This review examines the effectiveness of drinking water regulations to inform public health during extreme precipitation events. This paper estimates the vulnerability of specific populations to flooding in their public water system, reviews the literature linking precipitation to waterborne outbreaks, examines the role that Safe Drinking Water Act and Public Notification (PN) Rule have in public health emergencies, and reviews the effectiveness of the PN Rule during the 2017 Hurricane Maria in Puerto Rico. Public water systems in large metropolitan areas have substantial portions of their customer base at risk for a waterborne outbreak during a flooding event. The PN Rule are ambiguous for who is responsible for declaring a "waterborne emergency" following a natural disaster like Hurricane Maria. Revisions to the current PN Rule that mandate public notification and water quality sampling during extreme precipitation events are necessary to ensure the public is aware of their drinking water quality following these events.

Although reauthorization of the Clean Water Act was scheduled for 1992, action has stalled due to debate over the contentious wetland issue and is not likely to pick up again until after the first of the year. The subject of the debate, regulation of wetlands, is found in Section 404, which makes up only a small part of the Clean Water Act.At the meeting, “New Directions in Clean Water Policy,” held in Charlottesville, Va., July 28-31, Ralph Heimlich, an economist with the Office of Policy and Planning Evaluation at the Environmental Protection Agency, said “it is unfortunate that the Section 404 Dredge and Fill permit program, our only national wetland regulation, is part of the Clean Water Act.” The controversy over wetland reform, he added, “has delayed and threatens to poison action on Clean Water Act reauthorization, provisions that may be more directly significant in improving water quality.”

Protecting public health requires the acquisition, use, and storage of extensive health-related information about individuals. The electronic accumulation and exchange of personal data promises significant public health benefits but also threatens individual privacy; breaches of privacy can lead to individual discrimination in employment, insurance, and government programs. Individuals concerned about privacy invasions may avoid clinical or public health tests, treatments, or research. Although individual privacy protections are critical, comprehensive federal privacy protections do not adequately protect public health data, and existing state privacy laws are inconsistent and fragmented. The Model State Public Health Privacy Act provides strong privacy safeguards for public health data while preserving the ability of state and local public health departments to act for the common good.

From October 1983 through March 1984, a chemical sampling reconnaissance was made of ground water used for public supply for 91 communities throughout Florida. Public supply wells present an excellent network for collecting baseline water-quality information on the quality of ground water prior to any treatment because they are located throughout the State, are in the most populated areas, usually have continuous and often high pumpage, and have great health and economic significance. The reconnaissance was part of several project tasks sponsored by the Florida Department of Environmental Regulation to develop guidelines and data bases for use in the design and implementation of a statewide ground-water monitoring network as mandated by the recent enactment of Florida 's Water Quality Assurance Act of 1983. To review guidance from professional medical associations to physicians on the Sunshine Act, with a focus on industry support for medical publications. Using 'Sunshine Act' as a search term, we searched PubMed (dates February 2013 to November 2014) and the 'grey literature' using Google and Google Scholar. Online information was extracted from websites of pre-identified professional medical associations. Some professional medical associations have published peer-reviewed recommendations, position statements or general advice on their websites and in journals around the Sunshine Act. Associations also provided broad online educational resources for physicians. There was universal agreement between peer-reviewed publications, including guidelines, for the need for full transparency and disclosure of industry support. Surveys by some professional associations showed variance in opinion on the forecasted impact of the Sunshine Act on physician-industry relationships. There was scarce information specifically related to reporting requirements for industry-supported medical publications. There is a shortage of information for physicians from professional associations regarding the Sunshine Act and support for medical publications. Due to the lack of clear guidance regarding support for publications, there are presently varying interpretations of the Sunshine Act. The literature debates the potential impact of the Sunshine Act and expresses some concerns that physician-enabled innovation in drug development may be hindered.

Environmental problems and their potential impacts on public health vary in scale and time depending on the level and nature of pollutants. Although water is regarded as the source of all kinds of life on earth, it also acts as an efficient carrier of pollutants. Contamination of drinking water, agricultural water, or recreational water by infectious pathogens, chemical pollutants, or others can have significant impacts on public health. During the past few decades, waterborne diseases continued to spread and the health risks continued to increase. The correlation between water resources and public health is more evident in arid regions. This article discusses the availability of water resources in the Gulf Cooperation Council countries and elaborates on the possible impacts of water resources on public health. It emphasizes the importance of preservation of water quality and prevention of waterborne diseases, which could be achieved through a coordinated effort from diverse groups and disciplines.

This report presents data for public water suppliers in Utah during 1979. A public water supply system supplies water for human consumption and other domestic uses. It can be publicly or privately owned and includes systems supplying water to cities, subdivisions, federal installations, summer homes, and camping areas. The data were collected through questionnaires mailed to the various public water suppliers in the state. The public suppliers and their data listed in this report are not complete but will be expanded as more water utility personnel respond to the questionnaire. Through telephone and personal visits, attempts were made to verify those data which seemed inconsistent with water data collected in other areas of the state. While the degree of confidence in the accuracy of the data is believed to be good, some caution should be exercised in its interpretation. In most cases, the information submitted is only as good as the water measuring devices or personal estimations of the public water supply personnel.

The Interconnectedness of Water and Health: Translating Science Into Public Health-driven Policy

Louisiana and other U.S. Gulf Coast communities' unique vulnerability stems from three interconnected stressors they face: historic health disparities, persistent environmental stressors, and a geography prone to both natural and technological disasters. The health of the ecosystem is inextricably linked to that of humans. Specifically, water presents both a central asset and an intransigent environmental health threat. Waterborne illnesses associated with infectious organisms, chemical contaminants, coastal erosion, natural and technological disasters such as hurricanes and oil spills, as well as climate change-associated sea level rise and dead zones, all can negatively impact human health. Existing water-related policies at the federal, state, and local levels have failed to effectively protect the health of communities and their environment to date. For example, despite the existence of the Clean Water Act and the Safe Drinking Water Act, oil spills and drinking water contamination continue to pose significant threats to communities' health and wellbeing. This presentation will examine water-related threats to Gulf Coast communities and their ecosystem. Emphasis will be placed on key examples of policy failure and the impact such failures. A public health-driven framework will demonstrate how science can inform evidence- based policy and in turn prevention-driven public health practice.

The Clean Water Act was designed to protect the integrity of surface waters of the United States. Originally limited to solely waters that were traditionally navigable, the jurisdictional bounds of the Clean Water Act have been expanded to include many other ‘waters of the United States,’ some of which are in fact unnavigable. This expansion of the definition of ‘navigable waters’ has brought many litigative challenges to the true jurisdictional limits of the Act. The recent Supreme Court opinions in Rapanos v. United States (2006) and the subsequent interpretation by lower federal courts have set the precedent for a new approach to jurisdictional determinations, where considerations of function and effect act as gatekeepers for inclusion under the CWA. Justice Kennedy’s significant nexus standard from Rapanos (2006) limits jurisdictional coverage under the Clean Water Act to ‘waters that have a significant nexus with traditional navigable waters.’ Thus, establishing a ‘significant nexus’ between a water body in question and traditionally navigable waters satisfies the requisites needed for inclusion within the scope of the Clean Water Act. By and large there has been a lack of consideration for the near subsurface components of streams when discussing the application of the significant nexus standard. We propose that hyporheic zones, a volume of alluvial aquifer that hosts the exchange of stream water, should be covered under the Clean Water Act, since these zones are intimately connected with their adjoining surface waters and facilitate many processes that are key to supporting healthy stream ecosystems and good water quality. Given the opinions rendered in Rapanos (2006) and the guidance offered by the EPA and Corps following the decision, we demonstrate that the hyporheic zone fulfills each of the functional and ecological example factors used to establish a significant nexus. QC sample results are required in order to have confidence in the results from analytical tests. Some of the AOAC water methods include specific QC procedures, frequencies, and acceptance criteria. These are considered to be the minimum controls needed to perform the method successfully. Some regulatory programs, such as those in 40 CFR Part 136.7, require additional QC or have alternative acceptance limits. Essential QC measures include method calibration, reagent standardization, assessment of each analyst's capabilities, analysis of blind check samples, determination of the method's sensitivity (method detection level or quantification limit), and daily evaluation of bias, precision, and the presence of laboratory contamination or other analytical interference. The details of these procedures, their performance frequency, and expected ranges of results are set out in this manuscript. The specific regulatory requirements of 40 CFR Part 136.7 for the Clean Water Act, the laboratory certification requirements of 40 CFR Part 141 for the Safe Drinking Water Act, and the ISO 17025 accreditation requirements under The NELAC Institute are listed.

Public water-supply systems in Tennessee provide water to meet customer needs for domestic, industrial, and commercial users and municipal services. In 2000, more than 500 public water-supply systems distributed about 890 million gallons per day (Mgal/d) of surface water and ground water to a population of about 5 million in Tennessee. Surface-water sources provided 64 percent (about 569 Mgal/d) of the State?s water supplies, primarily in Middle and East Tennessee. Ground water produced from wells and springs in Middle and East Tennessee and from wells in West Tennessee provided 36 percent (about 321 Mgal/d) of the public water supplies. Springs in Middle and East Tennessee provided about 14 percent (about 42 Mgal/d) of ground-water supplies used in the State. Per capita water use for Tennessee in 2000 was about 136 gallons per day. An additional 146 public water-supply systems provided approximately 84 Mgal/d of water supplies that were purchased from other water systems. Water withdrawals by public water-supply systems in Tennessee have increased by over 250 percent; from 250 Mgal/d in 1955 to 890 Mgal/d in 2000. Although Tennessee public water-supply systems withdraw less ground water than surface water, ground-water withdrawal rates reported by these systems continue to increase. In addition, the number of public water-supply systems reporting ground-water withdrawals of 1 Mgal/d or more in West Tennessee is increasing.

Given the public health importance of law modernization, we undertook a comparative analysis of policy efforts in 4 states (Alaska, South Carolina, Wisconsin, and Nebraska) that have considered public health law reform based on the Turning Point Model State Public Health Act. Through national legislative tracking and state case studies, we investigated how the Turning Point Act's model legal language has been considered for incorporation into state law and analyzed key facilitating and inhibiting factors for public health law reform. Our findings provide the practice community with a research base to facilitate further law reform and inform future scholarship on the role of law as a determinant of the public's health.

Quality assurance (QA) and quality control (QC) data are required in order to have confidence in the results from analytical tests and the equipment used to produce those results. Some AOAC water methods include specific QA/QC procedures, frequencies, and acceptance criteria, but these are considered to be the minimum controls needed to perform a microbiological method successfully. Some regulatory programs, such as those at Code of Federal Regulations (CFR), Title 40, Part 136.7 for chemistry methods, require additional QA/QC measures beyond those listed in the method, which can also apply to microbiological methods. Essential QA/QC measures include sterility checks, reagent specificity and sensitivity checks, assessment of each analyst's capabilities, analysis of blind check samples, and evaluation of the presence of laboratory contamination and instrument calibration and checks. The details of these procedures, their performance frequency, and expected results are set out in this report as they apply to microbiological methods. The specific regulatory requirements of CFR Title 40 Part 136.7 for the Clean Water Act, the laboratory certification requirements of CFR Title 40 Part 141 for the Safe Drinking Water Act, and the International Organization for Standardization 17025 accreditation requirements under The NELAC Institute are also discussed.

Public water-supply systems in Tennessee provide water to for domestic, industrial, and commercial uses, and municipal services. In 2005, more than 569 public water-supply systems distributed about 920 million gallons per day (Mgal/d) of non-purchased surface water and groundwater to a population of nearly 6 million in Tennessee. Surface-water sources provided 64 percent (about 591 Mgal/d) of the State's water supplies. Groundwater produced from wells and springs in Middle and East Tennessee and from wells in West Tennessee provided 36 percent (about 329 Mgal/d) of the public water supplies. Gross per capita water use for Tennessee in 2005 was about 171 gallons per day. Water withdrawals by public water-supply systems in Tennessee have increased from 250 Mgal/d in 1955 to 920 Mgal/d in 2005. Tennessee public water-supply systems withdraw less groundwater than surface water, and surface-water use has increased at a faster rate than groundwater use. However, 34 systems reported increased groundwater withdrawals during 2000–2005, and 15 of these 34 systems reported increases of 1 Mgal/d or more. The county with the largest surface-water withdrawal rate (130 Mgal/d) was Davidson County. Each of Tennessee's 95 counties was served by at least one public water-supply system in 2005. The largest groundwater withdrawal rate (about 167 Mgal/d) by a single public water-supply system was reported by Memphis Light, Gas and Water, which served 654,267 people in Shelby County in 2005.

Given the public health importance of law modernization, we undertook a comparative analysis of policy efforts in 4 states (Alaska, South Carolina, Wisconsin, and Nebraska) that have considered public health law reform based on the Turning Point Model State Public Health Act. Through national legislative tracking and state case studies, we investigated how the Turning Point Act's model legal language has been considered for incorporation into state law and analyzed key facilitating and inhibiting factors for public health law reform. Our findings provide the practice community with a research base to facilitate further law reform and inform future scholarship on the role of law as a determinant of the public's health. To examine trends in the source of modern contraception (public versus private sector); method choice (long-acting or permanent methods versus short-acting methods); and method and source combined. A retrospective analysis was conducted using data collected by national Demographic and Health Surveys and Reproductive Health Surveys during the period 1992-2012. The dataset included 18 low-income countries in Sub-Saharan Africa, 10 from Latin America and the Caribbean (LAC), and 8 from Asia. A substantial proportion-between 40% and 49%-of modern contraceptive users relied on the private sector in Asia and LAC in the last 20years, yet the proportion has been smaller in Sub-Saharan Africa, between 27% and 30%. Increased use of short-acting methods from both public and private sectors has driven the rise in contraceptive prevalence in Asia and LAC. Similarly, increased contraceptive prevalence in Sub-Saharan Africa reflected the increased use of short-acting methods obtained mainly through the public sector, with only limited use of long-acting or permanent methods through the private sector. The private sector has played a key role in the increase of modern CPR and the provision of modern contraceptives around the world, providing almost half of them in low-income countries. Yet, such increase was driven primarily by a more substantial role in the provision of short-acting methods than long acting and permanent methods. Crown Copyright © 2015. An inventory is made of the possibilities to recover sustainable energy from the water cycle by identifying different water flows in a municipal environment as a sustainable energy source. It is discussed what role public water utilities should play in the market of energy from water. This is done for Waternet, the public water utility of Amsterdam, by describing experiences on two practical applications for aquifer thermal energy storage and energy recovery from drinking water. The main conclusion is that public water utilities can substantially contribute to the production of sustainable energy, especially by making use of heat and cold from the water cycle. Public water utilities have the opportunity to both regulate and enter the market for energy from water.

The Clean Water Act is the principal federal law protecting the integrity of waters in the United States (e.g., rivers, streams, wetlands, lakes). Clean Water Act protection after U.S. Supreme Court decisions in Solid Waste Agency of Northern Cook County (SWANCC) (2001) and Rapanos (2006) is determined based on case-by-case analyses of connections among waters. Determining a water's status as a "water of the US" protected by the Act typically requires data and analysis of characteristics such as its flow, and biological and chemical relationships with downstream waters. When such data is not available, the Clean Water Act might not protect the quality and integrity of the water in question. This raises a number of legal and technical challenges for implementation, as well as questions regarding underlying aquatic sciences. In addition, many of the terms used by the court are not fully consistent with similar scientific terms, potentially causing confusion among policymakers and scientists alike. This presentation will discuss the Clean Water Act, and how currently its protections for aquatic resources are dependent on connectivity with larger downstream waters, particularly for those that do not flow perennially. The presentation will focus on the role science has played in forming and informing policy making, areas where science and policy may not be fully consistent, areas where research is still needed, and provide a policy "dictionary" for scientists interested in working on this evolving issue.

This report gives a summarized description of the public water supplies in a region comprising 81 counties of western Texas and lying generally west of the hundredth meridian. It is the fourth and last of this series of reports concerning the public water supplies of the State. It gives the available data for each of 142 communities, as follows: The population of the community; the name of the official from whom the information was obtained; the ownership of the waterworks, whether private or municipal; the source of supply, whether ground water or surface water; the amount of water consumed; the facilities for storage; the number of customers served; the character of the chemical and sanitary treatment of the water, if any; and the chemical analyses of the water. Where ground water is used the following also are given. Records of wells, including drillers' logs; character of the pumping equipment; and yield of the wells and water-level records where they are available. Of the 142 public supplies, 133 are obtained from ground water, 5 from surface water, and 4 from a combination of both. The total amount of water . used for public supply in the region averages about 78,000,000 gallons a day. Of this about 61,000,000 gallons a day is ground water and about 17,000,000 gallons a day is surface water. The ground-water resources of the region from which public water supplies are drawn are in rocks that range in age from Permian to Quaternary. The Ogallala formation of Tertiary age (Pliocene), which covers about 35,000 square miles of the High Plains in Texas, is the most important ground-water reservoir in the region. The formation furnishes water for 78 public supplies and for irrigating about 1,000,000 acres of land. The amount of water used for irrigating amounted to about 1,000,000 acre-feet in 1948. The Trinity and Fredericksburg groups of Lower Cretaceous age supply ground water in the western part of the Edwards Plateau, which constitutes an area of more than 22

As part of a program for evaluation of environmental contaminants in drinking water, risk assessments are being conducted to develop Public Health Goals (PHGs) for chemicals in drinking water, based solely on public health considerations. California's Safe Drinking Water Act of 1996 mandated the development of PHGs for over 80 chemicals by 31 December 1999. The law allowed these levels to be set higher or lower than federal maximum contaminant levels (MCLs), including a level of zero if data are insufficient to determine a specific level. The estimated safe levels and toxicological rationale for the first 26 of these chemicals are described here. The chemicals include alachlor, antimony, benzo[a]pyrene, chlordane, copper, cyanide, dalapon, 1,2-dichlorobenzene, 1,4-dichlorobenzene, 2,4-D, diethylhexylphthalate, dinoseb, endothall, ethylbenzene, fluoride, glyphosate, lead, nitrate, nitrite, oxamyl, pentachlorophenol, picloram, trichlorofluoromethane, trichlorotrifluoroethane, uranium and xylene(s). In Europe different types of water are marketed, each strictly defined by EC Directive 80/777 (Natural Mineral Water, Spring and Table Water) or 80/778 (Drinking Water). In Germany, an additional type of water is common in the market: curative/medical water. Product quality and safety, registration as medicine, and pharmaceutical control are defined by the German Federal Medicine Act. A medical water is treated as any other medicine and may be sold only in pharmacies. The use of any water in Germany is controlled and strictly regulated by the Federal Water Act (Fricke 1981). The following requirements are set by the act: (1) No water use without a permit, which is limited in time and quantity. (2) No single or juristic person may own water. (3) Water resources of public interest and their recharge areas are to be protected by the definition of water protection zones. (Natural mineral water is not of public interest and therefore is not required to be protected by the definition of water protection zones, although it represents a market value of more than US2 billion. Medical water is of public interest). The definition of water protection zones impacts private property rights and has to be handled carefully. In order to protect water resources, sometimes the economic basis of a traditional industrial and/or agricultural infrastructure is destroyed. The concerns and needs all citizens, including industry, must be considered in analyzing the adequacy of water protection zones.

The contribution of hydrological research in South Africa in quantifying green water flows for improved Integrated Land and Water Resources Management is reviewed. Green water refers to water losses from land surfaces through transpiration (seen as a productive use) and evaporation from bare soil (seen as a non-productive use). In contrast, blue water flows refer to streamflow (surface water) and groundwater / aquifer recharge. Over the past 20 years, a number of methods have been used to quantify the green water and blue water flows. These include micrometeorological techniques (e.g. Bowen ratio energy balance, eddy covariance, surface renewal, scintillometry, lysimetry), field scale models (e.g. SWB, SWAP), catchment scale hydrological models (e.g. ACRU, SWAT) and more recently remote sensing based models (e.g. SEBAL, SEBS). The National Water Act of South Africa of 1998 requires that water resources are managed, protected and used (developed, conserved and controlled) in an equitable way which is beneficial to the public. The quantification of green water flows in catchments under different land uses has been pivotal in (a) regulating streamflow reduction activities (e.g. forestry) and the management of alien invasive plants, (b) protecting riparian and wetland areas through the provision of an ecological reserve, (c) assessing and improving the water use efficiency of irrigated pastures, fruit tree orchards and vineyards, (d) quantifying the potential impact of future land uses like bio-fuels (e.g. Jatropha) on water resources, (e) quantifying water losses from open water bodies, and (f) investigating "biological” mitigation measures to reduce the impact of polluted water resources as a result of various industries (e.g. mining). This paper therefore captures the evolution of measurement techniques applied across South Africa, the impact these results have had on water use and water use efficiency and the extent to which it supported the National Water Act of

This fact sheet describes water-use data collection and quantities of surface water and groundwater diverted for public supply in Kansas for the years 1990 through 2012. Data used in this fact sheet are from the Kansas Department of Agriculture’s Division of Water Resources and the Kansas Water Office. Water used for public supply represents about 10 percent of all reported water withdrawals in Kansas. Between 1990 and 2012, annual withdrawals for public supply ranged from a low of 121 billion gallons in 1993 to a high of 159 billion gallons in 2012. Differences in annual withdrawals were associated primarily with climatic fluctuations. Six suppliers distributed about one-half of the total water withdrawn for public supply, and nearly three-quarters of the surface water. Surface water represented between 52 and 61 percent of total annual withdrawals for public supply. The proportion of surface water obtained through contracts from Federal reservoirs increased from less than 5 percent in the 1990s to 8 percent in 2011 and 2012. More than 99 percent of the reported water withdrawn for public supply in Kansas in 2012 was metered, which was an increase from 92 percent in 1990. State population increased steadily from 2.5 million people in 1990 to 2.9 million in 2012. Recent estimates indicate that about 95 percent of the total population was served by public water supply; the remainder obtained water from other sources such as private wells. Average per capita water use as calculated for State conservation planning purposes varied by region of the State. The smallest regional average water use for the years 1990–2012 was 98 gallons per person per day in easternmost Kansas, and the largest regional average water use was 274 gallons per person per day in westernmost Kansas.

More than one-third of the Nation's population receives their drinking water from public water systems that use groundwater as their source. The U.S. Geological Survey (USGS) sampled untreated source water from 932 public-supply wells, hereafter referred to as public wells, as part of multiple groundwater assessments conducted across the Nation during 1993-2007. The objectives of this study were to evaluate (1) contaminant occurrence in source water from public wells and the potential significance of contaminant concentrations to human health, (2) national and regional distributions of groundwater quality, and (3) the occurrence and characteristics of contaminant mixtures. Treated finished water was not sampled. The 932 public wells are widely distributed nationally and include wells in selected parts of 41 states and withdraw water from parts of 30 regionally extensive aquifers used for public water supply. These wells are distributed among 629 unique public water systems-less than 1 percent of all groundwater-supplied public water systems in the United States-but the wells were randomly selected within the sampled hydrogeologic settings to represent typical aquifer conditions. Samples from the 629 systems represent source water used by one-quarter of the U.S. population served by groundwater-supplied public water systems, or about 9 percent of the entire U.S. population in 2008. One groundwater sample was collected prior to treatment or blending from each of the 932 public wells and analyzed for as many as six water-quality properties and 215 contaminants. Consistent with the terminology used in the Safe Drinking Water Act (SDWA), all constituents analyzed in water samples in this study are referred to as 'contaminants'. This report summarizes the results of a study conducted by the U.S. Geological Survey, in cooperation with the Tennessee Department of Environment and Conservation (TDEC), Division of Water Supply in 1988. Data gathered during an inventory by the TDEC were collated to determine water use, supply sources, population served, and design and storage capacities of the systems. The inventory was limited to systems that were active on June 30, 1988. Results of a survey of the systems conducted by the Tennessee Department of Health and Environment during 1988 were a primary source of data for this report. Data from computer and manual files maintained by the Tennessee Department of Health and Environment and the U.S. Geological Survey also were used. The Division of Water Supply, TDEC, surveyed 541 public water-supply systems. These systems served 81 percent of the population of the State, or 3.95 million people. The gross per capita use statewide for public-supplied water was 179 gallons per day. Total water withdrawals for public supply increased about 39 percent from 510 million gallons per day (Mgal/d) in 1980, to 708 Mgalld in 1988. During the same period, the population increased about 7 percent. Surface-water withdrawals accounted for 63 percent (446 Mgal/d) of the total water withdrawn in the State. All of these withdrawals occurred in the Tennessee (56 percent or 249 Mgal/d) and the Ohio (44 percent or 197 Mgalld) hydrologic regions. Ground water supplied 262 Mgal/d or 37 percent of the total water withdrawn by public-supply systems statewide. Of that amount, 79 percent, or 208 Mgalld, was used in western Tennessee.

In the American southwest, over-allocated water supplies, groundwater depletion, and potential climate change impacts are major water management concerns. It may therefore seem counterintuitive that the resolution of outstanding senior tribal water claims, essentially reallocating finite water supplies to tribes, could support improved water supply reliability for many water users as is the case with the 2004 Arizona Water Settlements Act. The large size of the settlement and its multiple components translate to significant impacts on water policy in Arizona. Key water management solutions incorporated into the settlement and associated legislation have expanded the water manager's "toolbox" and are expected to enhance water supply reliability both within and outside Arizona's active management areas. Many of these new tools are transferable to water management applications in other states.

The recently passed Tax Cuts and Jobs Act will reduce total federal revenues by about 4% between 2018 and 2027. The law makes multiple changes to the taxation of individuals and corporations. It also repeals the Affordable Care Act's (ACA's) individual mandate penalties, which will erase some of the gains in insurance coverage achieved since implementation of the ACA's coverage expansions. The resulting increases in rates of uninsurance will likely lead to increased uncompensated care and deflect hospitals and health departments from addressing other prevention and public health needs. In addition, the law is expected to lead to substantial increases in the federal debt and, consequently, to calls for reductions in spending on entitlement programs, particularly Medicare, and on discretionary programs, including public health. Many other provisions of the law could also have second-order effects on public health.

The U.S. Geological Survey (USGS), in cooperation with the Tennessee Department of Environment and Conservation, Division of Water Resources, prepared this report and displayed and analyzed water use by self-supplied industrial and public-supply water systems in Tennessee for 2010. Public-supply water systems in Tennessee provide water for domestic, industrial, and commercial uses and for municipal services. In 2010, 474 public-supply water systems distributed 917 million gallons per day (Mgal/d) of surface water (67 percent, 617 Mgal/d) and groundwater (33 percent, 300 Mgal/d) to a population of 5.7 million in Tennessee. Gross per capita water use in Tennessee during 2010 was 162 gallons per day.Since 1950, water withdrawals by public-supply water systems in Tennessee have increased from 160 Mgal/d to 917 Mgal/d in 2010. Each of the 95 counties in Tennessee was served by at least 1 public-supply water system in 2010. Tennessee public-supply water systems withdraw less groundwater than surface water, and surface-water use has increased at a faster rate than groundwater use. Since 2005, surface-water withdrawals have increased by 26 Mgal/d, and groundwater withdrawals have decreased by 29 Mgal/d, which is the first decrease in groundwater withdrawals since 1950; however, 29 systems reported increased groundwater withdrawals during 2010, and 12 of these 29 systems reported increases of 1 Mgal/d or more. Davidson County had the largest surface-water withdrawal rate (136 Mgal/d) in 2010. The largest groundwater withdrawal rate (151 Mgal/d) by a single public-supply water system was reported by Memphis Light, Gas and Water, which served more than 669,000 people in Shelby County in 2010.Self-supplied industrial water use includes water for such purposes as fabrication, processing, washing, diluting, cooling, or transporting a product; incorporating water into a product; or for sanitation needs in facilities that manufacture various products. The number of people who have limited access to high-quality water has increased, and while this is a growing global crisis, water issues, problems and solutions are often seen as localised. Water reuse and reclamation will play a significant role in achieving sustainability and public health protection in the future. The wastewater and reuse community should be responsible for monitoring sewage impacts and improvements as demonstrated through pathogen reduction with appropriate treatment. Viruses, Cryptosporidium and Giardia can all be reduced during treatment anywhere from 99% to 99.9999%, achieving drinking water quality, if so desired. Recommendations to achieve better access to scientific information for decision making include: 1) developing a global data base for biological contaminant loading from wastewater and 2) defining the public health protection via reuse and reclamation.

The prior appropriation system has served well in the Western US for 125 years, providing a legal regime that permits and encourages enormous economic growth of agriculture, industry and municipalities. This system, however, both in its inception and current application, fails to address or protect public interests in fisheries, recreation, environmental quality, and clean water. As a result, serious nonpoint water pollution problems are occurring throughout the West. Such pollution can be regulated either by the courts or the legislatures under the public trust doctrine, which antedates the prior appropriation system, and which protects fisheries and water quality. No onemore » - including irrigators, industries or cities with appropriative rights - has a vested, constitutionally protected property right to degrade the quality of public waters. Some states are adopting police power regulations to control nonpoint pollution. Others are approaching the problem through the prior appropriation system itself, taking the position that beneficial use means use that does not harm the public through pollution. The public trust doctrine is not a panacea that will instantly solve all the conflicts that now surround the prior appropriation system. It should be considered, however, as a basis for setting standards as best practicable technology or best management practice.« less

This paper briefly discusses the more significant provisions of the Fish and Wildlife Coordination Act (1958). It covers pertinent aspects of legislative history, the development and current status (April 1980) of certain policies relevant to administering the Act, and other matters. It is directed primarily to practicing fish and wildlife agency field biologists, planners, and decisionmakers engaged in water resources development activities under the Act. It is not intended to be exhaustive in its treatment. The Fish and Wildlife Coordination Act provides a basic procedural framework for the orderly consideration of fish and wildlife conservation measures to be incorporated into Federal and Federally permitted or licensed water development projects. The principal provisions of the Act include: 1. a statement of Congressional purpose that fish and wildlife conservation shall receive equal consideration with other project features; 2. mandatory consultation with wildlife agencies with a view to achieving such conservation; 3. full consideration by action of the recommendations stemming from consultation; 4. authority for action agencies to implement such recommendations as they find acceptable. The FWCA in effect amends, conditions, or supplements other Federal laws and is thus closely linked in its application and interpretation. It is similarly linked to Federal planning standards and procedures. Because of this, interpretations tend to be flexible and evolve, adapting to changing situations. The Safe Drinking Water Act 2011 was introduced in South Australia to provide clear direction to drinking water providers on how to achieve water safety. The Act requires drinking water providers to register with SA Health and develop a risk management plan (RMP) for their water supply that includes operational and verification monitoring plans and an incident notification and communication protocol. During the first year of operation, 212 drinking water providers registered under the Act, including one major water utility and a range of small to medium sized providers in regional and remote areas of the State. Information was captured on water source(s) used and water treatment. Rainwater was the most frequently reported drinking water source (66%), followed by bore water (13%), on-supply or carting of mains water (13%), mixed source (rainwater with bore water backup) (6%) and surface water (3%). The majority of providers (91%) treated the water supply, 87% used disinfection. During the first year of operation, 16 water quality incidents were formally reported to SA Health. These included both microbial and chemical incidents. Case studies presented highlight how the RMPs are assisting drinking water providers to identify incidents of potential health concern and implement corrective actions.

Background Over four million Canadians receive their drinking water from private water supplies, and numerous studies report that these supplies often exceed the minimal acceptable standards for contamination. Canadians in rural areas test their water intermittently, if at all, and treatment of water from private supplies is not common. Understanding the perceptions of drinking water among residents served by private systems will enable public health professionals to better target education and outreach activities, and to address the needs and concerns of residents in their jurisdictions. The purpose of this study was to explore the drinking water perceptions and self-described behaviours and needs of participants served by private water systems in the City of Hamilton, Ontario (Canada). Methods In September 2003, three focus group discussions were conducted; two with men and women aged 36–65 years, and one with men and women 20–35 years of age. Results Overall, participants had positive perceptions of their private water supplies, particularly in the older age group. Concerns included bacterial and chemical contamination from agricultural sources. Testing of water from private supplies was minimal and was done less frequently than recommended by the provincial government. Barriers to water testing included the inconvenience of the testing process, acceptable test results in the past, resident complacency and lack of knowledge. The younger participants greatly emphasized their need for more information on private water supplies. Participants from all groups wanted more information on water testing, and various media for information dissemination were discussed. Conclusion While most participants were confident in the safety of their private water supply, the factual basis for these opinions is uncertain. Background In Canada, the legal responsibility for the condition of private water supplies, including private wells and cisterns, rests with their owners. However, there are reports that Canadians test these water supplies intermittently and that treatment of such water is uncommon. An estimated 45% of all waterborne outbreaks in Canada involve non-municipal systems. An understanding of the perceptions and needs of Canadians served by private water supplies is essential, as it would enable public health professionals to better target public education and drinking water policy. The purpose of this study was to investigate the public perceptions of private water supplies in the City of Hamilton, Ontario (Canada), with the intent of informing public education and outreach strategies within the population. Methods A cross-sectional postal survey of 246 residences with private water supplies was conducted in May 2004. Questions pertained to the perceptions of water quality and alternative water sources, water testing behaviours and the self-identified need for further information. Results Private wells, cisterns or both, were the source of household water for 71%, 16% and 13% of respondents, respectively. Although respondents rated their water quality highly, 80% also had concerns with its safety. The most common concerns pertained to bacterial and chemical contamination of their water supply and its potential negative effect on health. Approximately 56% and 61% of respondents used in-home treatment devices and bottled water within their homes, respectively, mainly due to perceived improvements in the safety and aesthetic qualities compared to regular tap water. Testing of private water supplies was performed infrequently: 8% of respondents tested at a frequency that meets current provincial guidelines. Gloucester County is in the southwestern part of New Jersey, below Camden, and is a part of the Lower Delaware River Valley. This area is attracting new industry and has shown a population increase of about 47 percent from 1950 to 1960, mostly urban. With the economic growth of the county, the availability and quality of water become increasingly important.The county is in the Coastal Plain of New Jersey. It is underlain by unconsolidated sands and clays of Quaternary, Tertiary, and Cretaceous age. The Raritan and Magothy Formations constitute the most important aquifers and yield more than 95 percent of the water pumped by the public water systems in the county. These formations are capable of yielding 1,400 gpm (gallons per minute) or more to large diameter wells. High yielding wells generally can be drilled anywhere in the county, although the formations are deeper toward the Atlantic Ocean. The Cohansey Sand, second most important aquifer, yields up to 800 gpm or more from large diameter wells. This aquifer is present only in the sparsely populated southeastern half of the county. The Wenonah Formation and Mount Laurel Sand are capable of yielding 100 to 200 gpm in certain areas.The overall chemical quality of the naturally occurring ground water is good. The water generally meets the U.S. Public Health Service's (1962) suggested limit for dissolved solids; however, in some areas, the water carries objectionable amounts of iron and nitrate in solution and has a low pH. Contamination of ground water by salt-water encroachment or by pollution from industrial activity or organic waste in densely populated areas should be prevented. The Food and Drug Administration (FDA) is issuing a final regulation that requires the submission to FDA of prior notice of food, including animal feed, that is imported or offered for import into the United States. The final rule implements the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (the Bioterrorism Act), which required prior notification of imported food to begin on December 12, 2003. The final rule requires that the prior notice be submitted to FDA electronically via either the U.S. Customs and Border Protection (CBP or Customs) Automated Broker Interface (ABI) of the Automated Commercial System (ACS) or the FDA Prior Notice System Interface (FDA PNSI). The information must be submitted and confirmed electronically as facially complete by FDA for review no less than 8 hours (for food arriving by water), 4 hours (for food arriving by air or land/rail), and 2 hours (for food arriving by land/road) before the food arrives at the port of arrival. Food imported or offered for import without adequate prior notice is subject to refusal and, if refused, must be held. Public participation in scientific data collection is a rapidly expanding field. In water quality surveys, the involvement of the public, usually as trained volunteers, generally includes the identification of aquatic invertebrates to a broad taxonomic level. However, quality assurance is often not addressed and remains a key concern for the acceptance of publicly-generated water quality data. The Open Air Laboratories (OPAL) Water Survey, launched in May 2010, aimed to encourage interest and participation in water science by developing a 'low-barrier-to-entry' water quality survey. During 2010, over 3000 participant-selected lakes and ponds were surveyed making this the largest public participation lake and pond survey undertaken to date in the UK. But the OPAL approach of using untrained volunteers and largely anonymous data submission exacerbates quality control concerns. A number of approaches were used in order to address data quality issues including: sensitivity analysis to determine differences due to operator, sampling effort and duration; direct comparisons of identification between participants and experienced scientists; the use of a self-assessment identification quiz; the use of multiple participant surveys to assess data variability at single sites over short periods of time; comparison of survey techniques with other measurement variables and with other metrics generally considered more accurate. These quality control approaches were then used to screen the OPAL Water Survey data to generate a more robust dataset. The OPAL Water Survey results provide a regional and national assessment of water quality as well as a first national picture of water clarity (as suspended solids concentrations). Less than 10 % of lakes and ponds surveyed were 'poor' quality while 26.8 % were in the highest water quality band. It is likely that there will always be a question mark over untrained volunteer generated data simply because quality assurance is uncertain

This paper identifies factors that are associated with higher levels of public acceptance for recycled and desalinated water. For the first time, a wide range of hypothesized factors, both of socio-demographic and psychographic nature, are included simultaneously. The key results, based on a survey study of about 3000 respondents are that: (1) drivers of the stated likelihood of using desalinated water differ somewhat from drivers of the stated likelihood of using recycled water; (2) positive perceptions of, and knowledge about, the respective water source are key drivers for the stated likelihood of usage; and (3) awareness of water scarcity, as well as prior experience with using water from alternative sources, increases the stated likelihood of use. This study quantifies local improvements in environmental quality from controlling effluents in the pulp and paper industry. Although it is confined to a single industry, this study is the first effort to assess the actual net benefits of the Clean Water Act pollution control program. An assessment of water quality benefits requires linking regulatory policy, technical effects, and behavioral responses. Regulatory policies mandate specific controls that influence the quantity and nature of effluent discharges. We identify a subset of stream segments suitable for analysis, describe water quality simulations and control cost calculations under alternative regulatory scenarios, assign feasible water uses to each segment based on water quality, and determine probable upper bounds for the willingness of beneficiaries to pay. Because the act imposes uniform regulations that do not account for differences in compliance costs, existing stream quality, contributions of other effluent sources, and recreation potential, the relation between water quality benefits and costs varies widely across sites. Summary of Major Findings and Implications About 105 million people in the United States-more than one-third of the Nation's population-receive their drinking water from about 140,000 public water systems that use groundwater as their source. Although the quality of finished drinking water (after treatment and before distribution) from these public water systems is regulated by the U.S. Environmental Protection Agency (USEPA) under the Safe Drinking Water Act (SDWA), long-term protection and management of groundwater, a vital source of drinking water, requires an understanding of the occurrence of contaminants in untreated source water. Sources of drinking water are potentially vulnerable to a wide range of man-made and naturally occurring contaminants, including many that are not regulated in drinking water under the SDWA. In this study by the National Water-Quality Assessment (NAWQA) Program of the U.S. Geological Survey (USGS), chemical water-quality conditions were assessed in source (untreated) groundwater from 932 public-supply wells, hereafter referred to as public wells, and in source and finished water from a subset of 94 wells. The public wells are located in selected parts of 41 states and withdraw water from parts of 30 regionally extensive water-supply aquifers, which constitute about one-half of the principal aquifers in the United States. Although the wells sampled in this study represent less than 1 percent of all groundwater-supplied public water systems in the United States, they are widely distributed nationally and were randomly selected within the sampled hydrogeologic settings to represent typical aquifer conditions. All source-water samples were collected prior to any treatment or blending that potentially could alter contaminant concentrations. The New South Wales (NSW) Public Health Act 2010 requires water suppliers to implement a drinking water quality assurance program that addresses the 'Framework for management of drinking water quality' in the Australian drinking water guidelines. NSW Health has recognised the importance of a staged implementation of this requirement and the need to support regional water utilities. To date, NSW Health has assisted 74 regional utilities to develop and implement their management systems. The Public Health Act 2010 has increased awareness of drinking water risk management, and offers a systematic process to identify and control risks. This has benefited large utilities, smaller suppliers, and remote and Aboriginal communities. Work is continuing to ensure implementation of the process by private suppliers and water carters.

This work examines the communication interactions of water suppliers and health authorities with the general public regarding microbial source water quality for recreational and drinking water. We compare current approaches to risk communication observable in British Columbia (BC), Canada, with best practices derived from the communications literature, finding significant gaps between theory and practice. By considering public views and government practices together, we identify key disconnects, leading to the conclusion that at present, neither the public's needs nor public health officials' goals are being met. We find: (1) there is a general lack of awareness and poor understanding by the public of microbial threats to water and the associated health implications; (2) the public often does not know where to find water quality information; (3) public information needs are not identified or met; (4) information sharing by authorities is predominantly one-way and reactive (crisis-oriented); and (5) the effectiveness of communications is not evaluated. There is a need for both improved public understanding of water quality-related risks, and new approaches to ensure information related to water quality reaches audiences. Overall, greater attention should be given to planning and goal setting related to microbial water risk communication.

Childhood obesity is a major public health problem. Experts recommend that prevention and control strategies include population-based policies. Arkansas Act 1220 of 2003 is one such initiative and provides examples of the tensions between individual rights and public policy. We discuss concerns raised during the implementation of Act 1220 related to the 2 primary areas in which they emerged: body mass index measurement and reporting to parents and issues related to vending machine access. We present data from the evaluation of Act 1220 that have been used to address concerns and other research findings and conclude with a short discussion of the tension between personal rights and public policy. States considering similar policy approaches should address these concerns during policy development, involve multiple stakeholder groups, establish the legal basis for public policies, and develop consensus on key elements.

The U.S. Geological Survey, in cooperation with the Kentucky Division of Water, has compiled the reported permitted public water-supply-withdrawal data for Kentucky for 2005. Water-withdrawal data for 1995 and 2000 were previously published in Solley and others (1998) and Hutson and others (2004), respectively. This report is a graphical representation of permitted withdrawals for 1995, 2000, and 2005. Public suppliers that are regulated through the Kentucky Division of Water, Water-Withdrawal Permitting Program, withdrew a total of 496, 525, and 558 million gallons per day (Mgal/d) in 1995, 2000, and 2005, respectively. In 2005, 489 Mgal/d (88 percent) came from surface-water sources, and 69 Mgal/d (12 percent) came from ground-water sources. Small increases and decreases in permitted public water-supply withdrawals can be attributed to population changes. Large increases and decreases can be attributed to merging of supply systems, change(s) in source, or purchases from other counties.

Effects of seasonal operation on the quality of water produced by public-supply wells.

Seasonal variability in groundwater pumping is common in many places, but resulting effects of seasonal pumping stress on the quality of water produced by public-supply wells are not thoroughly understood. Analysis of historical water-quality samples from public-supply wells completed in deep basin-fill aquifers in Modesto, California (134 wells) and Albuquerque, New Mexico (95 wells) indicates that several wells have seasonal variability in concentrations of contaminants of concern. In Modesto, supply wells are more likely to produce younger groundwater with higher nitrate and uranium concentrations during the summer (high) pumping season than during the winter (low) pumping season. In Albuquerque, supply wells are more likely to produce older groundwater with higher arsenic concentrations during the winter pumping season than during the summer pumping season. Seasonal variability in contaminant concentrations in Modesto is influenced primarily by effects of summer pumping on vertical hydraulic gradients that drive migration of shallow groundwater through the aquifer to supply wells. Variability in Albuquerque is influenced primarily by the period of time that a supply well is idle, allowing its wellbore to act as a conduit for vertical groundwater flow and contaminant migration. However, both processes are observed in each study area. Similar findings would appear to be likely in other alluvial basins with stratified water quality and substantial vertical head gradients. Results suggest that even in aquifers dominated by old groundwater, changes to seasonal pumping patterns and/or to depth of well completion can help reduce vulnerability to selected contaminants of either natural or anthropogenic origin. Our Nation's social and economic development has depended on and will continue to depend on the availability of usable water. In 1950, the U.S. Geological Survey (USGS) began publishing water-use data on a national level every 5 years to assist in the wise management of our Nation's water resources. The USGS currently collects water-use data for the following categories: public supply, domestic, commercial, industrial, thermoelectric power, mining, livestock, animal specialties, irrigation, hydroelectric power, sewage treatment, and reservoir evaporation.In 1977, Congress authorized the National Water-Use Information Program. The program encourages the USGS and a State-level agency in each of the 50 States to cooperate in the collection and dissemination of water-use data. In Ohio, the USGS and the Ohio Department of Natural Resources, Division of Water (ODNR-DW), are cooperators in this effort. In 1990, ODNR-DW implemented the Water Withdrawal Facility Registration Program for Ohio, which requires those water consumers who have the capacity to withdraw 100,000 gallons of water daily to register with the ODNR-DW. Consumers whose daily capacity is less than 100,000 gallons are not required to register. The information collected from the registrants is maintained in computerized data bases at the ODNR-DW and the Ohio District Office of the USGS. This Fact Sheet, which summarizes Ohio's 1990 public-supply water-use data, is one of a series that supplements, by category, the national USGS publication on water use in 1990.

Studying public perception on drinking water quality is crucial for managing of water resources, generation of water quality standards, and surveillance of the drinking-water quality. However, in policy discourse, the reliability of public perception concerning drinking water quality and associated health risks is questionable. Does the public perception of water quality equate with the actual water quality? We investigated public perceptions of water quality and the perceived health risks and associated with the actual quality of public water supplies in the same communities. The study was conducted in 45 communities of Newfoundland (Canada) in 2012. First, a telephone survey of 100 households was conducted to examine public perceptions of drinking water quality of their respective public sources. Then we extracted public water quality reports of the same communities (1988-2011) from the provincial government's water resources portal. These reports contained the analysis of 2091 water samples, including levels of Disinfection By-Products (DBPs), nutrients, metals, ions and physical parameters. The reports showed that colour, manganese, total dissolved solids, iron, turbidity, and DBPs were the major detected parameters in the public water. However, the majority of the respondents (>56%) were either completely satisfied or very satisfied with the quality of drinking water. Older, higher educated and high-income group respondents were more satisfied with water quality than the younger, less educated and low-income group respondents. The study showed that there was no association with public satisfaction level and actual water quality of the respective communities. Even, in the communities, supplied by the same water system, the respondents had differences in opinion. Despite the effort by the provincial government to make the water-test results available on its website for years, the study showed existing disconnectedness between public perception of drinking water

This report gives a summarized description of the public water supplies in 77 counties of eastern Texas, extending from the Louisiana boundary to a northsouth line approximately along the ninety-seventh meridian. It gives the available data as follows for each of 323 communities: The population of the community; the name of the official from whom the information was obtained; the ownership of the waterworks, whether private or municipal; the source of supply, whether ground or surface water; the amount of water consumed; the facilities for storage; the number of customers served; the character of the chemical and sanitary treatment of the water, if any; and the chemical analyses of the water. Where ground water is used the following is also given: Records of wells, including drillers' logs; character of the pumping equipment; yield of the wells and water level records where they are available.

Public responses to water reuse - Understanding the evidence.

Over the years, much research has attempted to unpack what drives public responses to water reuse, using a variety of approaches. A large amount of this work was captured by an initial review that covered research undertaken up to the early 2000s (Hartley, 2006). This paper showcases post-millennium evidence and thinking around public responses to water reuse, and highlights the novel insights and shifts in emphasis that have occurred in the field. Our analysis is structured around four broad, and highly interrelated, strands of thinking: 1) work focused on identifying the range of factors that influence public reactions to the concept of water reuse, and broadly looking for associations between different factors; 2) more specific approaches rooted in the socio-psychological modelling techniques; 3) work with a particular focus on understanding the influences of trust, risk perceptions and affective (emotional) reactions; and 4) work utilising social constructivist perspectives and socio-technical systems theory to frame responses to water reuse. Some of the most significant advancements in thinking in this field stem from the increasingly sophisticated understanding of the 'yuck factor' and the role of such pre-cognitive affective reactions. These are deeply entrenched within individuals, but are also linked with wider societal processes and social representations. Work in this area suggests that responses to reuse are situated within an overall process of technological 'legitimation'. These emerging insights should help stimulate some novel thinking around approaches to public engagement for water reuse. Copyright © 2017 Elsevier Ltd. All rights reserved.

Expert forecasts and the emergence of water scarcity on public agendas

Expert forecasts of worldwide water scarcity depict conditions that call for proactive, preventive, coordinated water governance, but they have not been matched by public agendas of commensurate scope and urgency in the United States. This disconnect can not be adequately explained without some attention to attributes of forecasts themselves. I propose that the institutional fragmentation of water expertise and prevailing patterns of communication about water scarcity militate against the formulation of a common public definition of the problem and encourage reliance on unambiguous crises to stimulate social and policy agenda setting. I do not argue that expert forecasts should drive public agendas deterministically, but if their purpose is to help prevent water crises (not just predict them), then a greater effort is needed to overcome the barriers to meaningful public scrutiny of expert claims and evaluation of water strategies presently in place. In an era filled with fears of bioterrorism, Congress approved the Public Readiness and Emergency Preparedness Act (PREPA) to encourage development of vaccines and other countermeasures. By providing pharmaceutical manufacturers with protection from liability for potential side effects, Congress has attempted to motivate manufacturers to produce a national stockpile of countermeasures. As part of PREPA, the government established a compensatory system intended to provide compensation to persons injured by countermeasures used during a public health emergency. Although the Act provides for a compensation fund, it fails to allocate monies for that fund. Thus, in the absence of further congressional action, PREPA will not provide compensation to those injured by countermeasures. Failing to assure the American public of a compensation program constitutes bad public policy and risks inspiring potential vaccinees to refuse necessary drugs. Additionally, arguments as to the constitutionality of the Act exist should Congress fail to adequately fund the program, and the existence of those arguments undermines the purpose of the Act--namely to assure pharmaceutical manufacturers that they will not be sued into oblivion should they attempt to aid national pandemic protection. In addition to detailing both the Act and the statutory precedent for congressional attempts to spur biodefense, this Article addresses important issues of healthcare, tort, and constitutional law that will continue to manifest themselves in this new era of bioterrorism.

Hydrogeologic uncertainties and policy implications: The Water Consumer Protection Act of Tucson, Arizona, USA

The 1995 Water Consumer Protection Act of Tucson, Arizona, USA (hereafter known as the Act) was passed following complaints from Tucson Water customers receiving treated Central Arizona Project (CAP) water. Consequences of the Act demonstrate the uncertainties and difficulties that arise when the public is asked to vote on a highly technical issue. The recharge requirements of the Act neglect hydrogeological uncertainties because of confusion between "infiltration" and "recharge." Thus, the Act implies that infiltration in stream channels along the Central Wellfield will promote recharge in the Central Wellfield. In fact, permeability differences between channel alluvium and underlying basin-fill deposits may lead to subjacent outflow. Additionally, even if recharge of Colorado River water occurs in the Central Wellfield, groundwater will become gradually salinized. The Act's restrictions on the use of CAP water affect the four regulatory mechanisms in Arizona's 1980 Groundwater Code as they relate to the Tucson Active Management Area: (a) supply augmentation; (b) requirements for groundwater withdrawals and permitting; (c) Management Plan requirements, particularly mandatory conservation and water-quality issues; and (d) the requirement that all new subdivisions use renewable water supplies in lieu of groundwater. Political fallout includes disruption of normal governmental activities because of the demands in implementing the Act. The Patient Protection and Affordable Care Act, which was enacted by the US Congress in 2010, marks the greatest change in US health policy since the 1960s. The law is intended to address fundamental problems within the US health system, including the high and rising cost of care, inadequate access to health insurance and health services for many Americans, and low health-care efficiency and quality. By 2019, the law will bring health coverage--and the health benefits of insurance--to an estimated 25 million more Americans. It has already restrained discriminatory insurance practices, made coverage more affordable, and realised new provisions to curb costs (including tests of new health-care delivery models). The new law establishes the first National Prevention Strategy, adds substantial new funding for prevention and public health programmes, and promotes the use of recommended clinical preventive services and other measures, and thus represents a major opportunity for prevention and public health. The law also provides impetus for greater collaboration between the US health-care and public health systems, which have traditionally operated separately with little interaction. In the late 1990s China started to expand its market economic reform to the public sector, such as water services. This reform led to major changes in urban water management, including water tariff management. The reforms in water tariff management relate not only to tariffs, but also to the decision-making on tariffs. Water tariff decision-making seems to move away from China's conventional mode of highly centralized and bureaucratic policy- and decision-making. The legalization, institutionalization and performance of public hearings in water tariff management forms a crucial innovation in this respect. This article analyzes the emergence, development and current functioning of public hearings in water tariff setting, and assesses to what extent public hearings are part of a turning point in China's tradition of centralized bureaucratic decision-making, towards more transparent, decentralized and participative governance.

Section 404 of the Clean Water Act illustrates the potential effectiveness of public input in the permitting process. Section 404 should, if strictly applied, reduce wetland loss, but the federal administrative agency's traditional role has been development rather than protection of these areas. As a result of citizen group activities, the Corps of Engineers has not been able to restrict the scope of Clean Water Act jurisdiction as much as they would have without the citizen input. Introduction Humanity highly depends on water and its proper utilization and management. Water has various uses and its use as thirst quenching fluid is the most significant one. Aim To assess physical, chemical, trace metal and bacterial parameters of various public and packaged drinking water samples collected from villages of Vikarabad mandal. Materials and Methods Public and packaged drinking water samples collected were analysed for various parameters using American Public Health Association (APHA 18th edition 1992) guidelines and the results obtained were compared with bureau of Indian standards for drinking water. Statistical Analysis Descriptive statistics and Pearson’s correlations were done. Results Among bottled water samples, magnesium in 1 sample was >30mg/litre, nickel in 2 samples was >0.02mg/litre. Among sachet water samples, copper in 1 sample was >0.05mg/litre, nickel in 2 samples was >0.02mg/litre. Among canned water samples, total hardness in 1 sample was >200mg/litre, magnesium in 3 samples was >30mg/litre. In tap water sample, calcium was >75mg/litre, magnesium was >30mg/litre, nickel was >0.02mg/litre. Among public bore well water samples, pH in 1 sample was >8.5, total dissolved solids in 17 samples was >500mg/litre, total alkalinity in 9 samples was >200mg/litre, total hardness in 20 samples was >200mg/litre, calcium in 14 samples was >75mg/litre, fluoride in 1 sample was >1mg/litre, magnesium in 14 samples was >30mg/litre. Total coliform was absent in bottled water, sachet water, canned water, tap water samples. Total Coliform was present but E. coli was absent in 4 public bore well water samples. The MPN per 100 ml in those 4 samples of public bore well water was 50. Conclusion Physical, chemical, trace metal and bacterial parameters tested in present study showed values greater than acceptable limit for some samples, which can pose serious threat to consumers of that region. IntroductionThe U.S. Geological Survey (USGS) National Water Use Science Project (NWUSP), part of the USGS Water Availability and Use Science Program (WAUSP), has estimated water use in the United States every 5 years since 1950. This report provides an overview of total population, public-supply use, including the population that is served by public-supply systems and the domestic deliveries to those users, and self-supplied domestic water use in the United States for 2015, continuing the task of estimating water use in the United States every 5 years. In this report, estimates for the United States include the 50 States, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands (hereafter referred to as “states” for brevity).County-level data for total population, public-supply withdrawals and the population served by public-supply systems, and domestic withdrawals for 2015 were published in a data release in an effort to provide data to the public in a timely manner. Data in the current version (1.0) of Dieter and others (2017) contains county-level total withdrawals from groundwater and surface-water sources (both fresh and saline) for public-water supply, the deliveries from those suppliers to domestic users, and the quantities of water from groundwater and surface-water sources for self-supplied domestic users, and total population. Methods used to estimate the various data elements for the public-supply and domestic use categories at the county level are described by Bradley (2017).This Open-File Report is an interim report summarizing the data published in Dieter and others (2017) at the state and national level. Impact of Preservation of Subsoil Water Act on Groundwater Depletion: The Case of Punjab, India.

Indian states like Punjab and Haryana, epicenters of the Green Revolution, are facing severe groundwater shortages and falling water tables. Recognizing it as a serious concern, the Government of Punjab enacted the Punjab Preservation of Subsoil Water Act in 2009 (or the 2009 act) to slow groundwater depletion. The objective of this study is to assess the impact of this policy on groundwater depletion, using panel data from 1985 to 2011. Results from this study find a robust effect of the 2009 act on reducing groundwater depletion. Our models for pre-monsoon, post-monsoon, and overall periods of analysis find that since implementation of the 2009 act, groundwater tables have improved significantly. Second, our study reveals that higher shares of tube wells per total cropped area and increased population density have led to a significant decline in the groundwater tables. On the other hand, rainfall and the share of area irrigated by surface water have had an augmenting effect on groundwater resources. In the two models, pre-monsoon and post-monsoon, this study shows that seasonality plays a key role in determining the groundwater table in Punjab. Specifically, monsoon rainfall has a very prominent impact on groundwater.

The recently passed Tax Cuts and Jobs Act will reduce total federal revenues by about 4% between 2018 and 2027. The law makes multiple changes to the taxation of individuals and corporations. It also repeals the Affordable Care Act’s (ACA’s) individual mandate penalties, which will erase some of the gains in insurance coverage achieved since implementation of the ACA’s coverage expansions. The resulting increases in rates of uninsurance will likely lead to increased uncompensated care and deflect hospitals and health departments from addressing other prevention and public health needs. In addition, the law is expected to lead to substantial increases in the federal debt and, consequently, to calls for reductions in spending on entitlement programs, particularly Medicare, and on discretionary programs, including public health. Many other provisions of the law could also have second-order effects on public health. PMID:29565668

In order to facilitate the convenience of fluorating or not the public use waters, a bibliographic review about the positive or negative aspects of this public health measure has been made. The different epidemiologic surveys about dental health conditions in our country, since 1969 till the present time, have been reviewed. From the analysis of these works, it can be deduced that the degree of caries severity index (DMF) is situated at a moderate to low level, according to the classification of the World Health Organization. The advantages, inconvenience, cost and percentage of caries reduction of the different methods to prevent dental caries are studied. It is considered positive to go on with the policy of public use waters fluoration, provided that is is based on a series of prerequisites which guarantee the highest level of effectiveness and efficiency. Among the different objective criteria to fluorate waters, the following ones stand out: a high prevalence of caries, a good system of waters out: a high prevalence of caries, a good system of waters diffusion, a natural fluor concentration lower than 0.7 grams/litre, the cost-benefit analysis, the population size. The elaboration of studies to determine the total quantity of fluorides, ingested by the population from various sources, is recommended.

Public-supply water use in Florida increased 242 percent between 1960 and 1987 from 530 Mgal/d (million gallons per day) to 1,811 Mgal/d. This change is primarily a result of increases in population and tourism since 1960. Public-supply utilities provide water to a variety of users. In 1985, 71 percent of the water used for public supply was delivered for residential uses, 15 percent for commercial uses, 9 percent for industrial uses, and the remaining 5 percent for public use or other uses. Residential use of public-supply water in Florida has increased nearly 280 Mgal/d, but has decreased in the proportion of total deliveries from 80 to 71 percent between 1975 and 1985. This trend resulted from increased tourism and related commercial services associated with population and visitors. One of several factors that influences public-supply water use in Florida is the increase in resident population, which increased from 4.95 million in 1960 to more than 12.0 million in 1987. Additionally, Florida's nonresident population increased from 18.8 million visitors in 1977, to 34.1 million visitors in 1987, and the part of Florida?s population that relies on public-supply water increased from 68 percent in 1960, to 86 percent in 1987. The public supply per capita use was multiplied by the projected populations for each county for the years 2000, 2010, and 2020 to forecast public-supply water use. Using medium projections, Florida?s population is expected to increase to nearly 16 million in the year 2000, to 18 million in the year 2010, and to almost 20 million in the year 2020, of which an estimated 13.5 million people will be supplied water from public-supply water systems in the year 2000, 15 million in 2010, and nearly 17 million by the year 2020. Public-supply water use is expected to increase to a projected (medium) 2,310 Mgal/d in the year 2000, 2,610 Mgal/d in the year 2010, and 2,890 Mgal/d in the year 2020. Ground water for public water supply at Windigo, Isle Royale National Park, Michigan

Three test holes drilled at Windigo in Isle Royale National Park in 1981 indicate that the ophitic basaltic lava flows underlying the area contain little water and cannot be considered a source for public water supply. The holes were 135, 175, and 71 feet deep. One hole yielded about 1 gallon of water perminute; the other two yielded less. Glacial deposits seem to offer the best opportunity for developing a ground-water supply of 5 to 10 gallons per minute.

Increasing block water pricing, water transfer, and wildlife refuge water supply provisions of the Central Valley Project (CVP) Improvement Act are analyzed in terms of likely farmer response and economic efficiency of these provisions. Based on a simplified partial equilibrium analysis, we estimate small, but significant water conservation savings due to pricing reform, the potential for substantial water transfers to non-CVP customers in severe drought years when the water price exceeds 110 per acre foot (1 acre foot equals 1.234 × 103 m3) and positive net benefits for implementation of the wildlife refuge water supply provisions. The high threshold water price is partly a result of requiring farmers to pay full cost on transferred water plus a surcharge of 25 per acre foot if the water is transferred to a non-CVP user. The act also sets an important precedent for water pricing reform, water transfer provisions, and environmental surcharges on water users that may find their way to other Bureau of Reclamation projects.

Effects of seasonal operation on the quality of water produced by public-supply wells

Seasonal variability in groundwater pumping is common in many places, but resulting effects of seasonal pumping stress on the quality of water produced by public-supply wells are not thoroughly understood. Analysis of historical water-quality samples from public-supply wells completed in deep basin-fill aquifers in Modesto, California (134 wells) and Albuquerque, New Mexico (95 wells) indicates that several wells have seasonal variability in concentrations of contaminants of concern. In Modesto, supply wells are more likely to produce younger groundwater with higher nitrate and uranium concentrations during the summer (high) pumping season than during the winter (low) pumping season. In Albuquerque, supply wells are more likely to produce older groundwater with higher arsenic concentrations during the winter pumping season than during the summer pumping season. Seasonal variability in contaminant concentrations in Modesto is influenced primarily by effects of summer pumping on vertical hydraulic gradients that drive migration of shallow groundwater through the aquifer to supply wells. Variability in Albuquerque is influenced primarily by the period of time that a supply well is idle, allowing its wellbore to act as a conduit for vertical groundwater flow and contaminant migration. However, both processes are observed in each study area. Similar findings would appear to be likely in other alluvial basins with stratified water quality and substantial vertical head gradients. Results suggest that even in aquifers dominated by old groundwater, changes to seasonal pumping patterns and/or to depth of well completion can help reduce vulnerability to selected contaminants of either natural or anthropogenic origin.

As part of the U.S. Geological Survey National Water-Quality Assessment (NAWQA) Program, a study was conducted from 2001 to 2011 to shed light on factors that affect the vulnerability of water from public-supply wells to contamination (referred to hereafter as “public-supply-well vulnerability”). The study was designed as a follow-up to earlier NAWQA studies that found mixtures of contaminants at low concentrations in groundwater near the water table in urban areas across the Nation and, less frequently, in deeper groundwater typically used for public supply. Beside the factors affecting public-supply-well vulnerability to contamination, this circular describes measures that can be used to determine which factor (or factors) plays a dominant role at an individual public-supply well. Case-study examples are used throughout to show how such information can be used to improve water quality. In general, the vulnerability of the water from public-supply wells to contamination is a function of contaminant input within the area that contributes water to a well, the mobility and persistence of a contaminant once released to the groundwater, and the ease of groundwater and contaminant movement from the point of recharge to the open interval of a well. The following measures described in this circular are particularly useful for indicating which contaminants in an aquifer might reach an individual public-supply well and when, how, and at what concentration they might arrive: * Sources of recharge—Information on the sources of recharge for a well provides insight into contaminants that might enter the aquifer with the recharge water and potentially reach the well. * Geochemical conditions—Information on the geochemical conditions encountered by groundwater traveling to a well provides insight into contaminants that might persist in the water all the way to the well. * Groundwater-age mixtures—Information on the ages of the different waters that mix in a well

"The South Fork Nooksack River (SFNR) is an important tributary to the Nooksack River, Bellingham Bay, and the Salish Sea. The South Fork Nooksack River comprises one of the 22 independent populations of spring Chinook in the Puget Sound Chinook Evolutionarily Significant Unit (ESU), which are listed as threatened under the Endangered Species Act (ESA). The population is considered essential for recovery of the ESU. The SFNR has suffered from legacy impacts, temperature exceedances and fine sediment, due to forestry, agriculture, flood control, and transportation facilities. The temperature exceedances threaten spring Chinook salmon survival and as such under the Clean Water Act, this pollution must be addressed through a total maximum daily load (TMDL) regulatory program. Further, climate change is projected to cumulatively add to the existing legacy impacts. Millions of dollars are spent on salmon habitat restoration in the SFNR that primarily addresses these legacy impacts, but few if any restoration actions take climate change into direct consideration. The Nooksack Indian Tribe and USEPA-ORD jointly completed a climate change pilot research project that addresses legacy impacts, ESA recovery actions, CWA regulatory compliance, and salmon habitat restoration in one comprehensive project.
