EPA announced the availability of the report, BASINS 4.0 Climate Assessment Tool (CAT): Supporting Documentation and User's Manual. This report was prepared by the EPA's Global Change Research Program (GCRP), an assessment-oriented program, that sits within the Office of Research and Development, that focuses on assessing how potential changes in climate and other global environmental stressors may impact water quality, air quality, aquatic ecosystems, and human health in the United States. The Program’s focus on water quality is consistent with the Research Strategy of the U.S. Climate Change Research Program—the federal umbrella organization for climate change science in the U.S. government—and is responsive to U.S. EPA’s mission and responsibilities as defined by the Clean Water Act and the Safe Drinking Water Act. A central goal of the EPA GCRP is to provide EPA program offices, Regions, and other stakeholders with tools and information for assessing and responding to any potential future impacts of climate change. In 2007, the EPA Global Change Research Program (GCRP), in partnership with the EPA Office of Water, supported development of a Climate Assessment Tool (CAT) for version 4 of EPA’s BASINS modeling system. When the Environmental Protection Agency (EPA) reviewed Colorado's National Pollutant Discharge Elimination System (NPDES) permit program under the federal Clean Water Act, it found a conflict between federal and state perspectives on how much flexibility from national norms is allowable for state peculiarities. Colorado's hydrology and geography seemed to justify a water quality program providing for various opportunities to review water quality decisions before requiring advanced waste treatment (AWT), and to avoid AWT when justified. Conflict arose because few streams in Colorado provide mixing zones or dilution that Eastern streams enjoy. Implementing the NPDES program: An update on the WET ...
The U.S. EPA has utilized the Clean Water Act - National Pollutant Discharge Elimination System permitting program to protect waters of the U.S for over 40 years. NPDES permit effluent limitations serve as the primary mechanism for controlling discharges of pollutants to receiving waters. When developing effluent limitations for an NPDES permit, a permit writer must consider limits based on both the technology available to control the pollutants (i.e., technology-based effluent limits) and limits that are protective of the water quality standards of the receiving water (i.e., water quality-based effluent limits). WET testing is one of the water quality-based effluent limitation mechanisms available to permit writers that is useful in determining how the additive, synergistic and compounding effects of toxic effluents effect streams. This presentation will provide an overview of the current EPA NPDES permit program direction for increasing the efficacy of NPDES permits program administered by the U.S. EPA and States. The training implementation plan is expected to provide permit writers with a clearer understanding of WET requirements as established via the U.S. EPA WET test manuals, NPDES permitting regulatory authorities, and the WET science which has been long established. not applicable

National dataset consisting of a snapshot of 303(d) Listed Impaired Waters combined with Impaired Waters with TMDLs whose parent cause is Nutrients, Sediments, and Pathogens. The snapshot constitutes the top water impairments. The Impaired Waters with TMDLs and the 303(d) Listed Impaired Waters are combined into three mapping service layers in MyWaters Mapper application to provide a comprehensive view of each of these impairments. These waters are linked to the 303(d) information stored in EPAs Assessment and TMDL Tracking and Implementation System (ATTAINS). Below is a brief description of the two programs.The 303(d) Listed Impaired Waters program system provides impaired water data and impaired water features reflecting river segments, lakes, and estuaries designated under Section 303(d) of the Clean Water Act. Monitored contaminants in drinking water represent a small portion of the total compounds present, many of which may be relevant to human health. To understand the totality of human exposure to compounds in drinking water, broader monitoring methods are imperative. In an effort to more fully characterize the drinking water exposome, point-of-use water filtration devices (Brita ® filters) were employed to collect time-integrated drinking water samples in a pilot study of nine North Carolina homes. A suspect screening analysis was performed by matching high resolution mass spectra of unknown features to molecular formulas from EPA's DSSTox database. Candidate compounds with those formulas were retrieved from the EPA's CompTox Chemistry Dashboard, a recently developed data hub for approximately 720,000 compounds. To prioritize compounds into those most relevant for human health, toxicity data from the US federal collaborative Tox21 program and the EPA ToxCast program, as well as exposure estimates from EPA's ExpoCast program, were used in conjunction with sample detection frequency and abundance to calculate a "ToxPi" score for each candidate compound. From ∼15,000 molecular features in the raw data, 91 candidate compounds were ultimately grouped into the highest priority class for follow up study. Fifteen of these compounds were confirmed using analytical standards including the highest priority compound, 1,2-Benzisothiazolin-3-one, which appeared in 7 out of 9 samples. The majority of the other high priority compounds are not targets of routine monitoring, highlighting major gaps in our understanding of drinking water exposures. General product-use categories from EPA's CPCat database revealed that several of the high priority chemicals are used in industrial processes, indicating the drinking water in central North Carolina may be impacted by local industries. The polygon dataset represents areas with acid-sensitive waters in the contiguous United States. Summary data in this indicator were provided by EPA??s Office of Atmospheric Programs and are taken from a publication documenting how surface waters have responded to reduced air emissions of acid rain precursors (U.S. EPA, 2003) and from more recent unpublished results (U.S. EPA, 2014). Trends are based on data collected in two networks: the TIME project and the LTM project. Because both networks are operated by numerous collaborators in state agencies, academic institutions, and other federal agencies, the monitoring data are not available in a single publication or database. The trend data in this indicator are based on observations documented in several publications (see pages 15-17 of U.S. EPA, 2003).

Application of LC/MS/MS Techniques to Development of US ...
This presentation will describe the U.S. EPA’s drinking water and ambient water method development program in relation to the process employed and the typical challenges encountered in developing standardized LC/MS/MS methods for chemicals of emerging concern. The EPA’s Drinking Water Contaminant Candidate List and Unregulated Contaminant Monitoring Regulations, which are the driving forces behind drinking water method development, will be introduced. Three drinking water LC/MS/MS methods (Methods 537, 544 and a new method for nonylphenol) and two ambient water LC/MS/MS methods for cyanotoxins will be described that highlight some of the challenges encountered during development of these methods. This presentation will provide the audience with basic understanding of EPA's drinking water method development program and an introduction to two new ambient water EPA methods.

...The U.S. Environmental Protection Agency (EPA or agency) is announcing one public webinar/conference call and one in-person meeting of the National Drinking Water Advisory Council (NDWAC or Council), established under the Safe Drinking Water Act (SDWA). The Council will consider various issues associated with drinking water protection and public water systems. For the webinar/conference call, the Council will discuss a draft guidance for EPA permit writers relative to hydraulic fracturing using diesel fuels under the SDWA's Underground Injection Control (UIC) Program and also options for assisting small water systems in achieving sustainable practices. For the in-person meeting, the primary focus will be for the Council to discuss the proposed regulation of perchlorate under the SDWA. Also at this in-person meeting, the Council will discuss assistance to small water systems among other program issues.

There is no routine radioactive emission from Sandia National Laboratories, Tonopah Test Range (SNL, TTR). However, based on the types of test activities such as air drops, gun firings, ground- launched rockets, air-launched rockets, and other explosive tests, possibilities exist that small amounts of depleted uranium (DU) (as part of weapon components) may be released to the air or to the ground because of unusual circumstances (failures) during testing. Four major monitoring programs were used in 1990 to assess radiological impact on the public. The EPA Air Surveillance Network (ASN) found that the only gamma ({gamma}) emitting radionuclide on themore » prefilters was beryllium-7 ({sup 7}Be), a naturally-occurring spallation product formed by the interaction of cosmic radiation with atmospheric oxygen and nitrogen. The weighted average results were consistent with the area background concentrations. The EPA Thermoluminescent Dosimetry (TLD) Network and Pressurized Ion Chamber (PIC) reported normal results. In the EPA Long-Term Hydrological Monitoring Program (LTHMP), analytical results for tritium ({sup 3}H) in well water were reported and were well below DOE-derived concentration guides (DCGs). When EPA sets a regulation (a maximum contaminant level) for a contaminant, it must also specify the best available technology (BAT) that can be used to remove the contaminant. Because the regulations apply to community water systems, the technologies selected are ones that are commonly used to treat community size water systems. Thus, EPA R and D program has focused its efforts on evaluating primarily community applied technologies such as conventional coagulation-filtration, lime softening, ion exchange, adsorption, and membrane process. When BAT is identified for a specific contaminant, frequently the BAT will be listed with its limitations because the processmore » is often not effective under all water quality conditions. The same limitations would also apply to POU/POE treatment. Water Management Applications is one of twelve elements in the Earth Science Enterprise National Applications Program. NASA Goddard Space Flight Center is supporting the Applications Program through partnering with other organizations to use NASA project results, such as from satellite instruments and Earth system models to enhance the organizations critical needs. The focus thus far has been: 1) estimating water storage including snowpack and soil moisture, 2) modeling and predicting water fluxes such as evapotranspiration (ET), precipitation and river runoff, and 3) remote sensing of water quality, including both point source (e.g., turbidity and productivity) and non-point source (e.g., land cover conversion such as forest to agriculture yielding higher nutrient runoff). The objectives of the partnering cover three steps of: 1) Evaluation, 2) Verification and Validation, and 3) Benchmark Report. We are working with the U.S. federal agencies including the Environmental Protection Agency (EPA), the Bureau of Reclamation (USBR) and the Department of Agriculture (USDA). We are using several of their Decision Support Systems (DSS) tools. This includes the DSS support tools BASINS used by EPA, Riverware and AWARDS ET ToolBox by USBR and SWAT by USDA and EPA. Background: Projected changes in climate during the next century could cause or contribute to increased flooding, drought, water quality degradation, and ecosystem impairment. The effects of climate change in different watersheds will vary due to regional differences in climate change, physiographic setting, and interaction with land-use, pollutant sources, and water management in different locations. EPA is conducting watershed modeling to develop hydrologic and water quality change scenarios for 20 relatively large U.S. watersheds. Watershed modeling will be conducted using the Hydrologic Simulation Program-FORTRAN (HSPF) and Soil Water Assessment Tool (SWAT) watershed models. Study areas range from about 10,000-15,000 square miles in size, and will cover nearly every ecoregion in the United States and a range of hydro-climatic conditions. A range of hydrologic and water quality endpoints will be determined for each watershed simulation. Endpoints will be selected to inform upon a range of stream flow, water quality, aquatic ecosystem, and EPA program management goals and targets. A flexible spreadsheet Water Quality Evaluation Program (WQEP) has been developed for mining companies, consultants, and regulators to interpret the results of water quality sampling. In order properly to evaluate hydrologic data, unit conversions and chemical calculations are done, quality control checks are needed, and a complete and up-to-date listing of water quality standards is necessary. This process is time consuming and tends not to be done for every sample. This program speeds the process by allowing the input of up to 115 chemical parameters from one sample. WQEP compares concentrations with EPA primary and secondary drinking water MCLs ormore » MCLG, EPA warmwater and Coldwater acute and chronic aquatic life criteria, irrigation criteria, livestock criteria, EPA human health criteria, and several other categories of criteria. The spreadsheet allows the input of State or local water standards of interest. Water quality checks include: anion/cations, TDS{sub m}/TDS{sub c} (where m=measured and c=calculated), EC{sub m}/EC{sub c}, EC{sub m}/ion sums, TDS{sub c}/EC ratio, TDS{sub m}/EC, EC vs. alkalinity, two hardness values, and EC vs. {Sigma} cations. WQEP computes the dissolved transport index of 23 parameters, computes ratios of 26 species for trend analysis, calculates non-carbonate alkalinity to adjust the bicarbonate concentration, and calculates 35 interpretive formulas (pE, SAR, S.I., unionized ammonia, ionized sulfide HS-, pK{sub x} values, etc.). Fingerprinting is conducted by automatic generation of stiff diagrams and ion histograms. Mass loading calculations, mass balance calculations, conversions of concentrations, ionic strength, and the activity coefficient and chemical activity of 33 parameters is calculated. This program allows a speedy and thorough evaluation of water quality data from metal mines, coal mining, and natural surface water systems and has been tested against hand calculations.« less

Stormwater runoff is one of the most significant challenges to water quality facing surface waters globally. In the United States, the Environmental Protection Agency (EPA) regulates stormwater flows through its National Pollutant Discharge Elimination System (NPDES) program permits. When egregious violations occur, EPA may develop its case and prove those violations through the legal dispute process. However, evidence in stormwater-related cases is ephemeral, difficult to collect due to unpredictable weather dynamics, and there are usually no witnesses. The work presented here illustrates an approach EPA takes for certain wet weather cases: introduce results from hydrologic and hydraulic models as evidence to meet legal burden of proof standards. The challenges and opportunities of using models in stormwater discharge modeling are highlighted.
Cleanups in My Community (CIMC) is a public web application that enables integrated access through maps, lists and search filtering to site-specific information EPA has across all cleanup programs. CIMC taps into data publicly available from EPA's EnviroFacts (RCRA Corrective Action facilities, Brownfields properties and grant areas, Superfund NPL sites, other facility data) and web services (water monitoring stations, impaired waters, emergency responses, tribal boundaries, congressional districts, etc.) and connects to other applications (e.g., Superfund's CPAD) to provide easy seamless access to site-specific cleanup information with explanatory text and within the context of related data. Data can be filtered by cleanup program, geography, environmental indicators, controls, and cleanup stage. CIMC also provides some web services that integrate these data for others to use in their applications.

President Obama's proposed budget for the Environmental Protection Agency (EPA) for fiscal year (FY) 2013 is $8.34 billion, a 1.2% decrease from the agency's 2012 enacted budget. "This budget is focused on fulfilling EPA's core mission to protect health and the environment for millions of American families. It demonstrates the fiscal responsibility called for at this moment, while still supporting clean air, healthy waters, and innovative safeguards that are essential to an America built to last," said EPA administrator Lisa Jackson in a 13 February briefing announcing the budget proposal. Balancing tight funding environments with EPA's goals "has required taking a step back from programs we have worked on for years, programs were we have had great success," she said. "There are difficult choices throughout this budget, but they enable us to do what is required for our immediate priorities as well as challenges down the road."

The U.S. Environmental Protection Agency (EPA) influences the market for plumbing fixtures and fittings by encouraging consumers to purchase products that carry the WaterSense label, which certifies those products as performing at low flow rates compared to unlabeled fixtures and fittings. As consumers decide to purchase water-efficient products, water consumption will decline nationwide. Decreased water consumption should prolong the operating life of water and wastewater treatment facilities.This report describes the method used to calculate national water savings attributable to EPA?s WaterSense program. A Microsoft Excel spreadsheet model, the National Water Savings (NWS) analysis model, accompanies this methodology report. Version 1.0more » of the NWS model evaluates indoor residential water consumption. Two additional documents, a Users? Guide to the spreadsheet model and an Impacts Report, accompany the NWS model and this methodology document. Altogether, these four documents represent Phase One of this project. The Users? Guide leads policy makers through the spreadsheet options available for projecting the water savings that result from various policy scenarios. The Impacts Report shows national water savings that will result from differing degrees of market saturation of high-efficiency water-using products.This detailed methodology report describes the NWS analysis model, which examines the effects of WaterSense by tracking the shipments of products that WaterSense has designated as water-efficient. The model estimates market penetration of products that carry the WaterSense label. Market penetration is calculated for both existing and new construction. The NWS model estimates savings based on an accounting analysis of water-using products and of building stock. Estimates of future national water savings will help policy makers further direct the focus of WaterSense and calculate stakeholder impacts from the program.Calculating the total gallons of water the WaterSense program saves nationwide involves integrating two components, or modules, of the NWS model. Module 1 calculates the baseline national water consumption of typical fixtures, fittings, and appliances prior to the program (as described in Section 2.0 of this report). Module 2 develops trends in efficiency for water-using products both in the business-as-usual case and as a result of the program (Section 3.0). The NWS model combines the two modules to calculate total gallons saved by the WaterSense program (Section 4.0). Figure 1 illustrates the modules and the process involved in modeling for the NWS model analysis.The output of the NWS model provides the base case for each end use, as well as a prediction of total residential indoor water consumption during the next two decades. Based on the calculations described in Section 4.0, we can project a timeline of water savings attributable to the WaterSense program. In 2013, the U.S. Geological Survey (USGS) National Water-Quality Assessment Program (NAWQA) and USGS Columbia Environmental Research Center (CERC) will be collaborating with the U.S. Environmental Protection Agency (EPA) National Rivers and Streams Assessment (NRSA) to assess stream quality across the Midwestern United States. The sites selected for this study are a subset of the larger NRSA, implemented by the EPA, States and Tribes to sample flowing waters across the United States (http://water.epa.gov/type/rsl/monitoring/riverssurvey/index.cfm). The goals are to characterize water-quality stressors—contaminants, nutrients, and sediment—and ecological conditions in streams throughout the Midwest and to determine the relative effects of these stressors on aquatic organisms in the streams. Findings will contribute useful information for communities and policymakers by identifying which human and environmental factors are the most critical in controlling stream quality. This collaborative study enhances information provided to the public and policymakers and minimizes costs by leveraging and sharing data gathered under existing programs. In the spring and early summer, NAWQA will sample streams weekly for contaminants, nutrients, and sediment. During the same time period, CERC will test sediment and water samples for toxicity, deploy time-integrating samplers, and measure reproductive effects and biomarkers of contaminant exposure in fish or amphibians. NRSA will sample sites once during the summer to assess ecological and habitat conditions in the streams by collecting data on algal, macroinvertebrate, and fish communities and collecting detailed physical-habitat measurements. Study-team members from all three programs will work in collaboration with USGS Water Science Centers and State agencies on study design, execution of sampling and analysis, and reporting.

An estimated cost savings of 30% to 50% was realized from using LANDSAT-derived data as input into a program which simulates hydrologic and water quality processes in natural and man-made water systems. Data from the satellite were used in conjunction with EPA's 11-channel multispectral scanner to obtain maps for characterizing the distribution of turbidity plumes in Flathead Lake and to predict the effect of increasing urbanization in Montana's Flathead River Basin on the lake's trophic state. Multispectral data are also being studied as a possible source of the parameters needed to model the buffering capability of lakes in an effort to evaluate the effect of acid rain in the Adirondacks. Water quality in Lake Champlain, Vermont is being classified using data from the LANDSAT and the EPA MSS. Both contact-sensed and MSS data are being used with multivariate statistical analysis to classify the trophic status of 145 lakes in Illinois and to identify water sampling sites in Appalachicola Bay where contaminants threaten Florida's shellfish.

EPA Facility Registry Service (FRS): PCS_NPDES
This web feature service contains location and facility identification information from EPA's Facility Registry Service (FRS) for the subset of facilities that link to the Permit Compliance System (PCS) or the National Pollutant Discharge Elimination System (NPDES) module of the Integrated Compliance Information System (ICIS). PCS tracks NPDES surface water permits issued under the Clean Water Act. This system is being incrementally replaced by the NPDES module of ICIS. Under NPDES, all facilities that discharge pollutants from any point source into waters of the United States are required to obtain a permit. The permit will likely contain limits on what can be discharged, impose monitoring and reporting requirements, and include other provisions to ensure that the discharge does not adversely affect water quality. FRS identifies and geospatially locates facilities, sites or places subject to environmental regulations or of environmental interest. Using vigorous verification and data management procedures, FRS integrates facility data from EPA's national program systems, other federal agencies, and State and tribal master facility records and provides EPA with a centrally managed, single source of comprehensive and authoritative information on facilities. This data set contains the subset of FRS integrated facilities that link to NPDES facilities once the PCS or ICIS-NPDES data has been integrated into the FRS database.
