This paper provides a determination of the equivalent level of protection of the international standards relative to similar criteria used by the U.S. Mine Safety and Health Administration (MSHA) to approve two-fault intrinsically safe (IS) stand-alone equipment. U.S. mining law requires such a determination for MSHA to use alternatives to existing standards. The primary issue is to demonstrate that the international standards for equipment evaluation will provide at least the same level of protection for miners as the document currently used by MSHA. Given the recent increase in dust-induced lung disease among U.S. coal miners and the respiratory hazards encountered across the U.S. mining industry, it is important to enhance an understanding of lung disease trends and the organizational contexts that precede these events. In addition to exploring overall trends reported to the Mine Safety and Health Administration (MSHA), the current study uses MSHA's enforcement database to examine whether or not compliance with health regulations resulted in fewer mine-level counts of these diseases over time. The findings suggest that interstitial lung diseases were more prevalent in coal mines compared to other mining commodities, in Appalachian coal mines compared to the rest of the United States, and in underground compared to surface coal mines. Mines that followed a relevant subset of MSHA's health regulations were less likely to report a lung disease over time. The findings are discussed from a lung disease prevention strategy perspective. © 2018 Society for Risk Analysis.

Since the late 1980s, the U.S. Department of Labor has considered regulating a systems approach to occupational health and safety management. Recently, a health and safety management systems (HSMS) standard has returned to the regulatory agenda of both the Occupational Safety and Health Administration (OSHA) and the Mine Safety and Health Administration (MSHA). Because a mandated standard has implications for both industry and regulating bodies alike, it is imperative to gain a greater understanding of the potential effects that an HSMS regulatory approach can have on establishment-level injuries and illnesses. Through the lens of MSHA's regulatory framework, we first explore how current enforcement activities align with HSMS elements. Using MSHA data for the years 2003-2010, we then analyze the relationship between various types of enforcement activities (e.g., total number of citations, total penalty amount, and HSMS-aligned citations) and mine reportable injuries. Our findings show that the reduction in mine reportable injuries predicted by increases in MSHA enforcement ranges from negligible to 18%. The results suggest that the type and focus of the enforcement activity may be more important for accident reduction than the total number of citations issued and the associated penalty amount. © 2014 Society for Risk Analysis.

Objectives. We evaluated the impact of a safety training regulation, implemented by the US Department of Labor's Mine Safety and Health Administration (MSHA) in 1999, on injury rates at stone, sand, and gravel mining operations. Methods. We applied a time-series design and analyses with quarterly counts of nonfatal injuries and employment hours from 7998 surface aggregate mines from 1995 through 2006. Covariates included standard industrial classification codes, ownership, and injury severity. Results. Overall crude rates of injuries declined over the 12-year period. Reductions in incident rates for medical treatment only, restricted duty, and lost-time injuries were consistent with temporal trends and provided no evidence of an intervention effect attributable to the MSHA regulation. Rates of permanently disabling injuries (PDIs) declined markedly. Regression analyses documented a statistically significant reduction in the risk rate in the postintervention time period (risk rate = 0.591; 95% confidence interval = 0.529, 0.661). Conclusions. Although a causal relationship between the regulatory intervention and the decline in the rate of PDIs is plausible, inconsistency in the results with the other injury-severity categories preclude attributing the observed outcome to the MSHA regulation. Further analyses of these data are needed. PMID:20466960

New agency director of the USA's Mine Safety and Health Administration (MSHA), Richard E. Stickler, inherits responsibility for implementing the Mine Improvement and New Emergency Response (MINER) Act amidst one of the US coal industry's most unsafe periods. The article gives an outline of the new leader's career in the coal industry and presents his views on the importance and the implementation of the Act. Stickler's No.1 priority is to do everything he can to protect the health and safety of America's miners. He believes that the goal for everyone in the mining community should be to achieve zero injuriesmore » and zero fatalities, and put an end to occupational illness.« less

Using recently assembled data from the Mine Safety and Health Administration (MSHA) we shed new light on the regulatory approach to workplace safety. Because all underground coal mines are inspected quarterly, MSHA regulations will not be ineffective because of infrequent inspections. From over 200 different specifications of dynamic mine safety regressions we select the specification producing the largest MSHA impact. Even using results most favorable to the agency, MSHA is not currently cost effective. Almost 700,000 life years could be gained for typical miners if a quarter of MSHA's enforcement budget were reallocated to other programs (more heart disease screeningmore » or defibrillators at worksites).« less

Electrical injuries in the US mining industry, 2000-2009
Homce, G.T.; Cawley, J.C.
2015-01-01
The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) conducted a study of mining industry electrical injuries reported to the U.S. Mine Safety and Health Administration (MSHA) for the years 2000 to 2009. The findings of that study are detailed in this paper, and serve to characterize the circumstances surrounding electrical injuries and identify causal factors. The study included three tasks: 1) a direct review of mining industry occupational injury data compiled by MSHA, 2) interpretation of the narrative descriptions available for the injuries (from MSHA data) and 3) a separate examination of fatal electrical injuries. Eight-hundred sixty-five electrical injuries were reported during the 10-year period studied, with 39 of those being fatalities. This makes electrical injuries disproportionately fatal with respect to most other types of injuries in mining. Electrical injury rates were higher in coal mining than noncoal mining and, within the coal sector, rates were higher in underground operations than in surface operations. Of the 865 total cases, electrical and machine maintenance or repair activities were involved in 580 (69%), and electricians and mechanics were injured in 362 cases (42%). Of the 39 fatal electrical injuries, 27 (69%) involved electrical maintenance or repair work, and in 21 of these 27 cases, the failure to de-energize, lock-out and tag the circuit was the cause or a contributing factor. Also, contractor employees had a much greater chance of an electrical injury being fatal than did mine operator employees. The top three root causes for fatal electrical injuries were 1) no or inadequate lock-out and tagging, 2) failure of power system components and 3) contact of overhead electrical power lines by mobile equipment. Refuge alternatives relief valve testing and design with updated test stand.

Underground refuge alternatives require an air source to supply breathable air to the occupants. This requires pressure relief valves to prevent unsafe pressures from building up within the refuge alternative. The U.S. Mine Safety and Health Administration (MSHA) mandates that pressure relief valves prevent pressure from exceeding 1.25 kPa (0.18 psi), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. The U.S. National Institute for Occupational Safety and Health (NIOSH) tested a variety of pressure relief valves using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork and various sensors to determine if the subject pressure relief valves meet the MSHA requirement. Relief pressures and flow characteristics, including opening pressure and flow rate, were measured for five different pressure relief valves under a variety of conditions. The subject pressure relief valves included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place refuge alternatives, and a commercially available valve that was designed for a steel refuge alternative and is currently being used in some built-in-place refuge alternatives. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.03 to 0.22 psi) and flow rates up to 19.3 m 3 /min (683 scfm). As tested, some of the pressure relief valves did not meet the 1.25 kPa (0.18 psi) relief specification.
A survey of atmospheric monitoring systems in U.S. underground coal mines
Rowland, J.H.; Harteis, S.P.; Yuan, L.
2018-01-01
In 1995 and 2003, the U.S. Mine Safety and Health Administration (MSHA) conducted surveys to determine the number of atmospheric monitoring systems (AMS) that were being used in underground coal mines in the United States. The survey reports gave data for the different AMS manufacturers, the different types of equipment monitored, and the different types of gas sensors and their locations. Since the last survey in 2003, MSHA has changed the regulation requirements for early fire detection along belt haulage entries. As of Dec. 31, 2009, point-type heat sensors are prohibited for use for an early fire detection system. Instead, carbon monoxide (CO) sensors are now required. This report presents results from a new survey and examines how the regulation changes have had an impact on the use of CO sensors in underground coal mines in the United States. The locations and parameters monitored by AMS and CO systems are also discussed. PMID:29674789

PA-MSHA and BPIFB1 play especially important roles in triggering innate immune responses by inducing production of pro- or anti-inflammatory cytokines in the oral cavity and upper airway. We found that PA-MSHA had a strong ability to activate pro-inflammatory cytokines such as IL-1β, IL-6 and TNF-α. However, BPIFB1 alone did not express a directly inductive effect. With incubation of PA-MSHA and BPIFB1, the combination can activate the CD14/TLR4/MyD88 complex and induce secretion of subsequent downstream cytokines. We used a proteome profiler antibody array to evaluate the phosphokinases status with PA-MSHA and BPIFB1 treatment. The results showed that the activation of MAPK, STAT, and PI-3K pathways is involved in PA-MSHA-BPIFB1 treatment, and that the related pathways control the secretion of targeting cytokines in the downstream. When we assessed the content changes of cytokines, we found that PA-MSHA-BPIFB1 treatment increased the production of pro-inflammatory cytokines in the early phase of treatment and induced the increase of IL-4 in the late phase. Our observations suggest that PA-MSHA-BPIFB1 stimulates the release of pro-inflammatory cytokines, and thereby initiates the innate immune system against inflammation. Meanwhile, the gradual release of anti-inflammatory cytokine IL-4 by PA-MSHA-BPIFB1 can also regulate the degree of inflammatory response; thus the host can effectively resist the environmental risks, but also manipulate inflammatory response in an appropriate and adjustable manner.
Refuge alternatives relief valve testing and design with updated test stand

The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.03 to 0.22 psi) and flow rates up to 19.3 m3/min (683 scfm). As tested, some of the pressure relief valves did not meet the 1.25 kPa (0.18 psi) relief specification. PMID:29563650

What can 35 years and over 700,000 measurements tell us about noise exposure in the mining industry?
Roberts, Benjamin; Sun, Kan; Neitzel, Richard L
2017-01-01
To analyse over 700,000 cross-sectional measurements from the Mine Safety and Health Administration (MHSA) and develop statistical models to predict noise exposure for a worker. Descriptive statistics were used to summarise the data. Two linear regression models were used to predict noise exposure based on MSHA-permissible exposure limit (PEL) and action level (AL), respectively. Twofold cross validation was used to compare the exposure estimates from the models to actual measurement. The mean difference and t-statistic was calculated for each job title to determine whether the model predictions were significantly different from the actual data. Measurements were acquired from MSHA through a Freedom of Information Act request. From 1979 to 2014, noise exposure has decreased. Measurements taken before the implementation of MSHA's revised noise regulation in 2000 were on average 4.5 dBA higher than after the law was implemented. Both models produced exposure predictions that were less than 1 dBA different than the holdout data. Overall noise levels in mines have been decreasing. However, this decrease has not been uniform across all mining sectors. The exposure predictions from the model will be useful to help predict hearing loss in workers in the mining industry.

The study presented here is a laboratory pilot study using diluted car exhaust from a single vehicle to assess differences in toxicological response between primary emissions and secondary products resulting from atmospheric photochemical reactions of gas phase compounds with O3, OH and other radicals. Sprague-Dawley rats were exposed for five hours to either filtered room air (Sham) or one of two different atmospheres: 1. Diluted Car Exhaust (P) + Mt. Saint Helens Ash (MSHA); 2. P+MSHA+SOA (Secondary Organic Aerosol, formed during simulated photochemical aging of diluted exhaust). Primary and secondary gases were removed using a non-selective diffusion denuder. Continuous respiratory data was collected during the exposure, and broncho-alveolar lavage (BAL) and complete blood counts (CBC) were performed 24 hours after exposure. ANOVA models were used to assess the exposure effect and to compare those effects across different exposure types. Total average exposures were 363±66 μg/m3 P+MSHA and 212±95 μg/m3 P+MSHA+SOA. For both exposures, we observed decreases in breathing rate, tidal and minute volumes (TV, MV) and peak and median flows (PIF, PEF and EF50) along with increases in breathing cycle times (Ti, Te) compared to sham. These results indicate that the animals are changing their breathing pattern with these test atmospheres. Exposure to P+MSHA+SOA produced significant increases in Total Cells, Macrophages and Neutrophils in the BAL and in-vivo chemiluminescence of the lung. There were no significant differences in CBC parameters. Our data suggest that simulated atmospheric photochemistry, producing SOA in the P+MSHA+SOA exposures, enhanced the toxicity of vehicular emissions. PMID:22486346

The Mine Safety and Health Administration (MSHA) requires reporting of injuries and illnesses to their Part 50 program. A 2011 study indicated that the Part 50 program did not capture many cases of injury in Kentucky, causing concern about underreporting in other states. MSHA Part 50 reports from Illinois for 2001-2013 were linked to Illinois Workers' Compensation Commission (IWCC) data. IWCC cases not found in the Part 50 data were considered unreported. Overall, the Part 50 Program did not capture 66% of IWCC cases from 2001 to 2013. Chronic injuries or illnesses were more likely to be unreported to MSHA. The majority of occupational injuries and illnesses found in the IWCC from this time period, were not captured by Part 50. Inaccurate reporting of injuries and illnesses to the Part 50 program hinders MSHA's ability to enforce safety and health standards in the mining industry. © 2018 Wiley Periodicals, Inc.

Structural and Enzymatic Analysis of MshA from Corynebacterium glutamicum
DOE Office of Scientific and Technical Information (OSTI.GOV)
Vetting,M.; Frantom, P.; Blanchard, J.
2008-01-01
The glycosyltransferase termed MshA catalyzes the transfer of N-acetylglucosamine from UDP-N-acetylglucosamine to 1-l-myo-inositol-1-phosphate in the first committed step of mycothiol biosynthesis. The structure of MshA from Corynebacterium glutamicum was determined both in the absence of substrates and in a complex with UDP and 1-l-myo-inositol-1-phosphate. MshA belongs to the GT-B structural family whose members have a two-domain structure with both domains exhibiting a Rossman-type fold. Binding of the donor sugar to the C-terminal domain produces a 97 rotational reorientation of the N-terminal domain relative to the C-terminal domain, clamping down on UDP and generating the binding site for 1-l-myo-inositol-1-phosphate. The structuremore » highlights the residues important in binding of UDP-N-acetylglucosamine and 1-l-myo-inositol-1-phosphate. Molecular models of the ternary complex suggest a mechanism in which the {beta}-phosphate of the substrate, UDP-N-acetylglucosamine, promotes the nucleophilic attack of the 3-hydroxyl group of 1-l-myo-inositol-1-phosphate while at the same time promoting the cleavage of the sugar nucleotide bond.« less
Replacement of filters for respirable quartz measurement in coal mine dust by infrared spectroscopy.
Farcas, Daniel; Lee, Taekhee; Chisholm, William P; Soo, Jhy-Charm; Harper, Martin
2016-01-01
The objective of this article is to compare and characterize nylon, polypropylene (PP), and polyvinyl chloride (PVC) membrane filters that might be used to replace the vinyl/acrylic co-polymer (DM-450) filter currently used in the Mine Safety and Health Administration (MSHA) P-7 method (Quartz Analytical Method) and the National Institute for Occupational Safety and Health (NIOSH) Manual of Analytical Methods 7603 method (QUARTZ in coal mine dust, by IR re-deposition). This effort is necessary because the DM-450 filters are no longer commercially available. There is an impending shortage of DM-450 filters. For example, the MSHA Pittsburgh laboratory alone analyzes annually approximately 15,000 samples according to the MSHA P-7 method that requires DM-450 filters. Membrane filters suitable for on-filter analysis should have high infrared (IR) transmittance in the spectral region 600-1000 cm(-1). Nylon (47 mm, 0.45 µm pore size), PP (47 mm, 0.45 µm pore size), and PVC (47 mm, 5 µm pore size) filters meet this specification. Limits of detection and limits of quantification were determined from Fourier transform infrared spectroscopy (FTIR) measurements of blank filters. The average measured quartz mass and coefficient of variation were determined from test filters spiked with respirable α-quartz following MSHA P-7 and NIOSH 7603 methods. Quartz was also quantified in samples of respirable coal dust on each test filter type using the MSHA and NIOSH analysis methods. The results indicate that PP and PVC filters may replace the DM-450 filters for quartz measurement in coal dust by FTIR. PVC filters of 5 µm pore size seemed to be suitable replacement although their ability to retain small particulates should be checked by further experiment.
78 FR 5055 - Pattern of Violations
Federal Register 2010, 2011, 2012, 2013, 2014
2013-01-23
...The Mine Safety and Health Administration (MSHA) is revising the Agency's existing regulation for pattern of violations (POV). MSHA has determined that the existing regulation does not adequately achieve the intent of the Federal Mine Safety and Health Act of 1977 (Mine Act) that the POV provision be used to address mine operators who have demonstrated a disregard for the health and safety of miners. Congress included the POV provision in the Mine Act so that mine operators would manage health and safety conditions at mines and find and fix the root causes of significant and substantial (S&S) violations, protecting the health and safety of miners. The final rule simplifies the existing POV criteria, improves consistency in applying the POV criteria, and more effectively achieves the Mine Act's statutory intent. It also encourages chronic safety violators to comply with the Mine Act and MSHA's health and safety standards.
Risk Management Interventions to Reduce Injuries and Maximize Economic Benefits in U.S. Mining.

2018-03-01
Risk management (RM) is a cyclical process of identifying and ranking risks, implementing controls, and evaluating their effectiveness. This study aims to identify effective RM interventions in the U.S. mining industry. RM interventions were identified in four companies representing metal, aggregate, and coal mining sectors. Injury rates were determined using Mine Safety and Health Administration (MSHA) data and changes in injury rates identified through change point analysis. Program implementation costs and associated changes in injury costs were evaluated for select interventions. Six of 20 RM interventions were associated with a decline in all injuries and one with a reduction in lost-time injuries, all with a positive return on investment. Reductions in injuries and associated costs were observed following implementation of a limited number of specific RM interventions.

We show that Vibrio cholerae, the causative agent of cholera, use their flagella and mannose-sensitive hemagglutinin (MSHA) type IV pili synergistically to switch between two complementary motility states that together facilitate surface selection and attachment. Flagellar rotation counter-rotates the cell body, causing MSHA pili to have periodic mechanical contact with the surface for surface-skimming cells. Using tracking algorithms at 5 ms resolution we observe two motility behaviours: ‘roaming', characterized by meandering trajectories, and ‘orbiting’, characterized by repetitive high-curvature orbits. We develop a hydrodynamic model showing that these phenotypes result from a nonlinear relationship between trajectory shape and frictional forces between pili and the surface: strong pili-surface interactions generate orbiting motion, increasing the local bacterial loiter time. Time-lapse imaging reveals how only orbiting mode cells can attach irreversibly and form microcolonies. These observations suggest that MSHA pili are crucial for surface selection, irreversible attachment, and ultimately microcolony formation.
What can 35 years and over 700,000 measurements tell us about noise exposure in the mining industry?
Roberts, Benjamin; Sun, Kan; Neitzel, Richard L.
2017-01-01
Objective To analyze over 700,000 cross-sectional measurements from the Mine Safety and Health Administration (MHSA) and develop statistical models to predict noise exposure for a worker. Design Descriptive statistics were used to summarize the data. Two linear regression models were used to predict noise exposure based on MSHA permissible exposure limit (PEL) and action level (AL) respectively. Two-fold cross validation was used to compare the exposure estimates from the models to actual measurements in the hold out data. The mean difference and t-statistic was calculated for each job title to determine if the model exposure predictions were significantly different from the actual data. Study Sample Measurements were acquired from MSHA through a Freedom of Information Act request. Results From 1979 to 2014 the average noise measurement has decreased. Measurements taken before the implementation of MSHA’s revised noise regulation in 2000 were on average 4.5 dBA higher than after the law came in to effect. Both models produced mean exposure predictions that were less than 1 dBA different compared to the holdout data. Conclusion Overall noise levels in mines have been decreasing. However, this decrease has not been uniform across all mining sectors. The exposure predictions from the model will be useful to help predict hearing loss in workers from the mining industry. An assessment of three different fire resistance tests for hydraulic fluids
NASA Astrophysics Data System (ADS)
Loftus, J. J.
1981-10-01
The Center for Fire Research at the National Bureau of Standards at the request of the Mine Safety and Health Administration (MSHA) and the Bureau of Mines made an evaluation or assessment of the three different flammability tests used by MSHA for measuring the fire resistance of hydraulic fluids intended for use in underground coal mining operations. The methods described in the Code of Federal Regulations Schedule 30, Part 35, consist of the following: an Autogenous Ignition Temperature Test, a Temperature-Pressure Spray Ignition Test, and a Test to Determine the Effect of Evaporation on the Flammability of Hydraulic Fluids. Recommendations for improvement of the three test procedures are provided.
A Role for the Mannose-Sensitive Hemagglutinin in Biofilm Formation by Vibrio cholerae El Tor
Watnick, Paula I.; Fullner, Karla Jean; Kolter, Roberto
1999-01-01
While much has been learned regarding the genetic basis of host-pathogen interactions, less is known about the molecular basis of a pathogen’s survival in the environment. Biofilm formation on abiotic surfaces represents a survival strategy utilized by many microbes. Here it is shown that Vibrio cholerae El Tor does not use the virulence-associated toxin-coregulated pilus to form biofilms on borosilicate but rather uses the mannose-sensitive hemagglutinin (MSHA) pilus, which plays no role in pathogenicity. In contrast, attachment of V. cholerae to chitin is shown to be independent of the MSHA pilus, suggesting divergent pathways for biofilm formation on nutritive and nonnutritive abiotic surfaces. Two type IV pili of Vibrio parahaemolyticus play different roles in biofilm formation.
Shime-Hattori, Akiko; Iida, Tetsuya; Arita, Michiko; Park, Kwon-Sam; Kodama, Toshio; Honda, Takeshi
2006-11-01
Vibrio parahaemolyticus RIMD2210633 has two sets of type IV-A pilus genes. One set is similar to that found in other Gram-negative bacteria, such as Pseudomonas aeruginosa, Vibrio cholerae (chitin-regulated pilus; ChiRP), and Vibrio vulnificus. The other is homologous to the genes for the mannose-sensitive hemagglutinin (MSHA) pilus. In this study, we analyzed the effects of the deletions in the pilin genes for each type IV pilus (the ChiRP and the MSHA pilus) on biofilm formation. Although the MSHA pilin mutant formed aggregates, the number of bacteria that attached directly to the coverslip was reduced, suggesting that this pilus contributes to the bacterial attachment to the surface of the coverslip. In contrast, the ChiRP mutant attached to the surface of the coverslip, but did not form aggregates, suggesting that ChiRP plays a role in bacterial agglutination during biofilm formation. These results suggest that the two type IV pili of V. parahaemolyticus contribute to biofilm formation in different ways. Both mutants showed a lower fitness for adsorption onto chitin particles than that of the wild type. Collectively, these data suggest that the use of two type IV pili is a refined strategy of V. parahaemolyticus for survival in natural environments.

Review of fire test methods and incident data for portable electric cables in underground coal mines
NASA Astrophysics Data System (ADS)
Braun, E.
1981-06-01
Electrically powered underground coal mining machinery is connected to a load center or distribution box by electric cables. The connecting cables used on mobile machines are required to meet fire performance requirements defined in the Code of Federal Regulations. This report reviews Mine Safety and Health Administration's (MSHA) current test method and compares it to British practices. Incident data for fires caused by trailing cable failures and splice failures were also reviewed. It was found that the MSHA test method is more severe than the British but that neither evaluated grouped cable fire performance. The incident data indicated that the grouped configuration of cables on a reel accounted for a majority of the fires since 1970.

The testimony concerns the views of NIOSH regarding the Mine Safety and Health Administration (MSHA) proposed rule on permissible exposure limits; exposure monitoring, abrasive blasting; drill dust control; dangerous atmospheres; and prohibited areas for food and beverages. NIOSH continues to endorse the recommended exposure limit of 1 part per million (ppm) as a 15 minute short term exposure limit for nitrogen-dioxide (10102440). NIOSH supports MSHA in proposing an 8 hour time weighted average of 25ppm for nitric-oxide (10102439). NIOSH supports MSHA in proposing a limit of 35ppm as an 8 hour time weighted average (TWA) for carbon-monoxide (630080) and recommendsmore » that sulfur-dioxide (7446095) exposure be limited to 0.5ppm as an 8 hour TWA. NIOSH recommends that routine air monitoring be required on a periodic basis. NIOSH recommends that mine operators be required to establish a written exposure monitoring plan for each facility that outlines where area and personal samples should be taken, how many samples should be taken, and the implementation of the remaining portions of the proposed rule change. NIOSH supports the rules for abrasive blasting for both coal and metal/nonmetal mines and has identified several substitutive materials for silica sand that could be used in abrasive blasting.« less

To assess whether the recent increases in the prevalence of coal workers' pneumoconiosis (CWP) in the USA reflect increased measured exposures over recent decades, and to identify other potential causative factors. The observed CWP prevalence was calculated for 12,408 underground coal miner participants in the Coal Workers' Health Surveillance Program for the period 2005-2009, stratified by the Mine Safety and Health Administration (MSHA) geographical districts. The predicted prevalence was estimated using a published exposure-response model from a large epidemiological study among U.S. coal miners using dust exposure, tenure, miner's age and coal rank as predictors. χ2 Testing was performed to compare the observed versus predicted CWP prevalence. Observed prevalence was significantly higher than predicted prevalence in MSHA districts 4-7 (central Appalachian region) (10.1% vs. 4.2%; prevalence ratio (PR) 2.4; p<0.001) and significantly lower than predicted in other regions (1.6% vs. 3.6%; PR 0.4; p<0.001). The central Appalachian region had a significantly older workforce with greater mining tenure, a lower proportion of mines with 200 or more employees, and lower seam heights. Significant lower average compliance dust concentrations were reported for this region. The observed CWP prevalence substantially exceeded predicted levels in central Appalachia. However, the increased prevalence was not explained by the measured levels of dust exposures. Likely contributing factors include mine size and low seam mining, which may be associated with higher exposure to silica. Further study is needed to characterise the responsible factors for the elevated CWP rates in central Appalachia.

Effective harmonic approach to helix proteins
NASA Astrophysics Data System (ADS)
Choi, Sung Nam Peter
Recent laser-induced experiments have shown that on the time scale of long range tertiary contact formation, the kinetics of the helix-coil interconversion are very rapid (1). The notion that secondary structures form first before long range tertiary contacts are made, suggests that the helix-coil interconversion is one key in understanding the protein folding problem. We developed a method of generating an alpha-helix conformation of any residue using AMBER 4.0, the Protein Data Bank (PDB), and a series of pattern matching translation and rotation operations. We have chosen to study Alanine for its highly non polar nature, and Glutamine for its highly polar characteristic. Using the information obtained from the above method, analysis of vibrational lattice dynamics are carried out on polymers Poly-alpha-L alanine (PLA) and Poly-alpha-L glutamic acid (PLGA). The lattice dynamics method called Modified Self- consistent Harmonic Approach theory (MSHA) was used in carrying out the analysis of the PLA and PLGA helix-coil transition. MSHA was originally developed for the DNA molecule by Prohofsky et al. In this model, the molecule is considered as a one dimensional, repeating unit cell of an infinite helix. The lattice was modeled with harmonic force constants. Anharmonicity of hydrogen bond force constants at different temperatures are introduced along with the effects of water on the polar PLGA and the non polar PLA. Using MSHA, we calculated the opening bond probabilities of PLGA at different temperatures. The experimentally observed helix to coil relaxation time τ* of PLGA was inversely compared to our results with a correlation coefficient of 0.8424 (5, 13, 58). These experiments were done at temperatures ranging from 295 K to 310 K. Our calculation also yielded critical melting temperatures of Tc=317 K for PLGA and Tc=347 K for PLA. The calculated acoustic compressional velocities were 4.78 km/s and 4.84 km/s for PLA and PLGA respectively. Our calculation clearly indicates that the MSHA methodology, along with the use of AMBER 4.0, yields a good physical model of helix to coil transition of proteins.

Currently, there is no Mine Safety and Health Administration (MSHA)-approved sampling method that provides real-time results for ambient concentrations of diesel particulates. This study investigated whether a commercially available aerosol spectrometer, the Grimm Portable Aerosol Spectrometer Model 1.109, could be used during underground mine operations to provide accurate real-time diesel particulate data relative to MSHA-approved cassette-based sampling methods. A subset was to estimate size-specific diesel particle densities to potentially improve the diesel particulate concentration estimates using the aerosol monitor. Concurrent sampling was conducted during underground metal mine operations using six duplicate diesel particulate cassettes, according to the MSHA-approved method, and two identical Grimm Model 1.109 instruments. Linear regression was used to develop adjustment factors relating the Grimm results to the average of the cassette results. Statistical models using the Grimm data produced predicted diesel particulate concentrations that highly correlated with the time-weighted average cassette results (R(2) = 0.86, 0.88). Size-specific diesel particulate densities were not constant over the range of particle diameters observed. The variance of the calculated diesel particulate densities by particle diameter size supports the current understanding that diesel emissions are a mixture of particulate aerosols and a complex host of gases and vapors not limited to elemental and organic carbon. Finally, diesel particulate concentrations measured by the Grimm Model 1.109 can be adjusted to provide sufficiently accurate real-time air monitoring data for an underground mining environment.

Respiratory predictors of disability days: a five year prospective study of U. S. coal miners
DOE Office of Scientific and Technical Information (OSTI.GOV)
Ames, R.G.; Trent, R.B.
1985-01-01
A 5-year prospective analysis tests the hypothesis that coal miners who have impaired respiratory health also experience greater numbers of disability days due to occupational injury. Occupational and respiratory health information collected for the period 1977 through 1981 by the National Institute for Occupational Safety and Health (NIOSH) on 1,118 U.S. underground coal miners was linked to coal miner injury records collected under a mandatory reporting system by the Mine Safety and Health Administration (MSHA). Respiratory impairment, based on spirometric measures, and a questionnaire measure of chronic bronchitis symptoms, after adjustment for cigarette smoking and total years of underground mining, more » did not provide statistically significant prediction of average disability days. In addition, respiratory impairment did not predict the number of episodes of occupational injuries resulting in days lost from work.« less

Identification of Work-Related Musculoskeletal Disorders in Mining
Weston, Eric; Pollard, Jonisha P.
2016-01-01
Work-related musculoskeletal disorder (WMSD) prevention measures have been studied in great depth throughout various industries. While the nature and causes of these disorders have been characterized in many industries, WMSDs occurring in the U.S. mining sector have not been characterized for several years. In this report, MSHA accident/injury/illness data from 2009 to 2013 were characterized to determine the most frequently reported WMSDs in the U.S. mining sector. WMSDs were most frequently reported in workers with less than 5 years or more than 20 years of mining experience. The number of days lost from work was the highest for shoulder and knee injuries and was found to increase with worker age. Underground and surface coal, surface stone and stone processing plants experienced the greatest number of WMSDs over the period studied. WMSDs were most commonly caused by an employee suffering from an overexertion, falls or being struck by an object while performing materials handling, maintenance and repair tasks, getting on or off equipment or machines, and walking or running. The injury trends presented should be used to help determine the focus of future WMSD prevention research in mining. PMID:27294012

...The Mine Safety and Health Administration (MSHA) proposes to lower miners' exposure to respirable coal mine dust by revising the Agency's existing standards on miners' occupational exposure to respirable coal mine dust. The major provisions of the proposal would lower the existing exposure limit; provide for full-shift sampling; redefine the term ``normal production shift; '' and add reexamination and decertification requirements for persons certified to sample, and maintain and calibrate sampling devices. In addition, the proposed rule would provide for single shift compliance sampling under the mine operator and MSHA's inspector sampling programs, and would establish sampling requirements for use of the Continuous Personal Dust Monitor (CPDM) and expanded requirements for medical surveillance. The proposed rule would significantly improve health protections for this Nation's coal miners by reducing their occupational exposure to respirable coal mine dust and lowering the risk that they will suffer material impairment of health or functional capacity over their working lives.

The underground coal mining industry has been under constant watch due to the high risk involved in its activities, and scrutiny increased because of the disasters that occurred in 2006-07. In the aftermath of the incidents, the U.S. Congress passed the Mine Improvement and New Emergency Response Act of 2006 (MINER Act), which strengthened the existing regulations and mandated new laws to address the various issues related to a safe working environment in the mines. Risk analysis in any form should be done on a regular basis to tackle the possibility of unwanted major hazard-related events such as explosions, outbursts, airbursts, inundations, spontaneous combustion, and roof fall instabilities. One of the responses by the Mine Safety and Health Administration (MSHA) in 2007 involved a new pattern of violations (POV) process to target mines with a poor safety performance, specifically to improve their safety. However, the 2010 disaster (worst in 40 years) gave an impression that the collective effort of the industry, federal/state agencies, and researchers to achieve the goal of zero fatalities and serious injuries has gone awry. The Safe Performance Index (SPI) methodology developed in this research is a straight-forward, effective, transparent, and reproducible approach that can help in identifying and addressing some of the existing issues while targeting (poor safety performance) mines which need help. It combines three injury and three citation measures that are scaled to have an equal mean (5.0) in a balanced way with proportionate weighting factors (0.05, 0.15, 0.30) and overall normalizing factor (15) into a mine safety performance evaluation tool. It can be used to assess the relative safety-related risk of mines, including by mine-size category. Using 2008 and 2009 data, comparisons were made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performance as compared to large- and medium-sized mines. The accident rates (NDL IR, NFDL IR, SM/100) of very small and small mines in 2008 and 2009 were less than those of medium and large mines. The data indicates a heavy occurrence of very severe injuries in a number of very small and small mines. In another application which is a part of this research, the six normalized safety measures and the SPI are used to evaluate the risk that existed at mines in the two years preceding the occurrence of a fatality. This mine safety performance tracking method could have been helpful to the companies, state agency, or MSHA in recognizing and addressing emerging problems with actions that may have been able to prevent high-risk conditions, the fatality, and/or other serious injuries. The approach would have given scrutiny to the risk of mines that encompassed 74% of the fatalities during 2007-2010. In order to assess the SPI as a comparable risk measurement tool, a traditional risk approach is also developed using data embracing frequency and severity in the final equation to analyze the relative risk for all underground coal mines for the years 2007--2010. Then, the SPI is compared with this traditional risk analysis method to demonstrate that the results attained by either method provide the relative safety-related risk of underground coal mines regarding injuries and citations for violations of regulations. The comparison reveals that the SPI does emulate a traditional approach to risk analysis. A correlation coefficient of --0.89 or more was observed between the results of these two methodologies and either can be used to assist companies, the Mine Safety and Health Administration (MSHA), or state agencies in target-ing mines with high risk for serious injuries and elevated citations for remediation of their injury and/or violation experience. The SPI, however, provides a more understandable approach for mine operators to apply using measures compatible with MSHA's enforcement tools. These methodologies form an all-encompassing approach that can be used to assist companies, the MSHA, or state agencies in targeting mines with high risk for serious injuries and elevated citations. Once targeted as high risk, mines can then pursue appropriate intervention to remediate their violation and/or injury experience. This research may help in plugging the gap in the safety system and better pursue the goal of zero fatalities and serious injuries in the underground coal mines.

A noise control package for vibrating screens1),2)
Lowe, M. Jenae; Yantek, David S.; Yang, Junyi; Schuster, Kevin C.; Mechling, Jessie J.
2015-01-01
Hearing loss was the second-most common illness reported to the Mine Safety and Health Administration (MSHA) in 2009. Furthermore, between 2000 and 2010, 30% of all noise-related injury complaints reported to MSHA were for coal preparation plant employees. Previous National Institute for Occupational Safety and Health (NIOSH) studies have shown that vibrating screens are key noise sources to address in order to reduce coal preparation plant noise. In response, NIOSH researchers have developed a suite of noise controls for vibrating screens consisting of constrained layer damping (CLD) treatments, a tuned mechanism suspension, an acoustic enclosure, and spring inserts. Laboratory testing demonstrates that this noise control suite reduces the A-weighted sound power level of the vibrating screen by 6 dB. To provide a comparison to laboratory results and prove durability, field testing of two noise controls was performed on a vibrating screen in a working coal preparation plant. The spring inserts and CLD treatments were selected due to their ease of installation and practicability. Field testing of these controls yielded reductions that were comparable to laboratory results. PMID:26257468
Consideration of Kaolinite Interference Correction for Quartz Measurements in Coal Mine Dust
Lee, Taekhee; Chisholm, William P.; Kashon, Michael; Key-Schwartz, Rosa J.; Harper, Martin
2015-01-01
Kaolinite interferes with the infrared analysis of quartz. Improper correction can cause over- or underestimation of silica concentration. The standard sampling method for quartz in coal mine dust is size selective, and, since infrared spectrometry is sensitive to particle size, it is intuitively better to use the same size fractions for quantification of quartz and kaolinite. Standard infrared spectrometric methods for quartz measurement in coal mine dust correct interference from the kaolinite, but they do not specify a particle size for the material used for correction. This study compares calibration curves using as-received and respirable size fractions of nine different examples of kaolinite in the different correction methods from the National Institute for Occupational Safety and Health Manual of Analytical Methods (NMAM) 7603 and the Mine Safety and Health Administration (MSHA) P-7. Four kaolinites showed significant differences between calibration curves with as-received and respirable size fractions for NMAM 7603 and seven for MSHA P-7. The quartz mass measured in 48 samples spiked with respirable fraction silica and kaolinite ranged between 0.28 and 23% (NMAM 7603) and 0.18 and 26% (MSHA P-7) of the expected applied mass when the kaolinite interference was corrected with respirable size fraction kaolinite. This is termed “deviation,” not bias, because the applied mass is also subject to unknown variance. Generally, the deviations in the spiked samples are larger when corrected with the as-received size fraction of kaolinite than with the respirable size fraction. Results indicate that if a kaolinite correction with reference material of respirable size fraction is applied in current standard methods for quartz measurement in coal mine dust, the quartz result would be somewhat closer to the true exposure, although the actual mass difference would be small. Most kinds of kaolinite can be used for laboratory calibration, but preferably, the size fraction should be the same as the coal dust being collected. PMID:23767881
