    The student population of the University of Chicago was divided into general and special risk groups to assess the relative necessity of frequent x- ray examinations in the 2 groups. Positive tuberculin tests were detected in 5.9 and 32.5% of the 2 groups, respectively, and the conversion rate (to positive tests) was 0.9% for the general risk and 6.4% for the special risk groups. Thus, both positive tuberculin skin test and conversion rate were significantly higher among foreign-born, nonwhite, and medical students than among native white students. The findings indicate the necessity of more frequent skin testing and roentgenography inmore » the special risk group, thus permitting reduction of the radiation hazard and the cost of the tuberculosis control program in the largest part (80.9%) of university students without endangering the effectiveness of the program. In view of the findings of this study, it may be possible to further reduce the frequency of x-ray microfilming. After the initial skin test and microfilm, the skin test can be repeated in the special risk group yearly, but microfilms used only in positive skin-test cases. (H.H.D.)« less

    As part of the worldwide effort to create an international earthquake data bank, the seismology archive of the California Institute of Technology (Caltech) has been organized, labeled, described, and microfilmed. It includes a wide variety of original records, documents, and printed materials relating to local and distant earthquakes. The single largest and most complex component of the task has been the preparation and microfilming of Caltech's vast collection of original seismograms. The original proposal envisioned a modest project in which a selected number of seismographic records at Caltech could be made more generally available to the scientific community. These single-copy records are stored at Kresge Laboratory and comprise thousands of individual photographic sheets, each 30×92 cm. In the end, we microfilmed both the Pasadena station records and those written at the six original stations in the Caltech network. This task got underway in June 1981 and was completed in January 1985. In the course of the project, the staff sorted, arranged, inventoried, copied, and refiled more than 276,000 records written between January 10, 1923 and December 31, 1962. The microfilm edition of the earthquake records at the Seismological Laboratory at Pasadena and at auxiliary stations at Mount Wilson, Riverside, Santa Barbara, La Jolla, Tinemaha, and Haiwee (the latter two in the Owens Valley) consists of 461 reels of film. The film archive is cataloged and available to researchers in Caltech's Millikan Library in Pasadena, at the U.S. Geological Survey in Menlo Park, Calif, and at the World Data Center (National Oceanic and Atmospheric Administration) in Boulder, Colo.

    The ability to create patterns of piezo responsive material on smooth substrate is an important method to develop efficient microfluidic mixers. This paper reports the fabrication of Poly vinylidene fluoride microfilms using spin-coating on smooth glass surface. The suitable crystalline phases, surface morphology and microstructural properties of the PVDF films have been investigated. We found that films of average thickness 10μm, had average roughness of 0.13μm. These PVDF films are useful in microfluidic mixer applications.

    Data obtained from 30 earth resources aircraft missions, flown between September 1, 1973 and September 1, 1974, were screened, cataloged, and indexed using microfilm copy. The manhours required for completing the task are presented, and problems encountered during the project are reported. It is concluded that a cataloging and indexing report of remote sensor data can be prepared on a timely basis for a relatively low cost from microfilm. Recommendations are given in order to further facilitate the task.

    The Astrophysics Data System at http://adswww.harvard.edu is in the process of scanning the historical astronomical literature and making it available through the World Wide Web. We have scanned several volumes from the early 1800's of the "Astronomische Nachrichten", and the "Monthly Notices of the Royal Astronomical Society", the two oldest astronomical journals. We also have several of the early volumes of the "Astrophysical Journal" and the "Astronomical Journal" available. For all the journals that we cover, we have scanned volume 1. These early volumes can be accessed on a page-by-page basis. We plan to continue to scan this historical literature and complete these journals within the next year. We are also collaborating with a preservation project at Harvard University. This project will microfilm selected parts of astronomical Observatory reports. We plan to scan these microfilms to produce electronic images of these reports and put them on-line in the ADS. We hope to eventually cover most of the astronomical literature. In order to organize the scanned pages into articles, we need tables of contents (ToC). The early issues of the journals did not have printed ToC pages, so this needs to be done by hand. We do not have the financial resources to build these ToCs. We are looking for collaborators who would be willing to work with us in building these ToCs for the older journals and observatory reports.   17. Perceived importance of components of asynchronous music during circuit training.

    This study examined regular exercisers' perceptions of specific components of music during circuit training. Twenty-four men (38.8 years, s = 11.8 years) and 31 women (32.4 years, s = 9.6 years) completed two questionnaires immediately after a circuit training class. Participants rated the importance of 13 components of music (rhythm, melody, etc.) in relation to exercise enjoyment, and each completed the "Affect Intensity Measure" (Larsen, 1984, Dissertation Abstracts International, 5, 2297B. (University microfilms No. 84-22112)) to measure emotional reactivity. Independent t-tests were used to evaluate gender differences in perceptions of musical importance. Pearson correlations were computed to evaluate the relationships between affect intensity, age and importance of musical components. Consistent with previous research and theoretical predictions, rhythm response components (rhythm, tempo, beat) were rated as most important. Women rated the importance of melody significantly higher than did men, whereas men gave more importance to music associated with sport. Affect intensity was found to be positively and significantly related to the perceived importance of melody, lyrical content, musical style, personal associations and emotional content. Results suggest that exercise leaders need to be sensitive to personal factors when choosing music to accompany exercise. Qualitative research that focuses on the personal meaning of music is encouraged.

    The NASA Astrophysics Data System provides access to about 1 million abstracts and 50,000 journal articles. This service is funded by NASA and is accessible world-wide through the World Wide Web free without restrictions at: http://adswww.harvard.edu We currently have on-line journals starting with 1975. We plan to extend the coverage for the journals and also include scans from observatory publications in our database. Eventually we plan to provide access to scans of the complete journal literature and as much observatory literature as possible. In order to accomplish this, we have started discussions with the preservation group at the Harvard University Library. Harvard University Library, together with the Library at the Center for Astrophysics is in the process of microfilming their collection of observatory publications. We are working together with this project to prepare for scanning the microfilms and make these scans available through the ADS. We are also collecting older journals and preparing them for scanning. We already have the Monthly Notices of the Royal Astronomical Society in hand from Volume 1, and have been promised a large part of the Astronomische Nachrichten prior to 1945. We will start scanning these volumes soon. All volumes that can be fed automatically through the scanning machine should be scanned and put on-line within the next 6 - 12 months. In order to scan volumes that are too brittle, we need additional funding. We hope to obtain additional funding to cover such scanning for 1998. In order to cover more of the astronomical literature, we need donations of astronomical literature. We have a web page that lists the volumes that we need so we can scan them.     Silver is a widely used antimicrobial agent, yet when impregnated in macroscopic dressings, it stains wounds, can lead to tissue toxicity and can inhibit healing. Recently, we reported that polymeric nanofilms containing silver nanoparticles exhibit antimicrobial activity at loadings and release rates of silver that are 100x lower than conventional dressings. Here we report fabrication of composite microfilm constructs that provide a facile way to transfer the silver-loaded polymeric nanofilms onto wounds in vivo. The construct is fabricated from a silver nanoparticle-loaded polymeric nanofilm that is laminated with a micrometer-thick soluble film of polyvinylalcohol (PVA). When placed on a moist wound, the PVA dissolves, leaving the silver-loaded nanofilm immobilized on the wound-bed. In vitro, the immobilized nanofilms release <1 μg cm−2/day of silver over 30 days from skin-dermis and they kill 5 log10 CFUs of Staphylococcus aureus in 24 h. In mice, wounds inoculated with 105 CFU S. aureus presented up to 3 log10 less bacterial burden when treated with silver/nanofilms for 3 days, as compared to unmodified wounds. In uncontaminated wounds, silver/nanofilms allow normal and complete wound closure by re-epithelialization. We conclude that dissolvable microfilm constructs may overcome key limitations associated with current uses of silver in wound healing. PMID:24523027

    This doctoral thesis details the methods of determining mechanical properties of two classes of novel thin films suspended two-dimensional crystals and electron beam irradiated microfilms of polydimethylsiloxane (PDMS). Thin films are used in a variety of surface coatings to alter the opto-electronic properties or increase the wear or corrosion resistance and are ideal for micro- and nanoelectromechanical system fabrication. One of the challenges in fabricating thin films is the introduction of strains which can arise due to application techniques, geometrical conformation, or other spurious conditions. Chapters 2-4 focus on two dimensional materials. This is the intrinsic limit of thin films-being constrained to one atomic or molecular unit of thickness. These materials have mechanical, electrical, and optical properties ideal for micro- and nanoelectromechanical systems with truly novel device functionality. As such, the breadth of applications that can benefit from a treatise on two dimensional film mechanics is reason enough for exploration. This study explores the anomylously high strength of two dimensional materials. Furthermore, this work also aims to bridge four main gaps in the understanding of material science: bridging the gap between ab initio calculations and finite element analysis, bridging the gap between ab initio calculations and experimental results, nanoscale to microscale, and microscale to mesoscale. A nonlinear elasticity model is used to determine the necessary elastic constants to define the strain-energy density function for finite strain. Then, ab initio calculations-density functional theory-is used to calculate the nonlinear elastic response. Chapter 2 focuses on validating this methodology with atomic force microscope nanoindentation on molybdenum disulfide. Chapter 3 explores the convergence criteria of three density functional theory solvers to further verify the numerical calculations. Chapter 4 then uses this model to investigate the role of grain boundaries on the strength of chemical vapor deposited graphene. The results from these studies suggest that two dimensional films have remarkably high strength-reaching the intrinsic limit of molecular bonds. Chapter 5 explores the viscoelastic properties of heterogeneous polydimethylsiloxane (PDMS) microfilms through dynamic nanoindentation. PDMS microfilms are irradiated with an electron beam creating a 3 m-thick film with an increased cross-link density. The change in mechanical properties of PDMS due to thermal history and accelerator have been explored by a variety of tests, but the effect of electron beam irradiation is still unknown. The resulting structure is a stiff microfilm embedded in a soft rubber with some transformational strain induced by the cross-linking volume changes. Chapter 5 employs a combination of dynamic nanoindentation and finite element analysis to determine the change in stiffness as a function of electron beam irradiation. The experimental results are compared to the literature. The results of these experimental and numerical techniques provide exciting opportu- nities in future research. Two dimensional materials and flexible thin films are exciting materials for novel applications with new form factors, such as flexible electronics and microfluidic devices. The results herein indicate that you can accurately model the strength of two dimsensional materials and that these materials are robust against nanoscale defects. The results also reveal local variation of mechanical properties in PDMS microfilms. This allows one to design substrates that flex with varying amounts of strain on the surface. Combining the mechanics of two dimensional materials with that of a locally irradiated PDMS film could achieve a new class of flexible microelectromechanical systems. Large-scale growth of two dimensional materials will be structurally robust-even in the presence of nanostructural defects-and PDMS microfilms can be irradiated to vary strain of the electromechanical systems. These systems could be designed to investigate electromechanical coupling in two dimensional films or for a substitute to traditional silicon microdevices. (Abstract shortened by UMI.)

    Information is being microfilmed and scanned in the Southern Urals to ensure the archival preservation of the unique, important and irreplaceable records documenting chromic low-level radiation exposure to workers and neighboring populations of the Mayak Production Association (MAYAK), as well as health effects. The records include dosimetric and epidemiologic information maintained on workers and neighboring populations located at facilities in Ozyorsk and Chelyabinsk. Microfilming is being done in Ozyorsk, and on a more limited basis in Chelyabinsk, where a scanning project has also recently been initiated. Over 1,800 rolls of film have been produced as of the fall of 1999.more » This article describes the background and results of this data preservation effort and includes brief summary tables describing the types of records being preserved.     The third Workshop on Historical Seismograms, held in Hamburg on August 18-19, 1983, in conjunction with the meeting of the International Union of Geodesy and Geophysics in Hamburg, Federal Republic of Germany, was specifically organized to discuss the status of historical seismic data for Latin America and Europe. Since it is unlikely that an additional workshop will be held on this subject, reports for other regions were included as well.In the first session, H. Meyers described the purpose of the workshop and gave some history of the previous activities of the IASPEI/Unesco Working Group on Historical Seismograms. E.R. Engdahl noted that thus far more than 500,000 seismograms have been filmed as part of the Historical Microfilming Project and emphasized the importance of the activities to be covered during the workshop. M. Hashizume, representing Unesco, described the importance of historical seismic data and the Unesco interests in having these data available for the analysis of seismic risks, particularly in areas where the recurrence rate of significant earthquakes is very low and for regions where much data do not exist. He mentioned that both these conditions occur frequently in developing nations.

    Paris Observatory founded in 1667 by Louis XIV is one of the so called "Grand Etablissement" under of the aegis of the Ministry of higher education and research, and includes two other centres: Meudon Observatory and the Radioastronomy centre in Nancay, created respectively in 1876 and 1955. The decree which gave birth to the library itself was signed in 1785 by Louis XVI. In 1926 Meudon is joined to Paris. The total number of bound volumes, including journals, is 100.000. This comprises 2000 periodical titles (of which 1200 are current titles), monographs, photographs, incunabula and manuscripts from the 16th to the 20th century, microfilm versions of historical material. The collections of two libraries are complementary. Starting in 1981, the library became part of a national "Centre d'Acquisition et de Diffusion de l'Information Scientifique et Technique" (CADIST) for astronomy and astrophysics documents. The catalogue is available on national networks such as the Pancatalogue or CCN. It may also be accessed on the international OCLC network. Finally the library may be accessed on internet via WWW.

    In 1956 the Enrico Fermi Presidential Award was established to recognize scientists, engineers, and science policymakers who gave unstintingly over their careers to advance energy science and technology. The first recipient was John von Neumann. .1 Among those scientists who were thought eligible for the award were Hans Bethe, J. Robert Oppenheimer, and Edward Teller. In 1959 Norris Bradbury was asked to comment on the relative merits of each these three men, whom he knew well from their affiliation with Los Alamos. Below is a reproduction of the letter Bradbury sent to Dr. Warren C. Johnson of the AEC’s Generalmore » Advisory Committee(GAC) containing his evaluation of each man. The letter might surprise those not accustomed to Bradbury’s modus operandi of providing very detailed and forthright answers to the AEC. The letter, itself, was found in cache of old microfilm. Whether because of the age of the microfilm or the quality of the filming process, portions of the letter are not legible. Where empty brackets appear, the word or words could not be read or deduced. Words appearing in brackets are guesses that appear, from the image, to be what was written. These guesses, of course, are just that – guesses.« less

    The World Data Center-A for Marine Geology and Geophysics is co-located with the Marine Geology & Geophysical Data Center, Boulder, CO. Fifteen million digital marine magnetic trackline measurements are managed within the GEOphysical DAta System (GEODAS). The bulk of these data were collected with proton precision magnetometers under Transit Satellite navigational control. Along-track sampling averages about 1 sample per kilometer, while spatial density, a function of ship's track and survey pattern, range from 4 to 0.02 data points/sq. km. In the near future, the entire geophysical data set will be available on CD-ROM. The Marine Geology and Geophysics Division (World Data Center-A for MGG), of the National Geophysical Data Center, handles a broad spectrum of marine geophysical data, including measurements of bathymetry, magnetics, gravity, seismic reflection subbottom profiles, and side-scan images acquired by ships throughout the world's oceans. Digital data encompass the first three, while the latter two are in analog form, recorded on 35mm microfilm. The marine geophysical digital trackline data are contained in the GEODAS data base which includes 11.6 million nautical miles of cruise trackline coverage contributed by more than 70 organizations worldwide. The inventory includes data from 3206 cruises with 33 million digital records and indexing to 5.3 million track miles of analog data on microfilm.

    PLOT3D is a package of programs to draw three-dimensional surfaces of the form z = f(x,y). The function f and the boundary values for x and y are the input to PLOT3D. The surface thus defined may be drawn after arbitrary rotations. However, it is designed to draw only functions in rectangular coordinates expressed explicitly in the above form. It cannot, for example, draw a sphere. Output is by off-line incremental plotter or online microfilm recorder. This package, unlike other packages, will plot any function of the form z = f(x,y) and portrays continuous and bounded functions of two independent variables. With curve fitting; however, it can draw experimental data and pictures which cannot be expressed in the above form. The method used is division into a uniform rectangular grid of the given x and y ranges. The values of the supplied function at the grid points (x, y) are calculated and stored; this defines the surface. The surface is portrayed by connecting successive (y,z) points with straight-line segments for each x value on the grid and, in turn, connecting successive (x,z) points for each fixed y value on the grid. These lines are then projected by parallel projection onto the fixed yz-plane for plotting. This program has been implemented on the IBM 360/67 with on-line CDC microfilm recorder.

  12. Library Staff operate a Microfilm Reader at the Lewis Research Center

    Jean Neidengard and George Mandel operate a Kodak Recordak microfilm reader in the library at the National Aeronautics and Space Administration (NASA) Lewis Research Center. The library was located in the Administration Building until the mid-1960s. It was then moved to the Propulsion Systems Laboratory Office Building. In 2008 the library was moved once again, to the Research Analysis Center. At the time of this photograph, the Lewis library claimed to possess “One of the most complete aero-technical collections in the world.” It was doing a brisk business in the early 1960s. During 1960 alone the library acquired 19,000 new documents and provided 100,000 documents to customers. The library’s eleven-person staff provided reference services, archived technical reports, and supplied periodicals. The staff also included Sam Reiss, a full-time translator who could read 30 languages. He translated technical reports from all over the world for the Lewis research staff. Jean Neidengard oversaw the secret Atomic Energy Commission (AEC) documents in the collection. NASA was partnering with the AEC at the time on Nuclear Engine for Rocket Vehicle Application (NERVA) program. NASA Lewis was the agency’s lead center in the NERVA program. Neidengard’s husband Bill was the head mechanic in the Propulsion Systems Laboratory. George Mandel led the library staff from 1955 to 1968.

  13. Preservation of the biomedical literature: an overview.

    The National Library of Medicine began to preserve its collection many years ago. This article presents a brief review of NLM's early conservation and microfilming programs, and describes the current activities of the library's new Preservation Section. Also mentioned are the complementary efforts of NLM staff who are involved in research into electronic imaging and the campaign to increase the use of alkaline paper in medical and scientific publishing. Goals of the National Preservation Plan for the Biomedical Literature are summarized and a report on progress in implementing the plan is provided. Results of the preservation needs assessment described in the accompanying article by Kirkpatrick are briefly analyzed. Recent efforts of the Commission on Preservation and Access, the National Endowment for the Humanities, the Research Libraries Group, and several international associations are described in terms of their potential benefit to preservation of the biomedical literature. The need to monitor new preservation technologies and preserve materials in audiovisual and electronic formats is emphasized. It is argued that with enough coordination, cooperation, and willingness among health sciences libraries to share the costs, the goal of preserving all of the important biomedical literature can be accomplished.   19. The value of ultrasonography alone in screening surveys of cystic echinococcosis in children in Turkey.

    A total of 1,205 primary school children were examined for cystic echinococcosis in five villages of Manisa, Turkey, to evaluate the efficacy of diagnostic methods of this infection in community-based screening surveys. Six hundred and thirty children from three villages, examined by a portable ultrasound scanner, chest microfilm and serological methods (ELISA, indirect hemagglutination) in our previous study, were designated as Study Group 1; and 575 children, from two adjacent villages, examined by ultrasonography alone in the present study, were designated as Study Group 2. In Study Group 1, hepatic cystic echinococcosis was detected in two cases (0.3%) by ultrasonography, while 43 (8.9%) and 49 (10.1%) cases were found to be positive for cystic echinococcosis by ELISA and indirect hemagglutination, respectively. Three of 575 children (0.5%) were diagnosed with cystic echinococcosis (two hepatic and one renal involvement) by ultrasonography alone in Study Group 2; and lung lesions were later detected in both cases with liver involvement by chest radiography. Our results suggested that serological tests may be beneficial in suspected cases for confirmation and differential diagnosis, but have some drawbacks, such as discrepancy in results and high false seropositivity rates. Chest microfilm is not easy in field studies and exposure to X-ray is undesirable. As a reliable, simple, inexpensive and rapid technique, ultrasonography alone is recommended to be used in community-based screening surveys for cystic echinococcosis with confirmatory tests for suspected cases found during the screening program.

  20. Experimental techniques for studying the structure of foams and froths.

    Several techniques are described in this review to study the structure and the stability of froths and foams. Image analysis proved useful for detecting structure changes in 2-D foams and has enabled the drainage process and the gradients in bubble size distribution to be determined. However, studies on 3-D foams require more complex techniques such as Multiple-Light Scattering Methods, Microphones and Optical Tomography. Under dynamic foaming conditions, the Foam Scan Column enables the water content of foams to be determined by conductivity analysis. It is clear that the same factors, which play a role in foam stability (film thickness, elasticity, etc.) also have a decisive influence on the stability of isolated froth or foam films. Therefore, the experimental thin film balance (developed by the Bulgarian Researchers) to study thinning of microfilms formed by a concave liquid drop suspended in a short vertical capillary tube has proved useful. Direct measurement of the thickness of the aqueous microfilm is determined by a micro-reflectance method and can give fundamental information on drainage and thin film stability. It is also important to consider the influence of the mineral particles on the stability of the froth and it have been shown that particles of well defined size and hydrophobicity can be introduced into the thin film enabling stabilization/destabilization mechanisms to be proposed. It has also been shown that the dynamic and static stability can be increased by a reduction in particle size and an increase in particle concentration.

    A documentation program was developed in which the emphasis is placed on text content rather than flowcharting. It is keyword oriented, with 26 keywords that control the program. Seventeen of those keywords are recognized by the flowchart generator, three are related to text generation, and three have to do with control card and deck displays. The strongest advantage offered by the documentation program is that it produces the entire document. The document is prepared on 35mm microfilm, which is easy to store, and letter-size reproductions can be made inexpensively on bond paper.

    A total of 250 kilometers of single-channel seismic-reflection data (28 minisparker profiles) were collected in the coastal waters of Massachusetts, north of and immediately south of Cape Ann, and on the western flank of Jeffreys Ledge, western Gulf of Maine, during the September 1978 cruise of the R/V ASTERIAS. The survey was conducted by the U.S. Geological Survey as part of the Massachusetts Cooperative Marine Geologic Program.The seismic systems used included a 1Del Norte minisparker and streamer, an Energy International Streamer, and EPC 3200 and 4100 recorders. Navigational control was established by Radar and Loran-C. The Loran-C navigation data were recorded on a Northstar 6000 system.The purpose of the cruise was to discover the significance and extent of the folded and faulted internal reflections that were first noticed on the esternmost tip of Jeffreys Ledge in line 14 of esternmost tip of Jeffreys Ledge in line 14 of rninisparker data from the 1976 R/V FAY 023 cruise.Sixteen northwest-trending lines were run off Cape Ann to investigate the deformed reflectors, now thought to represent a moraine formed by readvance of continental ice over the last glacial marine Presurnpscot Formation. Lines north and south of Cape Ann were run to locate the offshore extension of the Clinton-Newbury and Bloody Bluff fault systems.The original records can be studied at the U.S. Geological Survey offices at Woods Hole, Mass.   15. Restoration of Apollo Data by the NSSDC and the PDS Lunar Data Node

    The Lunar Data Node (LDN), under the auspices of the Geosciences Node of the Planetary Data System (PDS), is restoring Apollo data archived at the National Space Science Data Center. The Apollo data were arch ived on older media (7 -track tapes. microfilm, microfiche) and in ob solete digital formats, which limits use of the data. The LDN is maki ng these data accessible by restoring them to standard formats and archiving them through PDS. The restoration involves reading the older m edia, collecting supporting data (metadata), deciphering and understa nding the data, and organizing into a data set. The data undergo a pe er review before archive at PDS. We will give an update on last year' s work. We have scanned notebooks from Otto Berg, P.1. for the Lunar Ejecta and Meteorites Experiment. These notebooks contain information on the data and calibration coefficients which we hope to be able to use to restore the raw data into a usable archive. We have scanned Ap ollo 14 and 15 Dust Detector data from microfilm and are in the proce ss of archiving thc scans with PDS. We are also restoring raw dust de tector data from magnetic tape supplied by Yosio Nakamura (UT Austin) . Seiichi Nagihara (Texas Tech Univ.) and others in cooperation with NSSDC are recovering ARCSAV tapes (tapes containing raw data streams from all the ALSEP instruments). We will be preparing these data for archive with PDS. We are also in the process of recovering and archivi ng data not previously archived, from the Apollo 16 Gamma Ray Spectro meter and the Apollo 17 Infrared Spectrometer.

  2. Mapping International University Partnerships Identified by East African Universities as Strengthening Their Medicine, Nursing, and Public Health Programs.

    International university partnerships are recommended for increasing the capacity of sub-Saharan African universities. Many publications describe individual partnerships and projects, and tools are available for guiding collaborations, but systematic mappings of the basic, common characteristics of partnerships are scarce. To document and categorize the international interuniversity partnerships deemed significant to building the capacity of medicine, nursing, and public health programs of 4 East African universities. Two universities in Kenya and 2 in Tanzania were purposefully selected. Key informant interviews, conducted with 42 senior representatives of the 4 universities, identified partnerships they considered significant for increasing the capacity of their institutions' medicine, nursing, and public health programs in education, research, or service. Interviews were transcribed and analyzed. Partners were classified by country of origin and corresponding international groupings, duration, programs, and academic health science components. One hundred twenty-nine university-to-university partnerships from 23 countries were identified. Each university reported between 25 and 36 international university partners. Seventy-four percent of partnerships were with universities in high-income countries, 15% in low- and middle-income countries, and 11% with consortia. Seventy percent included medicine, 37% nursing, and 45% public health; 15% included all 3 programs. Ninety-two percent included an education component, 47% research, and 24% service; 12% included all 3 components. This study confirms the rapid growth of interuniversity cross-border health partnerships this century. It also finds, however, that there is a pool of established international partnerships from numerous countries at each university. Most partnerships that seek to strengthen universities in East Africa should likely ensure they have a significant education component. Universities should make more systematic information about past and existing partnerships available publicly. Copyright © 2016. Published by Elsevier Inc.

  6. Administrative needs of academic partnerships at one Ethiopian university: a pilot study.

    International university partnerships are important contributors to international collaboration, research, and capacity strengthening worldwide. In Ethiopia, such partnerships have been initiated at many universities for many years. Partnership effectiveness is known to be dependent in part on effective administrative practices and infrastructure. This study examines the administrative services and resources considered most valuable for sustainable partnerships at one Ethiopian university. A survey questionnaire was distributed to 67 Ethiopian and international colleagues currently or recently involved in partnerships at the University of Gondar, of which 10 were completed and returned by personnel at the University of Gondar and 8 were returned from international colleagues. Both Ethiopian and international respondents agreed on the value of partnerships, the dominant challenges, and administrative solutions. However, the study also revealed striking differences in perceptions of equity and benefit. While the study is small, it raises some important questions for further study.

    Reduction of data acquired from the HELIOS Solar Wind Plasma Wave Experiments on HELIOS 1 and 2 was continued. Production of 24 hour survey plots of the HELIOS 1 plasma wave data were continued and microfilm copies were submitted to the National Space Science Data Center. Much of the effort involved the shock memory from both HELIOS 1 and 2. This data had to be deconvoluted and time ordered before it could be displayed and plotted in an organized form. The UNIVAX 418-III computer was replaced by a DEC VAX 11/780 computer. In order to continue the reduction and analysis of the data set, all data reduction and analysis computer programs had to be rewritten.

    The growth of the Translating Unit of the National Institutes of Health Library, founded in 1938, was slow until 1950, when seventeen translators and clerical assistants comprised its staff. Today eleven staff members translate, type, and distribute translations from eighteen European languages. Contract service is arranged for those languages for which the Unit has little or no competency. Three recent innovations have improved the translating service: (1) production standards, (2) fee for service, and (3) microfilmed translations. A monthly bulletin, Recent Translations, a Selected List, includes those articles translated by the Translating Unit of the NIH Library. An author index to all translations cited in the Selected List is now available upon request.

  19. Beyond health aid: would an international equalization scheme for universal health coverage serve the international collective interest?

    It has been argued that the international community is moving ‘beyond aid’. International co-financing in the international collective interest is expected to replace altruistically motivated foreign aid. The World Health Organization promotes ‘universal health coverage’ as the overarching health goal for the next phase of the Millennium Development Goals. In order to provide a basic level of health care coverage, at least some countries will need foreign aid for decades to come. If international co-financing of global public goods is replacing foreign aid, is universal health coverage a hopeless endeavor? Or would universal health coverage somehow serve the international collective interest? Using the Sustainable Development Solutions Network proposal to finance universal health coverage as a test case, we examined the hypothesis that national social policies face the threat of a ‘race to the bottom’ due to global economic integration and that this threat could be mitigated through international social protection policies that include international cross-subsidies – a kind of ‘equalization’ at the international level. The evidence for the race to the bottom theory is inconclusive. We seem to be witnessing a ‘convergence to the middle’. However, the ‘middle’ where ‘convergence’ of national social policies is likely to occur may not be high enough to keep income inequality in check. The implementation of the international equalization scheme proposed by the Sustainable Development Solutions Network would allow to ensure universal health coverage at a cost of US$55 in low income countries-the minimum cost estimated by the World Health Organization. The domestic efforts expected from low and middle countries are far more substantial than the international co-financing efforts expected from high income countries. This would contribute to ‘convergence’ of national social policies at a higher level. We therefore submit that the proposed international equalization scheme should not be considered as foreign aid, but rather as an international collective effort to protect and promote national social policy in times of global economic integration: thus serving the international collective interest. The study has the objecitve to obtain more information regarding the statistical characteristics of Pc5 waves. The data utilized are contained in microfilm plots of the magnetic field observed by the two satellites during the period from 1978 to 1980. Attention is given to ground-satellite correlation of azimuthally-polarized Pc waves, differences in ground-satellite correlations between A-class waves and R-class compressional waves, aspects of delayed Pc5 occurrence, a long-duration Pc5 event lasting for more than three hours, questions of local time dependence of occurrence and frequency, and the relation between compressional Pc5 and magnetospheric substorms.

  9. Establishment of the Education Program in the International Cooperation Graduate School which Provides Double Degrees

    The University of Tokushima has signed International Cooperation Graduate School education program provided the Double Degree with 10 Universities in 5 Countries which are Harbin Institute of Technology, Tongii University, Xidian Jiaotong University, Dalian University of Technology and Beijing University of Posts and Telecommunications in China, University of Auckland (New Zealand) , Kyungpook National University and Korea Maritime University (Korea) , Florida Atlantic University (U.S.A.) and Institut National Polytechnique de Toulouse (France) . In the International Cooperation Graduate School, the students could systematically take the Major and Minor curriculums and are able to study the subjects of the field other than their major fields. In this program, we dispatch and accept the students to/from the overseas universities. We educate the engineers that create the highly and interdisciplinary scientific skill, challenge to the new field of research boldly and are active with a good communication skill on the global stage. We intend also to enhance the internationalization and communization for the education of the graduate school‧s level by dispatching/accepting the academic staffs mutually.

  10. [Postgraduate training program in neurology at the regional hospitals in Hokkaido area].

    In the new post graduate training system, the 55% of interns in the Hokkaido area choosed the post graduate training at the general hospitals and 45% of them choosed the medical universities (Hokkaido university, Asahikawa medical university, Sapporo medical university). Furthermore, 23% of interns in Hokkaido area choosed the general hospitals and medical universities in Sapporo city. As to the post graduate training system in neurology, 5 hospitals included the neurology for at least 1 month to 3 months. On the other hand, in one general hospital in Sapporo city, the clinical training of neurology was not included in the post graduate training system. During 2 years of the new post graduate training system, only 25% of the interns could rotate the neurological department. Since the neurology training course is necessary for the post graduate training system, it is suggested to need to support the opportunity to rotate the neurology for the interns.

  11. The SARA REU Site Program

    We present an overview of the Research Experiences for Undergraduates (REU) Site Program hosted by the Southeastern Association for Research in Astronomy (SARA) for the past 6 years. SARA is a consortium of the six universities: Florida Institute of Technology, East Tennessee State University, Florida International University, The University of Georgia, Valdosta State University, and Clemson University. We host 10-11 student interns per year out of an application pool of ~150-200. Recruiting flyers are sent to the ~3400 undergraduate institutions in the United States, and we use a web-based application form and review process. We are a distributed REU Site, but come together for group meetings at the beginning and end of the summer program and stay in contact in between using email list manager software. Interns complete a research project working one-on-one with a faculty mentor, and each intern travels to observe at the SARA Observatory at Kitt Peak National Observatory. Interns give both oral and display presentations of their results at the final group meeting. In addition, all interns write a paper for publication in the IAPPP Communications, an international amateur-professional journal, and several present at professional meetings and in refereed publications. We include in the group meetings a ``how-to'' session on giving talks and posters, an Ethics Session, and a session on Women in Astronomy.   10. [Internal Medicine in the curriculum of General Medicine at Universities of Mexico, 2014].

    The aim of this study was to analyze Internal Medicine as a subject and its requirement in each of the Universities curriculum in Mexico that offers a degree in General Medicine. By the end of the first quarter of 2014, the research was closed and 81 campuses were studied. This research was quantitative, using an analytical technique, written discourse, exploratory and purposive sampling not random and homogeneous type. The Likert questionnaire was used in this study to analyse the following variables: the record of Internal Medicine as a subject, the burden of credit, and the location of the program. The procedure consisted of three phases. First obtaining an official list of all the Universities in the Mexican Association of Colleges and Schools of Medicine. Second, obtaining an analysis of each of the Universities' curriculums, and lastly gathering each variable of the study. The results of the Universities were 63% were public and 37% private. Internal Medicine as a subject in the curriculum was 37.1%, and 20% of the universities include it for six months and 9% offer it the whole year. However, the undergraduate internship in Internal Medicine offers it 100%. In conclusion, Internal Medicine as a subject could disappear from the curriculum in General Medicine before coming to the undergraduate internship, even though the latter is declared required in hospital shifts.
