The US Department of Agriculture (USDA) Nutrient Data Laboratory (NDL) develops and maintains the USDA National Nutrient Databank System (NDBS). Data are released from the NDBS for scientific and public use through the USDA National Nutrient Database for Standard Reference (SR) ( http://www.ars.usda.gov/ba/bhnrc/ndl ). In 1997 the NDL initiated the National Food and Nutrient Analysis Program (NFNAP) to update and expand its food-composition data. The program included: 1) nationwide probability-based sampling of foods; 2) central processing and archiving of food samples; 3) analysis of food components at commercial, government, and university laboratories; 4) incorporation of new analytical data into the NDBS; and 5) dissemination of these data to the scientific community. A key feature and strength of the NFNAP was a rigorous quality-control program that enabled independent verification of the accuracy and precision of analytical results. Custom-made food-control composites and/or commercially available certified reference materials were sent to the laboratories, blinded, with the samples. Data for these materials were essential to ongoing monitoring of analytical work, to identify and resolve suspected analytical problems, to ensure the accuracy and precision of results for the NFNAP food samples.

Site Description - The ARM USDA UNL OSU Woodward Switchgrass 2 tower is located on public land owned by the USDA-ARS Southern Plains Range Research Station in Woodward, Oklahoma. The site is on a former wheat field that is in the process of changing to switchgrass. A companion site (ARM USDA UNL OSU Woodward Switchgrass 1) is on a former native prairie. Previous wheat was planted in Fall 2008. In Spring 2009, herbicide was applied to kill the wheatmore » prior to switchgrass planting. Site Description - The ARM USDA UNL OSU Woodward Switchgrass 1 tower is located on public land owned by the USDA-ARS Southern Plains Range Research Station in Woodward, Oklahoma. The site is on a former native prairie that is in the process of changing to switchgrass. A second companion site (ARM USDA UNL OSU Woodward Switchgrass 2) is on a former wheat field. Hydrologic data, including rainfall and runoff data, have been collected on experimental watersheds operated by the U.S. Department of Agriculture Agricultural Research Service (USDA-ARS) in southern Arizona since the 1950s. These data are of national and international importance and make up one of the most comprehensive semiarid watershed data sets in the world. The USDA-ARS Southwest Watershed Research Center has recently developed an electronic data processing system that includes an online interface (http://tucson.ars.ag.gov/dap) to provide public access to the data. The goal of the system is to promote analyses and interpretations of historic and current data by improving data access. Data are collected from sensors in the field and are transmitted to computers in the office. The data are then processed, quality checked, and made available to users via the Internet. The publicly accessible part of the system consists of an interactive Web site, which provides an interface to the data, and a relational database, which is used to process, store, and manage data. The system was released to the public in October 2003, and since that time the online data access Web site has received more than 4500 visitors.

The Northeast Area-wide Tick Control Project (NEATCP) was funded by the United States Department of Agriculture (USDA) as a large-scale cooperative demonstration project of the USDA-Agricultural Research Service (ARS)-patented 4-Poster tick control technology (Pound et al. 1994) involving the USDA-ARS and a consortium of universities, state agencies, and a consulting firm at research locations in the five states of Connecticut (CT), Maryland (MD), New Jersey (NJ), New York (NY), and Rhode Island (RI). The stated objective of the project was "A community-based field trial of ARS-patented tick control technology designed to reduce the risk of Lyme disease in northeastern states." Here we relate the rationale and history of the technology, a chronological listing of events leading to implementation of the project, the original protocol for selecting treatment, and control sites, and protocols for deployment of treatments, sampling, assays, data analyses, and estimates of efficacy.

Soil Moisture Estimation Using Hyperspectral SWIR Imagery

The U.S. Geological Survey (USGS) is engaged with the U.S. Department of Agriculture's (USDA) Agricultural Research Service (ARS) and the University of Georgia's National Environmentally Sound Production Agriculture Laboratory (NESPAL) both in Tifton, Georgia, USA, to develop transformations for medium and high resolution remotely sensed images to generate moisture indicators for soil. The Institute for Technology Development (ITD) is located at the Stennis Space Center in southern Mississippi and has developed hyperspectral sensor systems that, when mounted in aircraft, collect electromagnetic reflectance data of the terrain. The sensor suite consists of sensors for three different sections of the electromagnetic spectrum; the Ultra-Violet (UV), Visible/Near InfraRed (VNIR) and Short Wave InfraRed (SWIR). The USDA/ ARS' Southeast Watershed Research Laboratory has probes that measure and record soil moisture. Data taken from the ITD SWIR sensor and the USDA/ARS soil moisture meters were analyzed to study the informatics relationships between SWIR data and measured soil moisture. The geographic locations of 29 soil moisture meters provided by the USDA/ARS are in the vicinity of Tifton, Georgia. Using USGS Digital Ortho Quads (DOQ), flightlines were drawn over the 29 soil moisture meters. The SWIR sensor was installed into an aircraft. The coordinates for the flightlines were also loaded into the navigational system of the aircraft. This airborne platform was used to collect the data over these flightlines. In order to prepare the data set for analysis, standard preprocessing was performed. These standard processes included sensor calibration, spectral subsetting, and atmospheric calibration. All 60 bands of the SWIR data were collected for each line in the image data, 15 bands of which were stripped from the data set leaving 45 bands of information in the wavelength range of 906 to 1705 nanometers. All the image files were calibrated using the regression equations generated by using radiometer data collected over calibration tarps. Regions of Interest (ROI) were drawn over the image data set corresponding with the location of the soil moisture meters. Scripts written in ENVI's Interactive Data Language (IDL) were developed to extract the spectra from each of the processed hyperspectral image data over each soil moisture meter from its corresponding ROI. The informatics relationship between soil moisture and SWIR spectra was identified by using the resulting data set.

GRACEnet (Greenhouse gas Reduction through Agricultural Carbon Enhancement network) was conceived to build upon ongoing USDA Agricultural Research Service (ARS) research to improve soil productivity, while addressing the challenges and opportunities of interest in C sequestration from a climate change perspective. The vision for GRACEnet was and remains: Knowledge and information used to implement scientifically based agricultural management practices from the field to national policy scales on C sequestration, greenhouse gas (GHG) emissions, and environmental benefits. The national focus of GRACEnet uses a standardized approach by ARS laboratories and university and land manager (e.g. farmer and rancher) cooperators to assess C sequestration and GHG emission from different crop and grassland systems. Since 2002, GRACEnet has significantly expanded GHG mitigation science and delivered usable information to agricultural research and policy organizations. Recent developments suggest GRACEnet will have international impact by contributing leadership and technical guidance for the Global Research Alliance on Agricultural Greenhouse Gases.

Research by the USDA-Agricultural Research Service (ARS) on biological control of weeds has been practiced for many years because of its inherent ecological and economic advantages. Today, it is further driven by ARS adherence to Presidential Executive Order 13112 (3 February 1999) on invasive species and to USDA-ARS policy toward developing technology in support of sustainable agriculture with reduced dependence on non-renewable petrochemical resources. This paper reports examples or case studies selected to demonstrate the traditional or classical approach for biological control programs using Old World arthropods against Tamarix spp, Melaleuca quinquenervia (Cav) ST Blake and Galium spurium L/G aparine L, and the augmentative approach with a native plant pathogen against Pueraria lobata Ohwi = P montana. The examples illustrated various conflicts of interest with endangered species and ecological complexities of arthropods with associated microbes such as nematodes.

An objective of the US Department of Agriculture (USDA) Agriculture Research Service (ARS) is to develop technology leading to a broad portfolio of value-added marketable products. Modern scientific disciplines such as chemical engineering are brought into play to develop processes for converting bulk commodities into high-margin products. To accomplish this, the extremely sophisticated processing devices which form the basis of modern biotechnology, namely, genes and enzymes, can be tailored to perform the required functions. The USDA/ARS is a leader in the development of intelligent processing equipment (IPE) for agriculture in the broadest sense. Applications of IPE are found in the production, processing, grading, and marketing aspects of agriculture. Various biotechnology applications of IPE are discussed.

The USDA-Agricultural Research Service has led, or been integrally involved in, a myriad of interdisciplinary field campaigns in a wide range of locations both nationally and internationally. Many of the shorter campaigns were anchored over the existing national network of ARS Experimental Watersheds and Rangelands. These long-term outdoor laboratories provided a critical knowledge base for designing the campaigns as well as historical data, hydrologic and meteorological infrastructure coupled with shop, laboratory, and visiting scientist facilities. This strong outdoor laboratory base enabled cost-efficient campaigns informed by historical context, local knowledge, and detailed existing watershed characterization. These long-term experimental facilities have also enabled much longer term lower intensity experiments, observing and building an understanding of both seasonal and inter-annual biosphere-hydrosphere-atmosphere interactions across a wide range of conditions. A sampling of these experiments include MONSOON'90, SGP97, SGP99, Washita'92, Washita'94, SMEX02-05 and JORNEX series of experiments, SALSA, CLASIC and longer-term efforts over the ARS Little Washita, Walnut Gulch, Little River, Reynolds Creek, and OPE3 Experimental Watersheds. This presentation will review some of the highlights and key findings of these campaigns and long-term efforts including the inclusion of many of the experimental watersheds and ranges in the Long-Term Agro-ecosystems Research (LTAR) network. The LTAR network also contains several locations that are also part of other observational networks including the CZO, LTER, and NEON networks. Lessons learned will also be provided for scientists initiating their participation in large-scale, multi-site interdisciplinary science.

The USDA-Agricultural Research Service (ARS) has a multi-decadal to century long history of experimental watersheds, ranges and research farms throughout the USA. Many of these ARS research facilities, as well as three led by private foundations or land grant universities, are now part of the USDA Long-Term Agro-ecosystem Research (LTAR) network that currently has 18 locations. These 18 locations encompass a diversity of agricultural systems as well as provide a research platform for regional to national scale assessments and modeling scenarios of ecosystem goods and services for society. A central challenge that LTAR will address is: How can we sustain or enhance agricultural productivity, profitability, and ecosystem services to feed 9 billion people by 2050? Each LTAR location is designing a common experiment that consists of comparing "business as usual" to "aspirational agriculture" management strategies that reflect prevailing local to regional agricultural systems. The "aspirational agriculture" management strategy for each location will be forward-looking with innovative incorporations of cutting-edge technology, social-ecological systems involving human dimensions and economics, ecosystem services such as pollinator habitat and soil health, and paradigm shifting agricultural enterprise transformations. To accomplish the central challenge, LTAR locations will leverage existing historical data with new network-level initiatives such as wind erosion, phenology, water/carbon/nutrient/energy fluxes, complete water balances, greenhouse gas fluxes and remote sensing/modeling efforts to determine the sustainability of US agriculture across regional to continental scales. This presentation will provide an overview of the current status of the LTAR network, describe several common experiments, showcase the data management systems and web presentations of this data, as well as recent network findings.

Networking activities require time, work, and nurturing. The objective of this presentation is to share the experience gained from The Greenhouse gas Reduction through Agricultural Carbon Enhancement network (GRACEnet). GRACEnet, formally established in 2005 by the ARS/USDA, resulted from workshops, teleconferences, and other activities beginning in at least 2002. Critical factors for its formation were to develop and formalize a common vision, goals, and objectives, which was accomplished in a 2005 workshop. The 4-person steering committee (now 5) was charged with coordinating the part-time (0.05- to 0.5 SY/location) efforts across 30 ARS locations to develop four products; (1) a national database, (2) regional/national guidelines of management practices, (3) computer models, and (4) "state-of-knowledge" summary publications. All locations are asked to contribute to the database from their field studies. Communication with everyone and periodic meeting are extremely important. Required to populate the database has to be a common vision of sharing, format, and trust. Based upon the e-mail list, GRACEnet has expanded from about 30 to now nearly 70 participants. Annual reports and a new website help facilitate this activity.

The USDA-Agricultural Research Service's (ARS) Watershed Research Program maintains and operates a diverse, geog raphically distributed, nested, multi-scale, national ex perimental watershed network. This network, much of which has been operational for more than 40 years (several more than 60 years), constitutes one the best networks of its kind in the world. The watershed network and its instrumentation was primarily established to assess the hydrologic impacts of watershed conservation and management practices. It has evolved, through development of long-term hydrologic data, as a network of high quality outdoor laboratories for addressing emerging science issues facing hydrologists and resource managers. While the value of the experimental watershed for investigating precipitation, climatic, and hydrologic processes is unquestioned, extending the results from these investigations to other sites and larger areas is more difficult. ARS experimental watersheds are a few hundred km2 or smaller making it challenging to address regional scale issues. To address this the ARS watershed program is, with a suite of partners from universities and other federal agencies, enlarging its research focus to extend beyond the boundaries of the experimental watershed. In this poster we present several examples of this effort, with suggestions on how, using the experimental watershed and its core, a larger scale hydrologic observatory could be developed and maintained.

We present an overview of USDA Agricultural Research Service (ARS) computer models and databases related to pest-management science, emphasizing current developments in environmental risk assessment and management simulation models. The ARS has a unique national interdisciplinary team of researchers in surface and sub-surface hydrology, soil and plant science, systems analysis and pesticide science, who have networked to develop empirical and mechanistic computer models describing the behavior of pests, pest responses to controls and the environmental impact of pest-control methods. Historically, much of this work has been in support of production agriculture and in support of the conservation programs of our 'action agency' sister, the Natural Resources Conservation Service (formerly the Soil Conservation Service). Because we are a public agency, our software/database products are generally offered without cost, unless they are developed in cooperation with a private-sector cooperator. Because ARS is a basic and applied research organization, with development of new science as our highest priority, these products tend to be offered on an 'as-is' basis with limited user support except for cooperating R&D relationship with other scientists. However, rapid changes in the technology for information analysis and communication continually challenge our way of doing business.

Difficulties in accessing high-quality data on trace gas fluxes and performance of bioenergy/bioproduct feedstocks limit the ability of researchers and others to address environmental impacts of agriculture and the potential to produce feedstocks. To address those needs, the GRACEnet (Greenhouse gas Reduction through Agricultural Carbon Enhancement network) and REAP (Renewable Energy Assessment Project) research programs were initiated by the USDA Agricultural Research Service (ARS). A major product of these programs is the creation of a database with greenhouse gas fluxes, soil carbon stocks, biomass yield, nutrient, and energy characteristics, and input data for modeling cropped and grazed systems. The data include site descriptors (e.g., weather, soil class, spatial attributes), experimental design (e.g., factors manipulated, measurements performed, plot layouts), management information (e.g., planting and harvesting schedules, fertilizer types and amounts, biomass harvested, grazing intensity), and measurements (e.g., soil C and N stocks, plant biomass amount and chemical composition). To promote standardization of data and ensure that experiments were fully described, sampling protocols and a spreadsheet-based data-entry template were developed. Data were first uploaded to a temporary database for checking and then were uploaded to the central database. A Web-accessible application allows for registered users to query and download data including measurement protocols. Separate portals have been provided for each project (GRACEnet and REAP) at nrrc.ars.usda.gov/slgracenet/#/Home and nrrc.ars.usda.gov/slreap/#/Home. The database architecture and data entry template have proven flexible and robust for describing a wide range of field experiments and thus appear suitable for other natural resource research projects. Ever-increasing demand for water to irrigate crops, support aquaculture, provide domestic water needs and to protect natural aquatic and riparian habitats has necessitated research to reduce impacts from a parallel increase in invasive aquatic weeds. This paper reviews the past 4-5 years of research by USDA-ARS covering such areas as weed biology, ecology, physiology and management strategies, including herbicides, biological control and potential for use of natural products. Research approaches range from field-level studies to highly specific molecular and biochemical work, spanning several disciplines and encompassing the most problematic weeds in these systems. This research has led to new insights into plant competition, host-specificity, and the fate of aquatic herbicides, their modes of action and effects on the environment. Another hallmark of USDA-ARS research has been its many collaborations with other federal, state action and regulatory agencies and private industry to develop new solutions to aquatic weed problems that affect our public natural resources and commercial enterprises.

Survey findings, confirming widespread malnutrition, led to the 1969 White House Conference on Food, Nutrition, and Health and increased funding of related Federal programs. In 1976, the ARS Administrator proposed to Congress a greatly expanded program for human nutrition research. This led to the development of USDA Human Nutrition Research Centers at Universities. Funding of these Centers resulted mainly from efforts of scientists and others from the states where Centers were located. USDA formed the Science and Education Administration (SEA) by merging several related research and education agencies, expecting to improve coordination and focus. Human nutrition research activities were placed in SEA under a USDA Human Nutrition Center in 1978, which was terminated in 1982 when SEA was disbanded. Coordination of human nutrition research within USDA and with other federal agencies required specific mechanisms. Within USDA, a subcommittee met regularly to exchange information and generate policy recommendations. Quarterly meetings of USDA Human Nutrition Center directors were held to enhance information exchange and cooperation. A Human Nutrition Board of Scientific Counselors was established to advise the Secretary regarding program direction and priorities. Human nutrition at the federal level was coordinated through the Interagency Committee on Human Nutrition Research (ICHNR). ICHNR devised a computerized database of ongoing federal food and nutrition research, developed a comprehensive 5-y research plan, and held biennial conferences for scientific presentations. Most important were the several interagency committees, which worked together to ensure that all federal agencies spoke with 1 voice. These committees functioned most effectively.
