HUD corrected the NSP2 NOFA by Notices posted on the HUD Web site on June 11, 2009 and November 9, 2009, and announced by Federal Register publications published on June 17, 2009 (74 FR 28715) and November 16, 2009 (74 FR 58973), respectively. Today's Federal Register publication announces that HUD has posted a notice making further corrections to the NSP2 NOFA. Specifically, the Notice corrects the NSP2 NOFA to permit HUD to specify the deadline date for submission of consortium funding agreements in the transmittal letter for the NSP2 grant agreement, which allows the submission deadline to occur after obligation of grant funds. This notice only affects applications for funding that have already been submitted to HUD by consortium applicants. HUD notes that the deadline for applications was July 17, 2009, and, as a result, will not accept new applications for funding. The notice correcting the NSP2 NOFA is available on the HUD Web site at http://www.hud.gov/recovery.

    In accordance with Section 309(a) of the Clean Air Act, EPA is required to make its comments on EISs issued by other Federal agencies public. Historically, EPA has met this mandate by publishing weekly notices of availability of EPA comments, which includes a brief summary of EPA's comment letters, in the Federal Register. Since February 2008, EPA has been including its comment letters on EISs on its Web site at: http://www.epa.gov/compliance/nepa/eisdata.html. Including the entire EIS comment letters on the Web site satisfies the Section 309(a) requirement to make EPA's comments on EISs available to the public.     The Astronomer's Telegram (ATEL) is a web-based short-notice (<4000 characters) publication system for reporting and commenting on new astronomical observations, offering for the first time in astronomy effectively instantaneous distribution of time-critical information for the entire professional community. It is designed to take advantage of the World Wide Web's simple user interface and the ability of computer programs to provide nearly all the necessary functions. This makes ATEL fast, efficient, and free. In practice, one may post a Telegram, which is instantly (<1 s) available at the web site and is distributed by e-mail within 24 hours through the Daily Email Digest, which is tailored to the subject selections of each reader. In addition, authors reporting new outbursts of transients or coordinates of new objects (for example, gamma-ray bursts or microlensing events) may request distribution by Instant Email Notices, which instantly (~minutes) distributes their new Telegram by e-mail to self-identified workers interested in the same topic. This speed in distribution is obtained because no editing or reviewing is performed after posting-the last person to review the text before distribution is the author. Telegrams are enumerated chronologically, permanently archived, and referenceable. While ATEL will be of particular use to observers of transient objects (such as gamma-ray bursts, microlenses, supernovae, novae, or X-ray transients) or in fields that are rapidly evolving observationally, there are no restrictions on subject matter.

    Background: Health Canada approves drugs based on limited data (Notice of Compliance with conditions [NOC/c]) and then requires companies to conduct confirmatory studies to validate the drugs' efficacy/effectiveness. The current investigation was carried out to determine whether these confirmatory studies are eventually published and are available to health care practitioners. Methods: A list of drugs for which the confirmatory studies had been completed from 1998 to Sept. 30, 2014 was created from 2 published articles that listed NOCs/c and investigated whether they had been fulfilled, the NOC database and the NOC/c Web site. The confirmatory studies for these drugs were determined from Qualifying Notices, agreements between Health Canada and the drug companies. Possible publications from these studies were identified through a Web search, and companies were asked to confirm these publications. The time in days between fulfillment of the NOC/c and publication of the studies was calculated. Results: There were 58 distinct confirmatory studies for 24 products made by 14 different companies. Eleven companies responded and identified 29 unique publications that reported on 31 studies. One company did not confirm a publication that was subsequently independently identified. Three companies did not respond, and in these cases another 18 publications were independently identified for an additional 19 studies. No publications were found for 7 studies. Thirty-one publications appeared a mean of 610 days before the NOC/c was fulfilled, and 17 appeared a mean of 572 days after fulfillment of the NOC/c. Interpretation: Eighty-eight percent of the confirmatory studies were eventually published. Health Canada and drug manufacturers should take steps to ensure that knowledge about these publications is available to health care practitioners.

    This research examined students' cognitive and affective responses to an academic advising Web site. Specifically, we investigated whether exposure to our Web site increased student reports that they would access university Web sites to obtain various types of advising information. A depth-of-processing (DOP) manipulation revealed this effect as students engaged in semantic processing of Web content but not when they engaged in superficial examination of the physical appearance of the same Web site. Students appeared to scan online academic advising materials for information of immediate importance without noticing other information or hyperlinks (e.g., regarding internships and careers). Suggestions are presented for increasing the effectiveness of academic advising Web sites.

    Tank Information System is a web application which provides comprehensive information about minor irrigation tanks of Telangana State. As part of the program, a web mapping application using Flex and ArcGIS server was developed to make the data available to the public. In course of time as Flex be-came outdated, a migration of the client interface to the latest JavaScript based technologies was carried out. Initially, the Flex based application was migrated to ArcGIS JavaScript API using Dojo Toolkit. Both the client applications used published services from ArcGIS server. To check the migration pattern from proprietary to open source, the JavaScript based ArcGIS application was later migrated to OpenLayers and Dojo Toolkit which used published service from GeoServer. The migration pattern noticed in the study especially emphasizes upon the use of Dojo Toolkit and PostgreSQL database for ArcGIS server so that migration to open source could be performed effortlessly. The current ap-plication provides a case in study which could assist organizations in migrating their proprietary based ArcGIS web applications to open source. Furthermore, the study reveals cost benefits of adopting open source against commercial software's.
