 universities. There were 23 undergraduation in Geography courses in 10 bachelor degrees and 14 education degrees with Astronomy disciplines. At 2015 it decreased to 20 in 5 bachelors and 8 education degrees. There are two undergraduation Geography courses with two introductory disciplines of Astronomy, while the other 18 offer only one discipline. The inclusion of introductory disciplines of Astronomy depends on the actions of professors' groups who works in undergraduation Geography courses, and of the astronomers initiative to offering them. The ideal is that the astronomers who actuate like professors in universities, normally in Math, Physics, Technologies, Enginnering and Science courses, they would can help and offer introductory disciplines in Astronomy for undergraduation in Geography courses.

The main purpose of this study was to identify differences, if any, in the Medical Education Climate between the Private and Public Medical Colleges in the Province of Punjab affiliated with the University of Health Sciences, Lahore and to gather recommendations from students on measures that need to be taken to improve the environment. This Mixed Quantitative and Qualitative Prospective Study was conducted in 2008. The population of the study consisted of 1612 MBBS Final Year Medical Students of both Private and Public Medical Colleges. Stratified Random Sampling was done to ensure representation of both Sectors. Dundee Ready Education Environment Measure (DREEM) was used to assimilate Quantitative Data and a Questionnaire consisting of 10 items was used to accumulate Qualitative Data. To analyse Quantitative Data, t-test and Chi-square tests were used. Common themes were identified in the Qualitative Data. All the SIX Research Hypotheses were rejected and Null Hypotheses were upheld. Analysis of Qualitative Data indicated a number of Examination, Curriculum, Teaching Methodology, Teacher and Peer related Stressors without discrimination in students of both Private and Public Sectors. Solutions by students focused on improving co-ordination between Institutions and University of Health Sciences as well as developing and delivering Clinically-Centred, Community-Oriented and Problem-Based Education through development of appropriate Teaching Methodologies. Even though there is no difference in the Medical Education Climate between the Private and Public Medical Education Sectors, the Environment is less than Ideal. However, this can be improved through shifting the onus of Education from Teacher-Centred Didactic Approach to a more Student-Centred Self-Learning Strategy. In this paradigm shift the UHS, Lahore needs to play a pivotal role in order to effectively train the Trainers and standardise this change throughout Punjab.

An examination of past and present influences on university chemistry education

This study examined the historical influences that have contributed to past and present-day university level chemistry education. The study was organized into three sections: First, by analyzing the academic genealogy, education origins of prominent chemists, Nobel Prize winners in chemistry and scientific patents awarded by countries; the major historical contributors to chemical education during the 19th century were identified; Secondly, by analyzing the educational backgrounds of current chemistry professors (n=12,120) in 407 universities in 40 countries around the world and six chemical education indicators for 25 countries; and finally the relationship, if any, between a country's chemical, biotechnology, defense, and petroleum industries to its level of chemistry education was investigated utilizing a multiple regression analysis between the monetary value of the industries and the extent of chemical education within each country. The findings indicated that the U.S., Britain, Germany, and France were major influencers of 19th century chemical education while the major present-day influencers of university chemical education are the U.S., Germany, Britain, France, Italy, and Japan. Pearson correlation coefficients indicated that the value of the chemical industry for a country was significantly related to (a) the number of chemistry doctorates awarded (p=.05), (b) chemistry Nobel awards (p=.001), (c) the number of chemistry publications (p=.001), and (d) prominence of the country in the chemical literature (p=.05). Multiple regression analysis indicated that the value of the biotechnology industry was significantly related to the number of Nobel awards (p=.007) and the number of chemistry publications (p=.001). The value of the defense industry was significantly related to chemistry doctorates (p=.002), chemistry Nobel awards (p=.001), the number of chemistry publications (p=.001), and prominence in the literature (p=.001). The value of the petroleum industry was not significantly related to any education variables. The findings suggest that university chemical education is influenced by a select group of countries and that chemical, biotechnology, and defense industry values are significantly related to the level of a country's chemical education. These findings may be valuable to those interested in the industrial and societal applications of chemical education.

There is an increasing trend of outsourcing public departments. Teaching hospitals also outsourced some of their departments to private sectors. The aim of this study was to investigate and compare the educational status of students in public and outsourced departments of teaching hospitals affiliated to Iran University of Medical Sciences. This study was conducted in six teaching hospitals of Iran University of Medical Sciences, which had public and outsourced teaching departments in 2015. One hundred fifty students from the departments of radiology, physiotherapy and laboratory participated in this study and their perceptions about their educational status were assessed. A valid and reliable questionnaire was used; participation in the study was voluntary. Descriptive statistics such as mean (SD), t-test and Kolmogorov-Smirnov were used. No difference was detected between the educational status of students in public and outsourced departments of radiology, physiotherapy and laboratory (p>0.05). Based on the students' perception, the private sectors could maintain the educational level of the teaching departments similar to the public departments. It is recommended to involve all the stakeholders such as hospital administrators, academic staff and students in the decision- making process when changes in teaching environments are being considered.

The Princeton Center for Complex Materials (PCCM) is a National Science Foundation (NSF) funded Materials Research Science and Engineering Center (MRSEC). As a MRSEC, it is part of the PCCM's mission to inspire and educate school children, teachers and the public about STEM and materials science. Research shows that it is critical to excite students at a young age and maintain that excitement, and without that these students are two to three times less likely to have any interest in science and engineering and pursue science careers as adults. We conduct over a dozen different education programs at Princeton University, in which scientists and engineers are directly involved with students, teachers and the public. As an ongoing MRSEC education and outreach program, we have developed many successful educational partnerships to increase our impact. The scientists and engineers who participate in our programs are leading experts in their research field and excellent communicators to their peers. They are not experts in precollege pedagogy or in communication to the public. Scientists often require some preparation in order to have the greatest chance of success. The amount and type of professional development required for these scientists to succeed in education programs depends on many factors. These include the age of the audience, the type of interaction, and the time involved. Also different researchers require different amount of help, advice, and training. Multiple education programs that involve Princeton University researchers will be discussed here. We will focus on what has worked best when preparing scientists and engineers for involvement in education programs. The Princeton University Materials Academy (PUMA) is a three week total immersion in science for minority high school students involving many faculty and their research groups. Our Making Stuff day reaches 100's of middle school students in which faculty interact directly with students and teachers at activity tables give auditorium presentations. Teacher development programs and holiday lectures will be highlighted as well.

E-Government in higher education can be utilized in order to provide public services to stakeholders both internal and external. The research objectives is to analyze the e-government facilities for public services in higher education. The research began by reviewing the concept of public services and e-government, then continued by analysing e-government facilities based on the E-Government Maturity Level developed by Wirtz and Piehler. The research subject was the e-government website of three universities that ranked the top three of webometrics version (Indonesia country rank), while the research object was e-government facilities for public services. Data collection was done by observing e-government sites via online browsing. The research’s results indicated that all three e-government sites have met four e-government business model and provided e-government services in line with the fourth stage on the e-government development stage. It can concluded that the three universities have achieved e-government maturity at the fourth level.

Digital planetariums are becoming mainstays of astronomy education as projection technology prices fall and planetarium software becomes more powerful and more freely available. In 2010, the University of Washington upgraded their star-ball projector to a digital system that is powered by Microsoft Research’s WorldWide Telescope. To increase the number of underserved elementary and high school students the UW Astronomy department reaches, we obtained an HST education and public outreach grant to create lesson content, offset transportation costs to visit the UW planetarium for Seattle Public School students, and purchase a mobile planetarium to bring to public schools. We present a pilot program to test and evaluate the efficacy of the mobile planetarium in a high school setting.

The geoscience research and education community is interested in developing scalable and effective user-friendly strategies for reaching the public, students and educators with information about the Earth and space sciences. Based on experience developed over the past decade with education and outreach programs seeking to reach these populations, there is a growing consensus that this will be best achieved through collaboration, leveraging the resources and networks already in existence. While it is clear that gifted researchers and developers can create wonderful online educational resources, many programs have been stymied by the difficulty of attracting an audience to these resources. The National Earth Science Teachers Association (NESTA) has undertaken an exciting new project, with support from the William and Flora Hewlett Foundation, that provides a new platform for the geoscience education and research community to share their research, resources, programs, products and services with a wider audience. In April 2010, the Windows to the Universe project (http://windows2universe.org) moved from the University Corporation for Atmospheric Research to NESTA. Windows to the Universe, which started in 1995 at the University of Michigan, is one of the most popular Earth and space science education websites globally, with over 16 million visits annually. The objective of this move is to develop a suite of new opportunities and capabilities on the website that will allow it become a sustainable education and outreach platform for the geoscience research and education community hosting open educational resources. This presentation will provide an update on our progress, highlighting our new strategies, synergies with community needs, and opportunities for collaboration.

NASA’s Frontier Fields is an ambitious three-year Great Observatories program that will expand our understanding of galaxy formation and evolution in the early universe. The program includes six deep-field observations of strong-lensing galaxy clusters that will be taken in parallel with six deep “blank fields.” The observations allow astronomers to look deeper into the universe than ever before, and potentially uncover galaxies that are as much as 100 times fainter than what the telescopes can typically observe. The Frontier Fields science program is ideal for informing audiences about scientific advances and topics in STEM. The study of galaxy properties, statistics, optics, and Einstein’s theory of general relativity naturally leverages off of the science returns of the Frontier Fields program. As a result, the Space Telescope Science Institute’s Office of Public Outreach (OPO) has initiated an E/PO project to follow the progress of the Frontier Fields.For over two decades, the Hubble E/PO program has sought to bring the wonders of the universe to the education community, the youth, and the public, and engage audiences in the adventure of scientific discovery. Program components include standards-based curriculum-support materials, exhibits and exhibit components, professional development workshops, and direct interactions with scientists. We are also leveraging our new social media strategy to bring the science program to the public in the form of an ongoing blog. The main underpinnings of the program’s infrastructure are scientist-educator development teams, partnerships, and an embedded program evaluation component. OPO is leveraging this existing infrastructure to bring the Frontier Fields science program to the education community and the public in a cost-effective way.This talk features the goals and current status of the Frontier Fields E/PO program, with a particular emphasis on our education goals and achievements. We also highlight OPO’s strategies and infrastructure which allows for the quick delivery of groundbreaking science to the education community and public.

Twenty-three public health schools and 492 university schools of nursing were surveyed to gather specific information on educational programs related to nuclear war. Twenty public health schools and 240 nursing schools responded. Nuclear war-related content was most likely to appear in disaster nursing and in environmental health courses. Three schools of public health report that they currently offer elective courses on nuclear war. Innovative curricula included political action projects for nuclear war prevention.

The Hubble Frontier Fields is a multi-cycle program of six deep-field observations of strong-lensing galaxy clusters taken in parallel with six deep “blank fields.” The three-year long collaborative program began in late 2013 and is led by observations from NASA’s Great Observatories. The observations, now complete, allow astronomers to look deeper into the universe than ever before, and potentially uncover galaxies that are as much as 100 times fainter than what the telescopes can typically observe. The Frontier Fields science program is ideal for informing audiences about scientific advances and topics in STEM. The study of galaxy properties, statistics, optics, and Einstein’s theory of general relativity naturally leverages off of the science returns of the Frontier Fields program. As a result, the Space Telescope Science Institute’s Office of Public Outreach (OPO) has engaged multiple audiences over the past three years to follow the progress of the Frontier Fields.For over two decades, the STScI outreach program has sought to bring the wonders of the universe to the public and engage audiences in the adventure of scientific discovery. In addition, we are leveraging the reach of the new NASA’s Universe of Learning education program to bring the science of the Frontier Fields to informal education audiences. The main underpinnings of the STScI outreach program and the Universe of Learning education program are scientist-educator development teams, partnerships, and an embedded program evaluation component. OPO is leveraging the infrastructure of these education and outreach programs to bring the Frontier Fields science program to the education community and the public in a cost-effective way.This talk will feature highlights over the past three years of the program. We will highlight OPO’s strategies and infrastructure that allows for the quick delivery of groundbreaking science to the education community and public.

For the 2009 International Year of Astronomy, the then-existing NASA Origins Forum collaborated with the Astronomical Society of the Pacific (ASP) to create a series of monthly "Discovery Guides" for informal educator and amateur astronomer use in educating the public about featured sky objects and associated NASA science themes. Today's NASA Astrophysics Science Education and Public Outreach Forum (SEPOF), one of a new generation of forums coordinating the work of NASA Science Mission Directorate (SMD) EPO efforts—in collaboration with the ASP and NASA SMD missions and programs--has adapted the Discovery Guides into "evergreen" educational resources suitable for a variety of audiences. The Guides focus on "deep sky" objects and astrophysics themes (stars and stellar evolution, galaxies and the universe, and exoplanets), showcasing EPO resources from more than 30 NASA astrophysics missions and programs in a coordinated and cohesive "big picture" approach across the electromagnetic spectrum, grounded in best practices to best serve the needs of the target audiences. Each monthly guide features a theme and a representative object well-placed for viewing, with an accompanying interpretive story, finding charts, strategies for conveying the topics, and complementary supporting NASA-approved education activities and background information from a spectrum of NASA missions and programs. The Universe Discovery Guides are downloadable from the NASA Night Sky Network web site at nightsky.jpl.nasa.gov. We will share the Forum-led Collaborative's experience in developing the guides, how they place individual science discoveries and learning resources into context for audiences, and how the Guides can be readily used in scientist public outreach efforts, in college and university introductory astronomy classes, and in other engagements between scientists, students and the public.

The dental student is committed to being an actor in public health and his/her mission must deal with the wishes of the patient and the ethical requirements of the society. In order to improve physical and mental health on an individual and collective level, the University has a responsibility to develop a real culture of public health early in the academic curriculum. This context raises the question of the usefulness of ethics education for students in dental school. The Faculty of Dentistry at Paris Descartes University is engaged in a pilot process to reform dental studies, taking into account official and ministerial directives. An educational program on ethics delivered during the course of 10 semesters is broken down into lectures, practical lessons, and active training in one of four Paris hospitals. Teaching bioethics in the public health context puts the student at the center of an active process where each student is responsible for personal involvement in five proposed teaching methods: lectures, seminars, directed education, and reference research using the University's intranet portal. The result of 3 years of experience teaching bioethics in public health discipline is positive. The dental students are encouraged to develop skills to analyze an effective strategy for dental care where ethics becomes a cardinal value. In this sense, the teaching of bioethics that is at the heart of public debates is perfectly adapted to the public health discipline. State Department of Education data was examined to determine the number of students enrolled in physics, physics class number, physics teacher number, and physics teacher certification. Census data from public and nonpublic school teachers, principals, and superintendents was analyzed. Purposive sampling of seven public and four nonpublic schools was used for site visitation including observations of physics classes, interviews of teachers and principals, and document acquisition. The literature base was drawn from a call for an increase in academic requirements in the sciences by the National Commission on Excellence in Education, the Southern Regional Education Board, the American Association for Advancement in the Sciences, and numerous state boards of education. LSU is the only major state university to require physics as an academic admission standard. Curriculum changes which influenced general curriculum change were: leveling of physics classes; stressing concepts, algebra, and doing problems in level-one; stressing trigonometry and problem solving in level-two; and increased awareness of expectations for university admission. Certified physics teachers were positive toward the requirement. The majority adopted a "wait-and-see" attitude to see if the university would institute the physics standard. Some physics teachers, nonphysics majors, were opposed to the requirement. Those who were positive remained positive. Those who developed the wait-and-see adopted the leveled physics course concept in 1989 and were positive toward the requirement. College-bound physics was taught prior to the requirement. The State Department of Education leveled physics in 1989. Level-one physics was algebra and conceptual based, level-two physics was trigonometry based, and a level-three physics, advanced placement was added. Enrollment doubled in public schools and increased 40% in nonpublic schools. African-American enrollment almost doubled in public and nonpublic schools. Oriental enrollment increased 40% in public schools. Hispanic enrollment increased 120% in public schools. Female enrollment in public schools increased 27.6% and 10% in nonpublic schools. The number of physics faculty members increased 33% in public schools and 25% in nonpublic schools. Newly certified physics teachers increased 80% although demand exceeded teacher supply. The proportion of certified to noncertified public school physics teachers declined 12% and spiraled downward 25% for nonpublic school physics teachers.

Background: There is an increasing trend of outsourcing public departments. Teaching hospitals also outsourced some of their departments to private sectors. The aim of this study was to investigate and compare the educational status of students in public and outsourced departments of teaching hospitals affiliated to Iran University of Medical Sciences. Methods: This study was conducted in six teaching hospitals of Iran University of Medical Sciences, which had public and outsourced teaching departments in 2015. One hundred fifty students from the departments of radiology, physiotherapy and laboratory participated in this study and their perceptions about their educational status were assessed. A valid and reliable questionnaire was used; participation in the study was voluntary. Descriptive statistics such as mean (SD), t-test and Kolmogorov-Smirnov were used. Results: No difference was detected between the educational status of students in public and outsourced departments of radiology, physiotherapy and laboratory (p>0.05). Conclusion: Based on the students’ perception, the private sectors could maintain the educational level of the teaching departments similar to the public departments. It is recommended to involve all the stakeholders such as hospital administrators, academic staff and students in the decision- making process when changes in teaching environments are being considered. Twenty public health schools and 240 nursing schools responded. Nuclear war-related content was most likely to appear in disaster nursing and in environmental health courses. Congress enacted the National Space Grant College and Fellowship Program (also known as Space Grant). NASA's Space Grant Program funds education, research, and public service programs in all 50 States, the District of Columbia, and the Commonwealth of Puerto Rico through 52 university-based Space Grant consortia. These consortia form a network of colleges and universities, industry partners, State and local Government agencies, other Federal agencies, museum and science centers, and nonprofit organizations, all with interests in aerospace education, research, and training. Space Grant programs emphasize the diversity of human resources, the participation of students in research, and the communication of the benefits of science and technology to the general public. Each year approximately one-third of the NASA Space Grant funds support scholarships and fellowships for United States students at the undergraduate and graduate levels. Typically, at least 20 percent of these awards go to students from underrepresented groups, and at least 40 percent go to women. Most Space Grant student awards include a mentored research experience with university faculty or NASA scientists or engineers. Space Grant consortia also fund curriculum enhancement and faculty development programs. Consortia members administer precollege and public service education programs in their States. The 52 consortia typically leverage NASA funds with matching contributions from State, local, and other university sources, which more than double the NASA funding. The NASA Astrophysics Science Education and Public Outreach Forum is one of four scientist-educator teams that support NASA's Science Mission Directorate and its nationwide education and public outreach community in increasing the coherence, efficiency, and effectiveness of their education and public outreach efforts. NASA Astrophysics education and outreach teams collaborate with each other through the Astrophysics Forum to place individual programs in context, connect with broader education and public outreach activities, learn and share successful strategies and techniques, and develop new partnerships. This poster highlights examples of collaborative efforts designed to engage youth and adults across the full spectrum of learning environments, from public outreach venues, to centers of informal learning, to K-12 and higher education classrooms. These include coordinated efforts to support major outreach events such as the USA Science and Engineering Festival; pilot "Astro4Girls" activities in public libraries to engage girls and their families in science during Women’s History Month; and a pilot "NASA's Multiwavelength Universe" online professional development course for middle and high school educators. Astronomy seeks to understand the workings of the Universe on its largest scales, and to answer fundamental questions about the story of our origins. The science of astronomy thus naturally lends itself to informal education and public outreach activities, as it broadly captures the human imagination. There are at least three overall goals for investment of resources in Astronomy E/PO: to interest students in pursuing STEM education and careers; to develop Astronomy as context for teaching more basic physical and computer science in service of US National Education Goals; to help motivate continued public support of federally funded Astronomy research and technology development. Providing a full spectrum of opportunities for the public to learn about recent Astronomy discoveries is key to achieving these societal goals. Thus, the E/PO professional community must have an understanding of recent scientific/technological results, and engage with the researchers who are creating new knowledge to explicate that knowledge to the public. It stands to reason that researchers (or “subject matter experts, SMEs”) must be involved in and remain connected to the E/PO endeavor. In this talk, I will describe how research astronomers and other SMEs play an integral role in a full range of informal education programming developed by the NASA Universe of Learning collaboration, and opportunities to get involved.

Worldwide interest in problem-based learning (PBL) has grown in past decades. This article aims to evaluate the perceived effectiveness, appropriateness, benefits, and challenges attributed to the use of PBL in public health education in Vietnam with a view to providing recommendations for curricular design and future policy. Teachers at 2 universities in Hanoi participated in group interviews, and students from these 2 universities completed Likert-style questionnaires. Students and teachers regarded PBL positively. However, there was consensus that hybrid models that used PBL alongside other methods are probably the most beneficial for public health education in Vietnam. Teachers discussed the educational and systematic advantages and difficulties associated with PBL. Themes arising from this analysis may be helpful in guiding future research-namely, regarding the application of PBL in low- and middle-income countries and in public health. Further exploration of the use of PBL hybrid models is discussed. © 2012 APJPH.

We determined the effectiveness of a community-based breast cancer education intervention among understudied populations in the New York State (NYS) Capital Region by assessing and comparing baseline and post-education breast cancer knowledge. Participants included 417 students recruited from five colleges/universities and 67 women from four community group organizations. Baseline and post-education knowledge was assessed via self-administered mostly multiple-choice questionnaires. An open-ended question soliciting opinions about public health prevention strategies against breast cancer was included on college/university students' questionnaires. Effectiveness of education intervention was estimated through a paired t test. Stratified analysis was done using demographic and descriptive variables. Answers to the open-ended questions were analyzed qualitatively. The mean percentage of correct answers increased from 39.9% at baseline to 80.8% post-education (P < 0.0001) among college/university students and from 43.5% to 77.8% (P < 0.0001) among community group members. Effectiveness remained statistically significant in all stratified analyses with similarly high percentage of correct answers achieved post-education irrespective of knowledge level at baseline. Stratified analysis also revealed similar patterns of improvement in overall knowledge and narrowing of the gap in post-education knowledge. Primary prevention emerged as the dominant theme post-education in students' responses to the open-ended question, signifying the effectiveness of our education in raising awareness about modifiable risk factors and inspiring proactive thinking about public health prevention strategies. This community-based education intervention was effective in increasing breast cancer knowledge among demographically diverse groups with low levels of baseline knowledge in the NYS Capital Region. Our findings provide leads for future public health prevention strategies.

Hawaii's annual Journey through the Universe program is a flagship Gemini public education and outreach event that engages the public, teachers, astronomers, engineers, thousands of local students and staff from all of the Mauna Kea Observatories. The program inspires, educates, and engages teachers, students, and their families as well as the community. From February 10-18, 2011, fifty-one astronomy educators from observatories on Mauna Kea and across the world visited over 6,500 students in 310 classrooms at 18 schools. Two family science events were held for over 2,500 people at the 'Imiloa Astronomy Education Center and the University of Hawaii at Hilo. The local Chamber of Commerce(s) held an appreciation celebration for the astronomers attended by over 170 members from the local government and business community. Now going into its eighth year in Hawaii, the 2012 Journey Through the Universe program will continue working with the observatories on Mauna Kea and with the NASA Lunar Science Institute (NLSI). The creation of the European Higher Education Area has brought the relevance of the scientific quality assessment in higher education. The result of this interest is a growing interest in the development of rankings of universities, both nationally and internationally. To continue the line started two years ago, the goal of this research is to update the ranking of research productivity in Spanish public universities with the data of 2010. We follow the same methodology to data from 2008 and 2009; although this year it includes measures of total production. The same indicators to evaluate research in 2009: journals articles indexed in the JCR, research periods, research + development projects, doctoral dissertations, grants for training university teachers, Doctoral Programs with Quality Mention and patents. From the results obtained show that universities with higher production were Complutense de Madrid, Barcelona and Granada. The most productive were the Pompeu Fabra University, the Pablo de Olavide, and the Autonoma de Barcelona.

For the 2009 International Year of Astronomy, the then-existing NASA Origins Forum collaborated with the Astronomical Society of the Pacific (ASP) to create a series of monthly “Discovery Guides” for informal educator and amateur astronomer use in educating the public about featured sky objects and associated NASA science themes. Today’s NASA Astrophysics Science Education and Public Outreach Forum (SEPOF), one of the current generation of forums coordinating the work of NASA Science Mission Directorate (SMD) EPO efforts—in collaboration with the ASP and NASA SMD missions and programs--has adapted the Discovery Guides into “evergreen” educational resources suitable for a variety of audiences. The Guides focus on “deep sky” objects and astrophysics themes (stars and stellar evolution, galaxies and the universe, and exoplanets), showcasing EPO resources from more than 30 NASA astrophysics missions and programs in a coordinated and cohesive “big picture” approach across the electromagnetic spectrum, grounded in best practices to best serve the needs of the target audiences.Each monthly guide features a theme and a representative object well-placed for viewing, with an accompanying interpretive story, finding charts, strategies for conveying the topics, and complementary supporting NASA-approved education activities and background information from a spectrum of NASA missions and programs. The Universe Discovery Guides are downloadable from the NASA Night Sky Network web site at nightsky.jpl.nasa.gov and specifically from http://nightsky.jpl.nasa.gov/news-display.cfm?News_ID=611.The presentation will describe the collaborative’s experience in developing the guides, how they place individual science discoveries and learning resources into context for audiences, and how the Guides can be readily used in scientist public outreach efforts, in college and university introductory astronomy classes, and in other engagements between scientists, instructors, students and the public.
