Using Frankencerts for Automated Adversarial Testing of Certificate Validation in SSL/TLS Implementations.

Modern network security rests on the Secure Sockets Layer (SSL) and Transport Layer Security (TLS) protocols. Distributed systems, mobile and desktop applications, embedded devices, and all of secure Web rely on SSL/TLS for protection against network attacks. This protection critically depends on whether SSL/TLS clients correctly validate X.509 certificates presented by servers during the SSL/TLS handshake protocol. We design, implement, and apply the first methodology for large-scale testing of certificate validation logic in SSL/TLS implementations. Our first ingredient is "frankencerts," synthetic certificates that are randomly mutated from parts of real certificates and thus include unusual combinations of extensions and constraints. Our second ingredient is differential testing: if one SSL/TLS implementation accepts a certificate while another rejects the same certificate, we use the discrepancy as an oracle for finding flaws in individual implementations. Differential testing with frankencerts uncovered 208 discrepancies between popular SSL/TLS implementations such as OpenSSL, NSS, CyaSSL, GnuTLS, PolarSSL, MatrixSSL, etc. Many of them are caused by serious security vulnerabilities. For example, any server with a valid X.509 version 1 certificate can act as a rogue certificate authority and issue fake certificates for any domain, enabling man-in-the-middle attacks against MatrixSSL and GnuTLS. Several implementations also accept certificate authorities created by unauthorized issuers, as well as certificates not intended for server authentication. We also found serious vulnerabilities in how users are warned about certificate validation errors. When presented with an expired, self-signed certificate, NSS, Safari, and Chrome (on Linux) report that the certificate has expired-a low-risk, often ignored error-but not that the connection is insecure against a man-in-the-middle attack. These results demonstrate that automated adversarial testing with frankencerts is a powerful methodology for discovering security flaws in SSL/TLS implementations.

The aviation system now depends on information technology more than ever before to ensure safety and efficiency. To address concerns about the efficacy of software aspects of the certification process, the Federal Aviation Administration (FAA) began the Streamlining Software Aspects of Certification (SSAC) program. The SSAC technical team was commissioned to gather data, analyze results, and propose recommendations to maximize efficiency and minimize cost and delay, without compromising safety. The technical team conducted two public workshops to identify and prioritize software approval issues, and conducted a survey to validate the most urgent of those issues. The SSAC survey, containing over two hundred questions about the FAA's software approval process, reached over four hundred industry software developers, aircraft manufacturers, and FAA designated engineering representatives. Three hundred people responded. This report presents the SSAC program rationale, survey process, preliminary findings, and recommendations.

There is growing interest in software 'certification', i.e., confirmation that software has performed satisfactorily under a defined certification protocol. Regulatory agencies, customers, and prospective reusers all want assurance that a defined product standard has been met. In other industries, products are typically certified under protocols in which random samples of the product are drawn, tests characteristic of operational use are applied, analytical or statistical inferences are made, and products meeting a standard are 'certified' as fit for use. A warranty statement is often issued upon satisfactory completion of a certification protocol. This paper outlines specific engineering practices that must be used to preserve the validity of the statistical certification testing protocol. The assumptions associated with a statistical experiment are given, and their implications for statistical testing of software are described.

The transition from hardcopy records to electronic records is in the forefront for healthcare today. For healthcare facilities, a major issue is determining who can access patients' medical information and how access to this information can be controlled. There are three components to access control: identification, authentication and authorization. Checking proof of identity is a means of authenticating someone--through a driver's license, passport or their fingerprints. Similar processes are needed in a computer environment, through the use of passwords, one-time passwords or smartcards, encryption and kerberos, and call-back procedures. New in the area of access control are biometric devices, which are hardware/software combinations that digitize a physical characteristic and compare the sample with previously stored samples. Fingerprints, voiceprints and facial features are examples. Their cost is currently prohibitive, but in time, they may become more common. Digital certificates and certification authorities are other means used to authenticate identify. When a system challenges a user's identity at log on, the user provides a certification that tells the system to go to the issuing certification authority and find proof the user's claim is valid. Low-level certifications offer little value for sensitive data, but high-level certification is now being introduced. It requires more specific, detailed information on the applicant. Authorization, the final component of access control, establishes what a specific user can and cannot access. To have effective access control, transaction logging and system monitoring are needed to ensure the various techniques are being used and performing properly.

This report is based on one prepared as a chapter for the FAA Digital Systems Validation Handbook (a guide to assist FAA certification specialists with advanced technology issues). Its purpose is to explain the use of formal methods in the specification and verification of software and hardware requirements, designs, and implementations; to identify the benefits, weaknesses, and difficulties in applying these methods to digital systems used in critical applications; and to suggest factors for consideration when formal methods are offered in support of certification. The presentation concentrates on the rationale for formal methods and on their contribution to assurance for critical applications within a context such as that provided by DO-178B (the guidelines for software used on board civil aircraft); it is intended as an introduction for those to whom these topics are new.

Quality in sickness certificates in a Swedish social security system perspective.

In Sweden, the information in the sickness certificate is crucially important for the sick-listed person as well as for the Swedish Social Insurance Agency and the sick-listed person's employer. The certificate is used as the basis for deciding whether a person is entitled to sickness benefits. Further, it communicates information significant for the return-to-work process. The aim of the study was to evaluate the quality of sickness certificates issued in primary health care and examine if the patients' or physicians' gender influences the information in the sickness certificate. An insurance specialist at the Swedish Social Insurance Agency assessed the quality of the stated information in a sample of 323 certificates issued by 146 different general practitioners at 29 different primary health care centres in northern Sweden. Thirty-four percent of the certificates did not contain sufficient information requested. The areas of the certificates in need of supplementary information were mainly the descriptions of impairment of body function and activity limitation. More certificates issued for women than certificates issued for men lacked the required information. Full-time sick leave was more often prescribed for male patients than for female. Significant differences between certificates issued for women and certificates issued for men appeared in the group of musculoskeletal diseases. No differences in quality aspects connected to physicians' gender were found. Our study indicates a need for increased knowledge about the descriptions of functioning for sick-listed persons; more cooperation between health professionals in primary health care and a better gender awareness in health care encounters. © 2015 the Nordic Societies of Public Health.

Death certificates (DC) can provide valuable health status data regarding disease incidence, prevalence and mortality in a community. It can guide local health policy and help in setting priorities. Incomplete and inaccurate DC data, on the other hand, can significantly impair the precision of a national health information database. In this study we evaluated the accuracy of death certificates at a tertiary care teaching hospital in a Karachi, Pakistan. A retrospective study conducted at Aga Khan University Hospital, Karachi, Pakistan for a period of six months. Medical records and death certificates of all patients who died under adult medical service were studied. The demographic characteristics, administrative details, co-morbidities and cause of death from death certificates were collected using an approved standardized form. Accuracy of this information was validated using their medical records. Errors in the death certificates were classified into six categories, from 0 to 5 according to increasing severity; a grade 0 was assigned if no errors were identified, and 5, if an incorrect cause of death was attributed or placed in an improper sequence. 223 deaths occurred during the study period. 9 certificates were not accessible and 12 patients had incomplete medical records. 202 certificates were finally analyzed. Most frequent errors pertaining to patients' demographics (92%) and cause/s of death (87%) were identified. 156 (77%) certificates had 3 or more errors and 124 (62%) certificates had a combination of errors that significantly changed the death certificate interpretation. Only 1% certificates were error free. A very high rate of errors was identified in death certificates completed at our academic institution. There is a pressing need for appropriate intervention/s to resolve this important issue.

Unpredictable checks of yellow fever vaccination certificates upon arrival in Tanzania.

Yellow fever (YF) is a mosquito-borne disease, which can be prevented by vaccination. While YF vaccination (YFV) is not generally recommended for travellers to Tanzania, proof of YFV may be required upon arrival. In April 2013, the World Health Organization concluded that one dose of YFV confers lifelong protection and countries have started to adapt their entry requirements. The traveller's consultant has to balance the risk of YFV and the risk of encountering problems when entering a country without a valid YFV, especially because countries are slowly implementing the requirements. We performed a survey among 421 travellers to Tanzania with a pre-travel consultation at the Travel Clinic of the University of Zurich about their experiences with YFV certificate inspections upon arrival in Tanzania between January and November 2015. There were three main findings: (i) most vaccine card checks were done while crossing the land border of Tanzania. Inspections were frequently conducted at Arusha airport, less often in Dar es Salaam and Zanzibar. In the latter a significantly larger percentage of individuals arriving by ferry/boat were checked than those arriving by plane. (ii) Checks appeared to be non-systematic. They were also performed in travellers who did not enter Tanzania from a YF-endemic country. No seasonal or daytime pattern could be identified; the thoroughness of checks varied widely. (iii) In the case of travel without valid YFV, an exemption certificate was always accepted. In travellers with neither a valid YFV nor an exemption certificate, travellers reported forced YF vaccination and fines before entry was granted. We recommend YFV or a YF exemption certificate for all travellers to Tanzania until further notice. The decision of whether to vaccinate against YF or to issue an exemption should be based on exposure risk to YF infection in other countries during travel. © International Society of Travel Medicine, 2016. Japanese government established the system for renewing educational personnel certificates in 2007 and mandated the adoption of it in April 2009 (cf. “2007 White Paper on Education, Culture, Sports, Science and Technology”, available at http://www.mext.go.jp/english/). The new system shows that the valid period for each regular certificate after the renewal system adoption (April 1, 2009) is until the end of the fiscal year after ten years from satisfying the qualifications required for the certificate. Only persons who have attended over 30 hours and passed the examination in the certificate renewal courses before the expiration of the valid period can renew their certificate which is valid for next ten years. The purpose of this system is for teachers to acquire the latest knowledge and skills. Certificate renewal courses authorized by Ministry of Education, Culture, Sports, Science and Technology of Japan are offered by universities. Attendees will choose based on their specialty and awareness of issues from the various courses with education curriculums and. To renew their certificates, they should include (1) items regarding the latest trends and issues in education (12 hours) and (2) items regarding their speciality and other educational enhancement (three 6-hours course: total 18 hours). In 2008, before the adoption, provisional certificate renewal courses were offered for trial by more than 100 universities. The author offered a 6-hour course titled by “Development of teaching materials for school pupils to make understand the dynamic motion of the earth - utilising the results of the GPS ranging”. This course was targeted mainly for science teachers of middle- and high-schools. The goal of this course was for the attendees to understand the role of GPS ranging for the direct observation of the crustal movement and plate motion, and to produce the teaching materials possibly used in the classrooms. The offering of this course is aiming finally at contribution for the schoolchildren to experience “the method of science”: the process of data acquisition, processing, analysis, discussion based on the results, and modelling. The advantage of offering the course in Okinawa is that the Ryukyu Trench, a convergent boundary between the Philippine Sea Plate and the Eurasian Plate, is located within the territory of Okinawa Prefecture, Japan. GPS ranging observation by Geographic Survey Institute of Japan (GSI) shows that the baseline length between Okinawa Island (on the Eurasian Plate) and Daito Islands (on the Philippine Sea Plate) decreases by about 9-10 cm/year. Basic data of GPS observation used in the course were downloaded from the site of GSI. These data with relevant documentations were supplied to the attendees. Schedule of the course was: (1) Lecture on basics of GPS, ranging by GPS observation and its application to monitoring of the plate motion (1 hour); (2) Making teaching materials (2 hours); (3) Trial lecture by use of the teaching materials made by each attendee, discussion by all (2 hours); (4) Finalising the teaching materials and submission (1 hour).

Verification and Validation Challenges for Adaptive Flight Control of Complex Autonomous Systems

Autonomy of aerospace systems requires the ability for flight control systems to be able to adapt to complex uncertain dynamic environment. In spite of the five decades of research in adaptive control, the fact still remains that currently no adaptive control system has ever been deployed on any safety-critical or human-rated production systems such as passenger transport aircraft. The problem lies in the difficulty with the certification of adaptive control systems since existing certification methods cannot readily be used for nonlinear adaptive control systems. Research to address the notion of metrics for adaptive control began to appear in the recent years. These metrics, if accepted, could pave a path towards certification that would potentially lead to the adoption of adaptive control as a future control technology for safety-critical and human-rated production systems. Development of certifiable adaptive control systems represents a major challenge to overcome. Adaptive control systems with learning algorithms will never become part of the future unless it can be proven that they are highly safe and reliable. Rigorous methods for adaptive control software verification and validation must therefore be developed to ensure that adaptive control system software failures will not occur, to verify that the adaptive control system functions as required, to eliminate unintended functionality, and to demonstrate that certification requirements imposed by regulatory bodies such as the Federal Aviation Administration (FAA) can be satisfied. This presentation will discuss some of the technical issues with adaptive flight control and related V&V challenges.

PKIX Certificate Status in Hybrid MANETs

Certificate status validation is a hard problem in general but it is particularly complex in Mobile Ad-hoc Networks (MANETs) because we require solutions to manage both the lack of fixed infrastructure inside the MANET and the possible absence of connectivity to trusted authorities when the certification validation has to be performed. In this sense, certificate acquisition is usually assumed as an initialization phase. However, certificate validation is a critical operation since the node needs to check the validity of certificates in real-time, that is, when a particular certificate is going to be used. In such MANET environments, it may happen that the node is placed in a part of the network that is disconnected from the source of status data at the moment the status checking is required. Proposals in the literature suggest the use of caching mechanisms so that the node itself or a neighbour node has some status checking material (typically on-line status responses or lists of revoked certificates). However, to the best of our knowledge the only criterion to evaluate the cached (obsolete) material is the time. In this paper, we analyse how to deploy a certificate status checking PKI service for hybrid MANET and we propose a new criterion based on risk to evaluate cached status data that is much more appropriate and absolute than time because it takes into account the revocation process.

The purpose of this study was to examine psychometric properties of the Perceived Value of Certification Tool© with a focus on nurse educator certification (PVCT-NE) in a sample of nurse educators. Greater understanding of faculty perceptions of certification is necessary to facilitate a strong cadre of nursing faculty; however, research around nurse educator certification is limited by a lack of reliable and valid instruments to measure such perceptions. Twenty-four nursing faculty from one university participated in the psychometric study, which involved completion of the PVCT-NE in a web-based survey format. Internal consistency reliability was excellent. Cronbach's alpha for the total PVCT-NE was .94 (.93 for the intrinsic subscale and .86 for the extrinsic subscale). A content validity index of .95 was obtained. There is preliminary evidence that the PVCT-NE is a reliable and valid instrument to measure perceived value of certification in nurse educators.

Experimental evaluation of certification trails using abstract data type validation

Certification trails are a recently introduced and promising approach to fault-detection and fault-tolerance. Recent experimental work reveals many cases in which a certification-trail approach allows for significantly faster program execution time than a basic time-redundancy approach. Algorithms for answer-validation of abstract data types allow a certification trail approach to be used for a wide variety of problems. An attempt to assess the performance of algorithms utilizing certification trails on abstract data types is reported. Specifically, this method was applied to the following problems: heapsort, Hullman tree, shortest path, and skyline. Previous results used certification trails specific to a particular problem and implementation. The approach allows certification trails to be localized to 'data structure modules,' making the use of this technique transparent to the user of such modules.

The ability to integrate theory with practice is integral to a student's success. A common reason for attrition from a nurse anesthesia program is clinical issues. To document clinical competence, students are evaluated using various tools. For use of a clinical evaluation tool as possible evidence for a student's dismissal, an important psychometric property to ensure is instrument validity. Clinical evaluation instruments of nurse anesthesia programs are not standardized among programs, which suggests a lack of instrument validity. The lack of established validity of the instruments used to evaluate students' clinical progress brings into question their ability to detect a student who is truly in jeopardy of attrition. Given this possibility, clinical instrument validity warrants research to be fair to students and improve attrition rates based on valid data. This ex post facto study evaluated a 17-item clinical instrument tool to demonstrate the need for validity of clinical evaluation tools. It also compared clinical scores with scores on the National Certification Examination.

As the field of wound care advances and seeks validity as a distinctive healthcare specialty, it becomes imperative to define practice competencies for all related professionals in the arena. As such, the myriad nurses practicing wound care in settings across the continuum should be understood for their unique contribution to the wound care team. Furthermore, the hierarchy of wound care nursing with varying levels of licensure, certification, and scope of practice can be clarified to delineate leadership and reimbursement issues to meet current health care challenges. A random sample of 395 December 1989 North Carolina birth certificates and the corresponding maternal hospital medical records were examined to validate selected items. Reporting was very accurate for birth-weight, Apgar score, and method of delivery; fair to good for tobacco use, prenatal care, weight gain during pregnancy, obstetrical procedures, and events of labor and delivery; and poor for medical history and alcohol use. This study suggests that many of the new birth certificate items will support valid aggregate analyses for maternal and child health research and evaluation. PMID:8342728

Sickness certification for patients with acute cough/LRTI in primary care in Poland and Norway

Objective To compare the frequency and duration of sickness certificates issued by GPs to Polish and Norwegian working adults with acute cough/lower respiratory tract infection (LRTI). Design Cross-sectional observational study with clinicians from nine primary care centres in Poland and 11 primary care centres in Norway. GPs filled out a case report form for all patients, including information on antibiotic prescribing, sickness certification, and advice to stay off work. Setting Primary care research networks in Poland and Norway. Subjects Working adults with a new or worsening cough or clinical presentation suggestive of LRTI. Main outcome measures Issuing sickness certificates and advising patients to stay off work. Results GPs recorded similar symptoms and signs in patients in the two countries. Antibiotics were prescribed more often in Polish than in Norwegian patients (70.4% vs. 27.1%, p < 0.0001). About half of the patients received a formal sickness certificate (50.5% in Norway and 52.0% in Poland). The proportion of patients advised to stay off work was significantly higher in the Polish sample compared with the Norwegian sample (75.2% vs. 56.1%, p = 0.002). Norwegian GPs less often issued sick certificates for more than seven days (5.6% vs. 36.9%, p < 0.0001). Conclusion The overall proportion of sickness certification for acute cough/LRTI was similar in Norwegian and Polish patients. However, in the Polish sample, GPs more often advised patients to take time off work without issuing a sick note. When sickness certificates were issued, duration of longer than seven days was more common in Polish than in Norwegian patients. PMID:21189105

The certification experience for the primary, safety-of-flight composite structure applications on the F-16 is discussed. The rationale for the selection of delamination as the major issue for damage tolerance is discussed, as well as the modeling approach selected. The development of the necessary coupon-level data base is briefly summarized. The major emphasis is on the description of a full-scale fatigue test where delamination growth was obtained to demonstrate the validity of the selected approach. A summary is used to review the generic features of the methodology.

Women's Land Tenure Security and Household Human Capital: Evidence from Ethiopia's Land Certification.

This paper examines the impact of Ethiopia's gendered land certification programs on household consumption of healthcare, food, education, and clothing. Ethiopia embarked on a land tenure reform program in 1998, after years of communism during which all land was nationalized. The reform began in Tigray region where land certificates were issued to household heads, who were primarily male. In a second phase carried out in 2003-2005, three other regions issued land certificates jointly to household heads and spouses, presenting variation in land tenure security by gender. Results using household panel data show that joint land certification to spouses was accompanied by increased household consumption of healthcare and homegrown food and decreased education expenditure, compared to household-head land certification. Joint land certification was also accompanied by increased consumption of women's and girls' clothing, and decreased men's clothing expenditures indicating results may be explained by a shift in the gender balance of power within households. Analysis on the incidence and duration of illness indicates that increased healthcare expenditures after joint land certification may be due to joint certification households seeking more effective treatment than head-only certification households for household members who fell ill or suffered injuries.

The Data Seal of Approval (DSA) and the International Council for Science - World Data System (ICSU-WDS) have both developed minimally intensive core certification standards whereby digital repositories supply evidence that they are trustworthy and have a long-term outlook. Both DSA and WDS applicants have found core certification to be beneficial: building stakeholder confidence, enhancing the repository's reputation, and demonstrating that it is following good practices; as well as stimulating the repository to focus on processes and procedures, thereby achieving ever higher levels of professionalism over time.The DSA and WDS core certifications evolved independently serving initially different communities but both initiatives are multidisciplinary with catalogues of criteria and review procedures based on the same principles. Hence, to realize efficiencies, simplify assessment options, stimulate more certifications, and increase impact on the community, the Repository Audit and Certification DSA-WDS Partnership Working Group (WG) was established under the umbrella of the Research Data Alliance (RDA). The WG conducted a side-by-side analysis of both frameworks to unify the wording and criteria, ultimately leading to a harmonized Catalogue of Common Requirements for core certification of repositories—as well as a set of Common Procedures for their assessment.This presentation will focus on the collaborative effort by DSA and WDS to establish (1) a testbed comprising DSA and WDS certified data repositories to validate both the new Catalogue and Procedures, and (2) a joint Certification Board towards their practical implementation. We will describe:• The purpose and methodology of the testbed, including selection of repositories to be assessed against the common standard.• The results of the testbed, with an in-depth look at some of the comments received and issues highlighted.• General insights gained from evaluating the testbed results, the subsequent changes to the Common Requirements and Procedures, and an assessment of the success of these enhancements.• Steps by the two organizations to integrate the Common Certification into their tools and systems. Assessing the Awareness of Agents Involved in Issuance of Death Certificates About Death Registration Rules in Iran

Introduction: In the death registration system, issuance of death certificate, as a binding rule, is considered among the major necessities of preparation of death statistics. In order to prepare death statistics that are adequately valid for subsequent applications, it is necessary to properly encode death certificates and fully follow rules on causes underlying death. This study aimed to assess the awareness and performance of agents involved in issuance of death certificate in the national death records system. Methods: It was a descriptive cross-sectional research, which was performed from September 2013 to March 2014 on 96 agents involved in issuance of death certificate Imam Khomeini, Alavi, Fatemi and BuAli education and treatment centers of Ardebil University of Medical Sciences. The population included faculty staff physicians, residents and health information management staffs. The research scale was also a researcher-made questionnaire that questioned the demographic information as well as awareness and performance of participants regarding death certificate coding rules. Research data was analyzed based on descriptive statistics and the chi-square test method in the SPSS software at a confidence level of 95%. Findings: A total of 34.42% of participants were aware of the general rules on issuance of death certificates while faculty staff higher specialists (41.67%) and clinical coders (38.34%) with five years of experience demonstrated the highest awareness levels. Only 23 participants (24.6%) were trained to issue death certificates. A total of 76 participants (79.3%) announced their need for learning how to complete death certificate forms on a constant basis. The awareness of participants about the general principle was assessed to be low (30.25%). Moreover, their awareness of selection rules and modification rules was low (27.75%) and moderate (45.25%), respectively. The chi-square test revealed a significant relationship between work experience and awareness of participants about coding rules (P=0.001), but no significant relationship was observed between education and awareness of coding rules (P=0.497). Conclusion: The awareness of participants about rules on coding death causes and their performance in this field was so satisfactory. That is to say, the awareness of faculty staff and health information management staffs was unexpectedly low. Seemingly, lack of adequate training is an international issue that causes mistakes in the recording of information on mortality. Hence, a short-term solution is to train faculty staff and residents and also revise the training provided to health information management staffs. As a long-term solution it is possible to provide related courses to general practitioner students. PMID:26156914

Sickness certification difficulties in Ireland--a GP focus group study.

Sickness certification causes problems for general practitioners (GPs). Difficulty with the assessment of capacity to work, conflict with patients and other non-medical factors have been shown to influence GPs' decision-making. Inadequate leadership and management of certification issues add to GPs' difficulties. To explore problems associated with sickness certification, as part of a larger mixed method research project exploring GPs' experiences and perceptions of sickness certification in Ireland. A qualitative study in an urban region of Ireland. A focus group of four male and four female GPs explored problems encountered by GPs in certifying sickness absence. Thematic data analysis was used. Three major themes emerged: perception of the sickness certification system, organization of health care and cultural factors in sickness absence behaviour. Employment structures in public and private sectors and lack of communication with other health care providers and employers were identified as complicating sickness certification. GPs encounter a complexity of issues in sick certification and are dissatisfied with their role in certifying sickness absence. Our results open the debate for policy change and development in Ireland.

Attention-deficit/hyperactivity disorder is a problematic diagnosis in the context of aeromedical certification. Certain characteristics of the disorder such as impaired attention potentially affect the safe conduct of flying. Pharmacological treatment with stimulants also has issues surrounding short half-lives and effects on the recognition of fatigue. This article gives a broad overview of the issues involved and provides certification guidelines as adopted in the Australian Civil Aviation Safety Authority which may be helpful if adopted by other certification bodies.

Certification of COTS Software in NASA Human Rated Flight Systems

Adoption of commercial off-the-shelf (COTS) products in safety critical systems has been seen as a promising acquisition strategy to improve mission affordability and, yet, has come with significant barriers and challenges. Attempts to integrate COTS software components into NASA human rated flight systems have been, for the most part, complicated by verification and validation (V&V) requirements necessary for flight certification per NASA s own standards. For software that is from COTS sources, and, in general from 3rd party sources, either commercial, government, modified or open source, the expectation is that it meets the same certification criteria as those used for in-house and that it does so as if it were built in-house. The latter is a critical and hidden issue. This paper examines the longstanding barriers and challenges in the use of 3rd party software in safety critical systems and cover recent efforts to use COTS software in NASA s Multi-Purpose Crew Vehicle (MPCV) project. It identifies some core artifacts that without them, the use of COTS and 3rd party software is, for all practical purposes, a nonstarter for affordable and timely insertion into flight critical systems. The paper covers the first use in a flight critical system by NASA of COTS software that has prior FAA certification heritage, which was shown to meet the RTCA-DO-178B standard, and how this certification may, in some cases, be leveraged to allow the use of analysis in lieu of testing. Finally, the paper proposes the establishment of an open source forum for development of safety critical 3rd party software.
