Unofficial Road Building in the Brazilian Amazon: Dilemmas and Models for Road Governance

Unofficial roads form dense networks in landscapes, generating a litany of negative ecological outcomes, but unofficial roads in frontier areas are also instrumental in local livelihoods and community development. This trade-off poses dilemmas for the governance of unofficial roads. Unofficial road building in frontier areas of the Brazilian Amazon illustrates the challenges of 'road governance.' Both state-based and community based governance models exhibit important liabilities for governing unofficial roads. Whereas state-based governance has experienced difficulties in adapting to specific local contexts and interacting effectively with local interest groups, community-based governance has a mixed record owing to social inequalities and conflicts among local interest groups. A state-community hybrid model may offer more effective governance of unofficial road building by combining the oversight capacity of the state with locally grounded community management via participatory decision-making.

Roads have manifold social and environmental impacts, including regional development, social conflicts and habitat fragmentation. 'Road ecology' has emerged as an approach to evaluate the various ecological and hydrological impacts of roads. This article aims to complement road ecology by examining the socio-spatial processes of road building itself. Focusing on the Brazilian Amazon, a heavily-studied context due to forest fragmentation by roads, the authors consider non-state social actors who build 'unofficial roads' for the purpose of gaining access to natural resources to support livelihoods and community development. They examine four case studies of roads with distinct histories in order to explain the socio-spatial processes behind road building in terms of profit maximization, land tenure claims, co-operative and conflictive political ecologies, and constraints as well as opportunities afforded by the biophysical environment. The study cases illustrate the need for a multi-pronged theoretical approach to understanding road building, and call for more attention to the role of non-state actors in unofficial road construction.

Some coupled land-climate models predict a dieback of Amazon forest during the twenty-first century due to climate change, but human land use in the region has already reduced the forest cover. The causation behind land use is complex, and includes economic, institutional, political and demographic factors. Pre-eminent among these factors is road building, which facilitates human access to natural resources that beget forest fragmentation. While official government road projects have received considerable attention, unofficial road building by interest groups is expanding more rapidly, especially where official roads are being paved, yielding highly fragmented forest mosaics. Effective governance of natural resources in the Amazon requires a combination of state oversight and community participation in a 'hybrid' model of governance. The MAP Initiative in the southwestern Amazon provides an example of an innovative hybrid approach to environmental governance. It embodies a polycentric structure that includes government agencies, NGOs, universities and communities in a planning process that links scientific data to public deliberations in order to mitigate the effects of new infrastructure and climate change.

Background Cross-country comparisons of unofficial payments in the health sector are sparse. In 2002 we conducted a social audit of the health sector of the three Baltic States. Methods Some 10,320 household interviews from a stratified, last-stage-random, sample of 30 clusters per country, together with institutional reviews, produced preliminary results. Separate focus groups of service users, nurses and doctors interpreted these findings. Stakeholder workshops in each country discussed the survey and focus group results. Results Nearly one half of the respondents did not consider unofficial payments to health workers to be corruption, yet one half (Estonia 43%, Latvia 45%, Lithuania 64%) thought the level of corruption in government health services was high. Very few (Estonia 1%, Latvia 3%, Lithuania 8%) admitted to making unofficial payments in their last contact with the services. Around 14% of household members across the three countries gave gifts in their last contact with government services. Conclusion This social audit allowed comparison of perceptions, attitudes and experience regarding unofficial payments in the health services of the three Baltic States. Estonia showed least corruption. Latvia was in the middle. Lithuania evidenced the most unofficial payments, the greatest mistrust towards the system. Roads and buildings are considered as primary causes of rural landscape changes. In this study, linear regression models were used to analyze the dynamic influences of environmental factors and variables on roads and rural buildings from 1979 to 2005 in Dongzhi Yuan (tableland) of the Loess Plateau, China. The relationship between roads and rural buildings and their effects on Dongzhi Yuan are discussed also. The results showed that three environmental factors (topography, land cover, and development level) explained roads better than rural buildings referring densities and patterns. The environmental variables significantly related to roads have decreased, whereas those related to rural buildings have increased over time. Among these significant variables, percent of farmland mostly determined the densities and patterns of both roads and rural buildings. There was significant correlation between roads and rural buildings in terms of density and pattern. In addition, roads and rural buildings have increased greatly in gully areas of this region. Therefore, more attention should be paid to planning of roads and rural buildings in Dongzhi Yuan.

The road plan model: Information model for planning road building activities

The general building contractor is presented with an information model as an approach for deriving a high-level work plan of construction activities applied to road building. Road construction activities are represented in a Road Plan Model (RPM), which is modeled in the ISO standard STEP/EXPRESS and adopts various concepts from the GARM notation. The integration with the preceding road design stage and the succeeding phase of resource scheduling is discussed within the framework of a Road Construction Model. Construction knowledge is applied to the road design and the terrain model of the surrounding road infrastructure for the instantiation of the RPM. Issues regarding the implementation of a road planner application supporting the RPM are discussed.

Massive earthquake named "Tonankai Massive earthquake" is predicted to occur in the near future and is feared to cause severe damage in Kinki District . "Hanshin-Awaji Massive Earthquake" in 1995 destroyed most of the buildings constructed before 1981 and not complying with the latest earthquake resistance standards. Collapsed buildings blocked roads, obstructed evacuation, rescue and firefighting operations and inflicted further damages.To alleviate the damages, it is important to predict the points where collapsed buildings are likely block the roads and to take precautions in advance. But big cities have an expanse of urban areas with densely-distributed buildings, and it requires time and cost to check each and every building whether or not it will block the road. In order to reduce blocked roads when a disaster strikes, we made a study and confirmed that the risk of road blocking can be determined easily by means of the latest technologies of survey and geographical information.

The number and extent of roads will expand dramatically this century. Globally, at least 25 million kilometres of new roads are anticipated by 2050; a 60% increase in the total length of roads over that in 2010. Nine-tenths of all road construction is expected to occur in developing nations, including many regions that sustain exceptional biodiversity and vital ecosystem services. Roads penetrating into wilderness or frontier areas are a major proximate driver of habitat loss and fragmentation, wildfires, overhunting and other environmental degradation, often with irreversible impacts on ecosystems. Unfortunately, much road proliferation is chaotic or poorly planned, and the rate of expansion is so great that it often overwhelms the capacity of environmental planners and managers. Here we present a global scheme for prioritizing road building. This large-scale zoning plan seeks to limit the environmental costs of road expansion while maximizing its benefits for human development, by helping to increase agricultural production, which is an urgent priority given that global food demand could double by mid-century. Our analysis identifies areas with high environmental values where future road building should be avoided if possible, areas where strategic road improvements could promote agricultural development with relatively modest environmental costs, and 'conflict areas' where road building could have sizeable benefits for agriculture but with serious environmental damage. Our plan provides a template for proactively zoning and prioritizing roads during the most explosive era of road expansion in human history.

Statistical distribution of building lot frontage: application for Tokyo downtown districts

The frontage of a building lot is the determinant factor of the residential environment. The statistical distribution of building lot frontages shows how the perimeters of urban blocks are shared by building lots for a given density of buildings and roads. For practitioners in urban planning, this is indispensable to identify potential districts which comprise a high percentage of building lots with narrow frontage after subdivision and to reconsider the appropriate criteria for the density of buildings and roads as residential environment indices. In the literature, however, the statistical distribution of building lot frontages and the density of buildings and roads has not been fully researched. In this paper, based on the empirical study in the downtown districts of Tokyo, it is found that (1) a log-normal distribution fits the observed distribution of building lot frontages better than a gamma distribution, which is the model of the size distribution of Poisson Voronoi cells on closed curves; (2) the statistical distribution of building lot frontages statistically follows a log-normal distribution, whose parameters are the gross building density, road density, average road width, the coefficient of variation of building lot frontage, and the ratio of the number of building lot frontages to the number of buildings; and (3) the values of the coefficient of variation of building lot frontages, and that of the ratio of the number of building lot frontages to that of buildings are approximately equal to 0.60 and 1.19, respectively.
The effects of road building on arbuscular mycorrhizal fungal diversity in Huangshan Scenic Area.

Arbuscular mycorrhizal (AM) fungi are vital soil microbes that connect many individual plants into a large functional organism via a vast mycelial network under the ground. In this study, the changes of soil AM fungal community in response to road-building disturbance caused by tourism development in Huangshan (Yellow Mountain) Scenic Area are assessed. Road building have brought negative effects on AM fungal community, inducing lower diversity parameters, including species number, spore density and diversity indices. However, the dominant genus and species of AM fungi which play key roles in the AM fungal community composition are quite similar before and after road building. Moreover, there are no significant differences in species richness of AM fungi associated with plants, suggesting the tolerance of AM fungal community to the disturbance of road building.

Characterizing heavy metal build-up on urban road surfaces: implication for stormwater reuse.

Stormwater reuse is increasingly popular in the worldwide. In terms of urban road stormwater, it commonly contains toxic pollutants such as heavy metals, which could undermine the reuse safety. The research study investigated heavy metal build-up characteristics on urban roads in a typical megacity of South China. The research outcomes show the high variability in heavy metal build-up loads among different urban road sites. The degree of traffic congestion and road surface roughness was found to exert a more significant influence on heavy metal build-up rather than traffic volume. Due to relatively higher heavy metal loads, stormwater from roads with more congested traffic conditions or rougher surfaces might be suitable for low-water-quality required activities while the stormwater from by-pass road sections could be appropriate for relatively high-water-quality required purposes since the stormwater could be relatively less polluted. Based on the research outcomes, a decision-making process for heavy metals based urban road stormwater reuse was proposed. The new finding highlights the importance to undertaking a "fit-for-purpose" road stormwater reuse strategy. Many ecologists focus on the effects of roads on landscapes, yet few consider how landscapes affect road systems. In this study, therefore, we quantitatively evaluated how land cover, topography, and building density affected the length density, node density, spatial pattern, and location of roads in Dongzhi Yuan, a typical loess region in China. Landscape factors and roads were mapped using images from SPOT satellite (Système Probatoire d'Observation de la Terre), initiated by the French space agency and a digital elevation model (DEM). Detrended canonical correspondence analysis (DCCA), a useful ordination technique to explain species-environment relations in community ecology, was applied to evaluate the ways in which landscapes may influence roads. The results showed that both farmland area and building density were positively correlated with road variables, whereas gully density and the coefficient of variation (CV of DEM) showed negative correlations. The CV of DEM, farmland area, grassland area, and building density explained variation in node density, length density, and the spatial pattern of roads, whereas gully density and building density explained variation in variables representing road location. In addition, node density, rather than length density, was the primary road variable affected by landscape variables. The results showed that the DCCA was effective in explaining road-landscape relations. Understanding these relations can provide information for landscape managers and transportation planners.

Effects of building roof greening on air quality in street canyons

Building roof greening is a successful strategy for improving urban thermal environment. It is of theoretical interest and practical importance to study the effects of building roof greening on urban air quality in a systematic and quantitative way. In this study, we examine the effects of building roof greening on air quality in street canyons using a computational fluid dynamics (CFD) model that includes the thermodynamic energy equation and the transport equation of passive, non-reactive pollutants. For simplicity, building roof greening is represented by specified cooling. Results for a simple building configuration with a street canyon aspect ratio of one show that the cool air produced due to building roof greening flows into the street canyon, giving rise to strengthened street canyon flow. The strengthened street canyon flow enhances pollutant dispersion near the road, which decreases pollutant concentration there. Thus, building roof greening improves air quality near the road. The degree of air quality improvement near the road increases as the cooling intensity increases. In the middle region of the street canyon, the air quality can worsen when the cooling intensity is not too strong. Results for a real urban morphology also show that building roof greening improves air quality near roads. The degree of air quality improvement near roads due to building roof greening depends on the ambient wind direction. These findings provide a theoretical foundation for constructing green roofs for the purpose of improving air quality near roads or at a pedestrian level as well as urban thermal environment. Further studies using a CFD model coupled with a photochemistry model and a surface energy balance model are required to evaluate the effects of building roof greening on air quality in street canyons in a more realistic framework.

Persons with psychiatric disorders (PD) commonly have their money officially or unofficially managed by others, with money managers most commonly being family members. (i) Identify characteristics of persons with PD, adult family members, and interactions with each other significantly associated with family money management (FMM). (ii) Identify significant differences in aforementioned characteristics between official versus unofficial FMM. Five hundred and seventy-three adults residing in USA with an adult relative with PD completed a survey. Among persons with PD, FMM was positively associated with lower income, diagnosis of schizophrenia/schizoaffective or bipolar disorder, psychiatric hospitalization, and arrest history. FMM was negatively associated with family members having a mental health diagnosis. FMM was positively associated with interaction characteristics of co-residence, financial assistance, caregiving, and use of limit-setting practices. Compared to official FMM, when unofficial FMM was present, persons with PD were less likely to have been psychiatrically hospitalized or to have regularly attended mental health treatment. When unofficial FMM was present, adult family members were less likely to be a parent of the person with PD. Practitioners should assess the level of burden experienced by family money managers and assess and address with family money managers the use of limit-setting practices.

Unofficial payments in health services around the world are widespread and as varied as the health systems in which they occur. We reviewed the main lessons from social audits of petty corruption in health services in South Asia (Bangladesh, Pakistan), Africa (Uganda and South Africa) and Europe (Baltic States). The social audits varied in purpose and scope. All covered representative sample communities and involved household interviews, focus group discussions, institutional reviews of health facilities, interviews with service providers and discussions with health authorities. Most audits questioned households about views on health services, perceived corruption in the services, and use of government and other health services. Questions to service users asked about making official and unofficial payments, amounts paid, service delivery indicators, and satisfaction with the service. Contextual differences between the countries affected the forms of petty corruption and factors related to it. Most households in all countries held negative views about government health services and many perceived these services as corrupt. There was little evidence that better off service users were more likely to make an unofficial payment, or that making such a payment was associated with better or quicker service; those who paid unofficially to health care workers were not more satisfied with the service. In South Asia, where we conducted repeated social audits, only a minority of households chose to use government health services and their use declined over time in favour of other providers. Focus groups indicated that reasons for avoiding government health services included the need to pay for supposedly free services and the non-availability of medicines in facilities, often perceived as due to diversion of the supplied medicines. Unofficial expenses for medical care represent a disproportionate cost for vulnerable families; the very people who need to make use of supposedly free government services, and are a barrier to the use of these services. Patient dissatisfaction due to petty corruption may contribute to abandonment of government health services. The social audits informed plans for tackling corruption in health services.

The Impact of Roadside Barriers and Buildings on Near Road Concentrations of Vehicle Emissions

Exposure to elevated concentrations of vehicle emitted pollutants is associated with negative health effects. Elevated concentrations are typically found within several hundred meters of high traffic roads, where atmospheric dispersion has not sufficiently diluted pollutants. Tall buildings next to roads reduce dispersion, thereby creating pollutant hot spots and increasing exposure to vehicle emissions for city residents. Roadside barriers enhance dispersion of roadway emissions and thus can be used to mitigate elevated concentrations next to large roads. The work in this thesis develops semi-empirical dispersion models that are useful for estimating near road concentrations of vehicle emissions when there are buildings or barriers next to the road. Dispersion models that account for the effect of near road barriers on concentrations are developed and evaluated with data from a wind tunnel and a field tracer study. The model evaluation shows that the primary effect of roadside barriers is enhancement of the vertical mixing by an amount proportional to the barrier height. Additionally, turbulence is enhanced in the barrier's wake, resulting in more rapid growth of the pollutant plume. The models perform well during neutral and stable atmospheric conditions. During unstable conditions the models overestimate concentrations. A model that accounts for reduction of the mean wind speed in the barrier wake is unbiased for all stabilities. Models of the impact of tall buildings next to the road on near road concentrations of vehicle emissions are developed. The models are evaluated with data from field measurements conducted in Los Angeles and Riverside counties, CA, and with data from an urban area in Hannover, Germany. The study specifically investigates dispersion in cities with significant building height variability. Model evaluation shows that vertical turbulent transport dominates dispersion in cities. The primary variables governing near road concentrations of vehicle emissions in cities are the ratio of area weighted building height to street width and the vertical averaged standard deviation of vertical velocity fluctuations. The model informs design of transit oriented developments, dense residential areas located in close proximity to transportation infrastructure, which are used to reduce pollution and greenhouse gas emissions due to transportation.

Substantial new housing and infrastructure development planned within England has the potential to conflict with the nature conservation interests of protected sites. The Breckland area of eastern England (the Brecks) is designated as a Special Protection Area for a number of bird species, including the stone curlew (for which it holds more than 60% of the UK total population). We explore the effect of buildings and roads on the spatial distribution of stone curlew nests across the Brecks in order to inform strategic development plans to avoid adverse effects on such European protected sites. Using data across all years (and subsets of years) over the period 1988-2006 but restricted to habitat areas of arable land with suitable soils, we assessed nest density in relation to the distances to nearest settlements and to major roads. Measures of the local density of nearby buildings, roads and traffic levels were assessed using normal kernel distance-weighting functions. Quasi-Poisson generalised linear mixed models allowing for spatial auto-correlation were fitted. Significantly lower densities of stone curlew nests were found at distances up to 1500m from settlements, and distances up to 1000m or more from major (trunk) roads. The best fitting models involved optimally distance-weighted variables for the extent of nearby buildings and the trunk road traffic levels. The results and predictions from this study of past data suggests there is cause for concern that future housing development and associated road infrastructure within the Breckland area could have negative impacts on the nesting stone curlew population. Given the strict legal protection afforded to the SPA the planning and conservation bodies have subsequently agreed precautionary restrictions on building development within the distances identified and used the modelling predictions to agree mitigation measures for proposed trunk road developments.

In this work, a web-GIS procedure to map the risk of road blockage in urban environments through the combined use of space-borne and airborne remote sensing sensors is presented. The methodology concerns (1) the provision of a geo-database through the integration of space-borne multispectral images and airborne LiDAR data products; (2) the modeling of building vulnerability, based on the corresponding 3D geometry and construction time information; (3) the GIS-based mapping of road closure due to seismic- related building collapses based on the building characteristic height and the width of the road. Experimental results, gathered for the Cosenza urban area, allow demonstrating the benefits of both the proposed approach and the GIS-based integration of multi-platforms remote sensing sensors and techniques for seismic road assessment purposes.

Construction activities are widely known as one of the predominant sources of man-made vibrations that able to create nuisance towards any adjacent building, and this includes the road construction operations. Few studies conclude the construction-induced vibration may be harmful directly and indirectly towards the neighbouring building. This lead to the awareness of study the building vibration response of concrete masonry load bearing system and its vibrational performance towards the road construction activities. This study will simulate multi-storey office building of Sekolah Menengah Kebangsaan (SMK) Bandar Enstek at Negeri Sembilan by using finite element vibration analyses. The excitation of transient loads from ground borne vibrations which triggered by the road construction activities are modelled into the building. The vibration response was recorded during in-situ ambient vibration test by using Laser Doppler Vibrometer (LDV), which specifically performed on four different locations. The finite element simulation process was developed in the commercial FEA software ABAQUS. Then, the experimental data was processed and evaluated in MATLAB ModalV to assess the vibration criteria of the floor in building. As a result, the vibration level of floor in building is fall under VC-E curve which was under the maximum permissible level for office building (VC-ISO). The vibration level on floor is acceptable within the limit that have been referred.

Urban road stormwater is an alternative water resource to mitigate water shortage issues in the worldwide. Heavy metals deposited (build-up) on urban road surface can enter road stormwater runoff, undermining stormwater reuse safety. As heavy metal build-up loads perform high variabilities in terms of spatial distribution and is strongly influenced by surrounding land uses, it is essential to develop an approach to identify hot-spots where stormwater runoff could include high heavy metal concentrations and hence cannot be reused if it is not properly treated. This study developed a robust modelling approach to estimating heavy metal build-up loads on urban roads using land use fractions (representing percentages of land uses within a given area) by an artificial neural network (ANN) model technique. Based on the modelling results, a series of heavy metal load spatial distribution maps and a comprehensive ecological risk map were generated. These maps provided a visualization platform to identify priority areas where the stormwater can be safely reused. Additionally, these maps can be utilized as an urban land use planning tool in the context of effective stormwater reuse strategy implementation. Copyright © 2017 Elsevier Ltd. All rights reserved.

Non-governmental organizations (NGOs) play a unique role in international affairs, providing access to resources, expertise, and assistance to supplement State resources. Sometimes the diplomatic skills and unofficial access of NGOs to policymakers through Track Two diplomacy can move a previously stalled critical issue forward and assist policymakers from different countries to find common ground outside official channels. Because they work outside of official channels, they are not bound by State policy that may inhibit negotiations between States. Some also have a convening power that sometimes makes it possible for State representatives to meet discipline experts and each other for informal discussions on issues of mutual interest. Finally, NGOs can draw attention to issues that may be overlooked or avoided by State organizations. This paper examines the ways in which NGOs can assist in building scientific, technical, educational, and legal and policy expertise related to space and Earth science, technology and governance of space activities. In particular, it will explore and analyze the ways in which organizations such as the Space Generation Advisory Council, EURISY, the Planetary Society and Secure World Foundation contribute to building capacity in developing countries.
Road and Roadside Feature Extraction Using Imagery and LIDAR Data for Transportation Operation

Transportation agencies require up-to-date, reliable, and feasibly acquired information on road geometry and features within proximity to the roads as input for evaluating and prioritizing new or improvement road projects. The information needed for a robust evaluation of road projects includes road centerline, width, and extent together with the average grade, cross-sections, and obstructions near the travelled way. Remote sensing is equipped with a large collection of data and well-established tools for acquiring the information and extracting aforementioned various road features at various levels and scopes. Even with many remote sensing data and methods available for road extraction, transportation operation requires more than the centerlines. Acquiring information that is spatially coherent at the operational level for the entire road system is challenging and needs multiple data sources to be integrated. In the presented study, we established a framework that used data from multiple sources, including one-foot resolution color infrared orthophotos, airborne LiDAR point clouds, and existing spatially non-accurate ancillary road networks. We were able to extract 90.25% of a total of 23.6 miles of road networks together with estimated road width, average grade along the road, and cross sections at specified intervals. Also, we have extracted buildings and vegetation within a predetermined proximity to the extracted road extent. 90.6% of 107 existing buildings were correctly identified with 31% false detection rate.

Based on the 1:10000 aerial photo in 1997 and the three QuickBird images in 2002, 2005, and 2008, and by using Barista software and GIS and RS techniques, the three-dimensional information of the residential community in Tiexi District of Shenyang was extracted, and the variation pattern of the three-dimensional landscape in the district during its reconstruction in 1997-2008 and related affecting factors were analyzed with the indices, ie. road density, greening rate, average building height, building height standard deviation, building coverage rate, floor area rate, building shape coefficient, population density, and per capita GDP. The results showed that in 1997-2008, the building area for industry decreased, that for commerce and other public affairs increased, and the area for residents, education, and medical cares basically remained stable. The building number, building coverage rate, and building shape coefficient decreased, while the floor area rate, average building height, height standard deviation, road density, and greening rate increased. Within the limited space of residential community, the containing capacity of population and economic activity increased, and the environment quality also improved to some extent. The variation degree of average building height increased, but the building energy consumption decreased. Population growth and economic development had positive correlations with floor area rate, road density, and greening rate, but negative correlation with building coverage rate.

Vehicular traffic in urban areas may adversely affect urban water quality through the build-up of traffic generated semi and non volatile organic compounds (SVOCs and NVOCs) on road surfaces. The characterisation of the build-up processes is the key to developing mitigation measures for the removal of such pollutants from urban stormwater. An in-depth analysis of the build-up of SVOCs and NVOCs was undertaken in the Gold Coast region in Australia. Principal Component Analysis (PCA) and Multicriteria Decision tools such as PROMETHEE and GAIA were employed to understand the SVOC and NVOC build-up under combined traffic scenarios of low, moderate, and high traffic in different land uses. It was found that congestion in the commercial areas and use of lubricants and motor oils in the industrial areas were the main sources of SVOCs and NVOCs on urban roads, respectively. The contribution from residential areas to the build-up of such pollutants was hardly noticeable. It was also revealed through this investigation that the target SVOCs and NVOCs were mainly attached to particulate fractions of 75-300 μm whilst the redistribution of coarse fractions due to vehicle activity mainly occurred in the >300 μm size range. Lastly, under combined traffic scenario, moderate traffic with average daily traffic ranging from 2300 to 5900 and average congestion of 0.47 were found to dominate SVOC and NVOC build-up on roads. The primary objective of this study is the development and application of a 3D road traffic noise attenuation calculation algorithm. First, the traditional empirical method does not address problems caused by non-direct occlusion by buildings and the different building heights. In contrast, this study considers the volume ratio of the buildings and the area ratio of the projection of buildings adjacent to the road. The influence of the ground affection is analyzed. The insertion loss due to barriers (infinite length and finite barriers) is also synthesized in the algorithm. Second, the impact of different road segmentation is analyzed. Through the case of Pearl River New Town, it is recommended that 5° is the most appropriate scanning angle as the computational time is acceptable and the average error is approximately 3.1 dB. In addition, the algorithm requires only 1/17 of the time that the beam tracking method requires at the cost of more imprecise calculation results. Finally, the noise calculation for a large urban area with a high density of buildings shows the feasibility of the 3D noise attenuation calculation algorithm. In this paper, three-dimensional building information was extracted from high resolution satellite image based on Barista software. Combined with ArcGIS software, the dynamic changes of the building landscape in Tiexi District of Shenyang City during urban renewal process were analyzed from the conversion contribution rate, building density, average building height, and built-up area rate. It was found that during this urban renewal process, four dominant landscape types (vacant lot, residential building, industrial building, and road) were the main parts of the landscape changes. The areas of vacant lot, residential building, commercial building, and road increased, while that of industrial building decreased. The building density decreased, while the average building height increased. There was an obvious regional variation in building landscape. The building density in industrial district was higher than that in residential district, while the average building height was in adverse. The further from the city center, the lower the building density and building average height.

Aerial topographic surveys using Light Detection and Ranging (LiDAR) technology collect dense and accurate information from the surface or terrain; it is becoming one of the important tools in the geosciences for studying objects and earth surface. Classification of Lidar data for extracting ground, vegetation, and buildings is a very important step needed in numerous applications such as 3D city modelling, extraction of different derived data for geographical information systems (GIS), mapping, navigation, etc... Regardless of what the scan data will be used for, an automatic process is greatly required to handle the large amount of data collected because the manual process is time consuming and very expensive. This paper is presenting an approach for automatic classification of aerial Lidar data into five groups of items: buildings, trees, roads, linear object and soil using single return Lidar and processing the point cloud without generating DEM. Topological relationship and height variation analysis is adopted to segment, preliminary, the entire point cloud preliminarily into upper and lower contours, uniform and non-uniform surface, non-uniform surfaces, linear objects, and others. This primary classification is used on the one hand to know the upper and lower part of each building in an urban scene, needed to model buildings façades; and on the other hand to extract point cloud of uniform surfaces which contain roofs, roads and ground used in the second phase of classification. A second algorithm is developed to segment the uniform surface into buildings roofs, roads and ground, the second phase of classification based on the topological relationship and height variation analysis, The proposed approach has been tested using two areas : the first is a housing complex and the second is a primary school. The proposed approach led to successful classification results of buildings, vegetation and road classes.

A generalised model for traffic induced road dust emissions. Model description and evaluation

This paper concerns the development and evaluation of a new and generalised road dust emission model. Most of today's road dust emission models are based on local measurements and/or contain empirical emission factors that are specific for a given road environment. In this study, a more generalised road dust emission model is presented and evaluated. We have based the emissions on road, tyre and brake wear rates and used the mass balance concept to describe the build-up of road dust on the road surface and road shoulder. The model separates the emissions into a direct part and a resuspension part, and treats the road surface and road shoulder as two different sources. We tested the model under idealized conditions as well as on two datasets in and just outside of Oslo in Norway during the studded tyre season. We found that the model reproduced the observed increase in road dust emissions directly after drying of the road surface. The time scale for the build-up of road dust on the road surface is less than an hour for medium to heavy traffic density. The model performs well for temperatures above 0 °C and less well during colder periods. Since the model does not yet include salting as an additional mass source, underestimations are evident under dry periods with temperatures around 0 °C, under which salting occurs. The model overestimates the measured PM 10 (particulate matter less than 10 μm in diameter) concentrations under heavy precipitation events since the model does not take the amount of precipitation into account. There is a strong sensitivity of the modelled emissions to the road surface conditions and the current parameterisations of the effect of precipitation, runoff and evaporation seem inadequate.
Very fast road database verification using textured 3D city models obtained from airborne imagery

Road databases are known to be an important part of any geodata infrastructure, e.g. as the basis for urban planning or emergency services. Updating road databases for crisis events must be performed quickly and with the highest possible degree of automation. We present a semi-automatic algorithm for road verification using textured 3D city models, starting from aerial or even UAV-images. This algorithm contains two processes, which exchange input and output, but basically run independently from each other. These processes are textured urban terrain reconstruction and road verification. The first process contains a dense photogrammetric reconstruction of 3D geometry of the scene using depth maps. The second process is our core procedure, since it contains various methods for road verification. Each method represents a unique road model and a specific strategy, and thus is able to deal with a specific type of roads. Each method is designed to provide two probability distributions, where the first describes the state of a road object (correct, incorrect), and the second describes the state of its underlying road model (applicable, not applicable). Based on the Dempster-Shafer Theory, both distributions are mapped to a single distribution that refers to three states: correct, incorrect, and unknown. With respect to the interaction of both processes, the normalized elevation map and the digital orthophoto generated during 3D reconstruction are the necessary input - together with initial road database entries - for the road verification process. If the entries of the database are too obsolete or not available at all, sensor data evaluation enables classification of the road pixels of the elevation map followed by road map extraction by means of vectorization and filtering of the geometrically and topologically inconsistent objects. Depending on the time issue and availability of a geo-database for buildings, the urban terrain reconstruction procedure has semantic models of buildings, trees, and ground as output. Building s and ground are textured by means of available images. This facilitates the orientation in the model and the interactive verification of the road objects that where initially classified as unknown. The three main modules of the texturing algorithm are: Pose estimation (if the videos are not geo-referenced), occlusion analysis, and texture synthesis.

Mobile measurements using a mobile laboratory and numerical simulations using a computational fluid dynamics (CFD) model were conducted over different time periods of multiple days in a high-rise building area, Seoul, Republic of Korea. Mobile measurement can provide actual on-road emission levels of air pollutants from vehicles as well as validation dataset of a CFD model. On the other hand, CFD modeling is required for the process analysis of mobile measurement data and the quantitative estimation of determining factors in complex phenomena. The target area is characterized as a busy street canyon elongated along a major road with hourly traffic volumes of approximately 4000 vehicles during working hours on weekdays. Nitrogen oxides (NOx), black carbon (BC), particle-bound polycyclic aromatic hydrocarbons (pPAH), and particle number (PN) concentrations were measured during 39 round trips of mobile laboratory. The associations of the measured NOx, BC, pPAH, and PN concentrations with the traffic volumes of individual compositions are analyzed by calculating the correlation coefficients (R2) based on linear regressions. It is found that SUV, truck, van, and bus are heavy emitters responsible for the on-road air pollution in the street canyon. Among the measured pollutants, the largest R2 is shown for pPAH. The measured NOx, BC, pPAH, and PN concentrations are unevenly distributed in the street canyon. The measured concentrations around an intersection are higher than those in between intersections, particularly for NOx and pPAH. The CFD modeling for different dispersion scenarios reveals that the intersection has counterbalancing roles in determining the on-road concentrations. The emission process acts to increase the on-road concentrations due to accelerating and idling vehicles, whereas the dispersion process acts to decrease the on-road concentrations due to lateral ventilations along the crossing street. It is needed to control the number of heavy emitters and the building geometries around an intersection for better air quality in a high-rise building area.

Role of urban surface roughness in road-deposited sediment build-up and wash-off

Urban road surface roughness is one of the most important factors in estimation of surface runoff loads caused by road-deposited sediment (RDS) wash-off and design of its control measures. However, because of a lack of experimental data to distinguish the role of surface roughness, the effects of surface roughness on RDS accumulation and release are not clear. In this study, paired asphalt and concrete road surfaces and rainfall simulation designs were used to distinguish the role of surface roughness in RDS build-up and wash-off. Our results showed that typical asphalt surfaces often have higher depression depths than typical concrete surfaces, indicating that asphalt surfaces are relatively rougher than concrete surface. Asphalt surfaces can retain a larger RDS amount, relative higher percentage of coarser particles, larger RDS wash-off loads, and lower wash-off percentage, than concrete surfaces. Surface roughness has different effects in RDS motilities with different particle sizes during rainfall runoff, and the settleable particles (44-149 μm) were notably influenced by it. Furthermore, the first flush phenomenon tended to be greater on relatively smooth surfaces than relatively rough surfaces. Overall, surface roughness plays an important role in influencing the complete process of RDS build-up and wash-off on different road characteristics.

Although a large literature now exists on the drivers of tropical deforestation, less is known about its spatial manifestation. This is a critical shortcoming in our knowledge base since the spatial pattern of land-cover change and forest fragmentation, in particular, strongly affect biodiversity. The purpose of this article is to consider emergent patterns of road networks, the initial proximate cause of fragmentation in tropical forest frontiers. Specifically, we address the road-building processes of loggers who are very active in the Amazon landscape. To this end, we develop an explanation of road expansions, using a positive approach combining a theoretical model of economic behavior with geographic information systems (GIs) software in order to mimic the spatial decisions of road builders. We simulate two types of road extensions commonly found in the Amazon basin in a region: showing the fishbone pattern of fragmentation. Although our simulation results are only partially successful, they call attention to the role of multiple agents in the landscape, the importance of legal and institutional constraints on economic behavior, and the power of GIs as a research tool.

The paper deals with the mathematical modeling of traffic flows on urban road networks using microscopic approach. The model is based on the cellular automata theory and presents a generalization of the Nagel-Schreckenberg model to a multilane case. The created program package allows to simulate traffic on various types of road fragments (T or X type intersection, strait road elements, etc.) and on road networks that consist of these elements. Besides that, it allows to predict the consequences of various decisions regarding road infrastructure changes, such as: number of lanes increasing/decreasing, putting new traffic lights into operation, building new roads, entrances/exits, road junctions.

Little is known about the quantitative vulnerability analysis to landslides as not many attempts have been made to assess it comprehensively. This study assesses the spatio-temporal vulnerability of elements at risk to landslides in a stochastic framework. The study includes buildings, persons inside buildings, and traffic as elements at risk to landslides. Building vulnerability is the expected damage and depends on the position of a building with respect to the landslide hazard at a given time. Population and vehicle vulnerability are the expected death toll in a building and vehicle damage in space and time respectively. The study was carried out in a road corridor in the Indian Himalayas that is highly susceptible to landslides. Results showed that 26% of the buildings fall in the high and very high vulnerability categories. Population vulnerability inside buildings showed a value >0.75 during 0800 to 1000 hours and 1600 to 1800 hours in more buildings that other times of the day. It was also observed in the study region that the vulnerability of vehicle is above 0.6 in half of the road stretches during 0800 hours to 1000 hours and 1600 to 1800 hours due to high traffic density on the road section. From this study, we conclude that the vulnerability of an element at risk to landslide is a space and time event, and can be quantified using stochastic modeling. Therefore, the stochastic vulnerability modeling forms the basis for a quantitative landslide risk analysis and assessment.

The starry sky is, unofficially but indubitably, a site of special scientific interest and an area of outstanding natural beauty - if it can be seen. The BAA's Campaign for Dark Skies (CfDS) was set up by concerned members in 1989, to counter the ever-growing tide of skyglow which has tainted the night sky over Britain since the 1950s. Once caused almost exclusively by poorly aimed streetlamps and building floodlights emitting light above the horizontal, skyglow is nowadays increasingly the result of vastly over-powered, poorly mounted household security lights and literally 'over-the-top' sports lighting. CfDS has grown into a network of 124 volunteer local officers, and several hundred committed supporters, who aim to persuade their local councils and relevant organisations of the benefits of well directed lighting, the motto being: the right amount of light, and only where needed.

Given the current number of road accidents, the aim of many road safety analysts is to identify the main factors that contribute to crash severity. To pinpoint those factors, this paper shows an application that applies some of the methods most commonly used to build decision trees (DTs), which have not been applied to the road safety field before. An analysis of accidents on rural highways in the province of Granada (Spain) between 2003 and 2009 (both inclusive) showed that the methods used to build DTs serve our purpose and may even be complementary. Applying these methods has enabled potentially useful decision rules to be extracted that could be used by road safety analysts. For instance, some of the rules may indicate that women, contrary to men, increase their risk of severity under bad lighting conditions. The rules could be used in road safety campaigns to mitigate specific problems. This would enable managers to implement priority actions based on a classification of accidents by types (depending on their severity). However, the primary importance of this proposal is that other databases not used here (i.e. other infrastructure, roads and countries) could be used to identify unconventional problems in a manner easy for road safety managers to understand, as decision rules. This paper presents an overview of factors causing driver fatigue as described in the literature. Next, a traffic crash database for 2003-2007 is used to identify the causes, circumstances and consequences of accidents caused by driver fatigue on Poland's national roads. The results of the study were used to build a model showing the relationship between the concentration of road accidents and casualties, and the time of day. Finally, the level of relative accident risk at night-time versus daytime is defined. A map shows the risk of death and severe injury on the network of Poland's national roads. The paper suggests to road authorities steps to reduce fatigue-related road accidents in Poland.

Urban Growth or urbanization can be defined as the gradual process of city's population growth and infrastructure development. It is typically demonstrated by the expansion of a city's infrastructure, mainly development of its roads and buildings. Uncontrolled urban Growth in cities has been responsible for several problems that include living environment, drinking water, noise and air pollution, waste management, traffic congestion and hydraulic processes. Accurate identification of urban growth is of great importance for urban planning and water/land management. Recent advances in satellite imagery, in terms of improved spatial and temporal resolutions, allows for efficient identification of change patterns and the prediction of built-up areas. In this study, two approaches were adapted to quantify and assess the pattern of urbanization, in Ajman City at UAE, during the last three decades. The first approach relies on image processing techniques and multi-temporal Landsat satellite images with ground resolution varying between 15 to 60 meters. In this approach, the derived edge images (roads and buildings) were used as the basis of change detection. The second approach relies on digitizing features from high-resolution images captured at different years. The latest approach was adopted, as a reference and ground truth, to calibrate extracted edges from Landsat images. It has been found that urbanized area almost increased by 12 folds during the period 1975-2015 where the growth of buildings and roads were almost parallel until 2005 when the roads spatial expansion witnessed a steep increase due to the vertical expansion of the City. Extracted Edges features, were successfully used for change detection and quantification in term of buildings and roads.
Solar potential scaling and the urban road network topology

We explore the scaling of cities' solar potentials with their number of buildings and reveal a latent dependence between the solar potential and the length of the corresponding city's road network. This scaling is shown to be valid at the grid and block levels and is attributed to a common street length distribution. Additionally, we compute the buildings' solar potential correlation function and length in order to determine the set of critical exponents typifying the urban solar potential universality class.

In the present paper was studied the noise pollution in Cernavodă city. The noise measurements were made for nine intersections from different city areas. Noise measurements were taken for three chosen routes with high population density, heavy traffic, commercial and residential buildings. Average, maximum and minimum values were collected and compared with standards. The impact of road traffic noise on the community depends on various factors such as road location and design, land use planning measures, building design, traffic composition, driver behaviour and the relief. In the study area 9 locations are identified to measure noise level. By using sound level meter noise levels are measured at different peak sessions i.e. morning, afternoon and evening. The presented values were collected for evening rush hour.

Urban heat island (UHI) effects can strengthen heat waves and air pollution episodes. In this study, the dampening impact of urban trees on the UHI during an extreme heat wave in the Washington, D.C., and Baltimore, Maryland, metropolitan area is examined by incorporating trees, soil, and grass into the coupled Weather Research and Forecasting model and an urban canopy model (WRF-UCM). By parameterizing the effects of these natural surfaces alongside roadways and buildings, the modified WRF-UCM is used to investigate how urban trees, soil, and grass dampen the UHI. The modified model was run with 50% tree cover over urban roads and a 10% decrease in the width of urban streets to make space for soil and grass alongside the roads and buildings. Results show that, averaged over all urban areas, the added vegetation decreases surface air temperature in urban street canyons by 4.1 K and road-surface and building-wall temperatures by 15.4 and 8.9 K, respectively, as a result of tree shading and evapotranspiration. These temperature changes propagate downwind and alter the temperature gradient associated with the Chesapeake Bay breeze and, therefore, alter the strength of the bay breeze. The impact of building height on the UHI shows that decreasing commercial building heights by 8 m and residential building heights by 2.5 m results in up to 0.4-K higher daytime surface and near-surface air temperatures because of less building shading and up to 1.2-K lower nighttime temperatures because of less longwave radiative trapping in urban street canyons.

3D road models are widely used in many computer applications such as racing games and driving simulations_ However, almost all high-fidelity 3D road models were generated manually by professional artists at the expense of intensive labor. There are very few existing methods for automatically generating 3D high-fidelity road networks, especially those existing in the real world. This paper presents a novel approach thai can automatically produce 3D high-fidelity road network models from real 2D road GIS data that mainly contain road. centerline in formation. The proposed method first builds parametric representations of the road centerlines through segmentation and fitting . A basic set of civil engineering rules (e.g., cross slope, superelevation, grade) for road design are then selected in order to generate realistic road surfaces in compliance with these rules. While the proposed method applies to any types of roads, this paper mainly addresses automatic generation of complex traffic interchanges and intersections which are the most sophisticated elements in the road networks

The article analyzes the role played by engineers in the construction of road infrastructure in Minas Gerais between the 1840s and 1880s. Building and providing regular maintenance for roads and bridges was a task carried out by the Minas Gerais provincial government, which since the 1830s had a specific agency assigned to designing, building, and maintaining public communication routes. Engineers were part of the agency from its inception, playing a significant role in designing projects and in the actual execution of certain works. The current study is grounded in administrative documentation in which the details of work progress are reported to the provincial government. The gathered records provide technical, administrative, and financial information, along with data on labor power and the agents engaged in construction works.
