  1. Report on renovation of "Shinagawa City Samezu Exercise Park " taking in the idea of Children

    When constructing and renovating parks in Shinagawa city, we collect various needs from local citizens by briefing, workshop and public comment. However, only adult people usually come to workshop. And there are few expression by children who are main users of parks. Then we made plan of a new park with children who play major roles in their future as part of town development. This plan is shown in Shinagawa city basics design which instituted in April 2008. And during construction of it we held observation tour with children to get more familiar to their parks. After finishing construction, we are going to maintain together with them by planting flowers etc. In this way, we cultivate mind that adults and children conduct town development together by system in which children can continuously take part in each step of making parks.

  2. Seismo-electromagnetic phenomena in the western part of the Eurasia-Nubia plate boundary

    This paper presents a future research plan that aims to monitor Seismo-electromagnetic (SEM) phenomena in the western part of the Eurasia-Nubia plate boundary (WENP). This region has a significant tectonic activity [1] combined with relatively low electromagnetic noise levels and for that reason presents the possibility to perform high quality SEM measurements. Further, it is known that low-frequency [ultra (ULF), very (VLF), and low-frequencies (LF)] electromagnetic (EM) waves produce more convincing earthquake precursors (compared to higher frequencies) because of less contamination, large skin depth, and low attenuation [2]. Thus, two SEM effects will be considered: ULF electromagnetic field emissions [3], and VLF/LF radio broadcastings [4]. With respect to the ULF measurements, as a start, three ULF sensors are planned to be installed in the South of Iberian Peninsula supported by the existing networks of seismic research stations. Subsequent development of this initial plan could result in the implementation of a lager ULF monitoring network not only in the Iberian Peninsula, but also in the rest of Europe. Possible integration in the SEGMA array is now under consideration. Another perspective is to use a portable station to track seismic events. Regarding the VLF/LF radio broadcastings, a receiver is planned to be mounted in University of Évora. Radio signals from up to 10 transmitters (in these bands) of interest to study the seismic activity in the WENP region will be monitored. Actually, the radio path from the transmitter to the receiver should cross the epicentral area, therefore two possible transmitters are the ones installed in Monaco (France) and Sicily (Italy). Furthermore, the system will integrate the INFREP network and in this context it will not be restricted to WENP region.     The carbonyl cofactor of bovine serum amine oxidase, recently identified as pyrroloquinoline quinone [Ameyama, Hayashi, Matsushita, Shinagawa & Adachi (1984) Agric. Biol. Chem. 48, 561-565; Lobenstein-Verbeek, Jongejan, Frank & Duine (1984) FEBS Lett. 170, 305-309], reacts stoichiometrically and irreversibly with hydrazides of phenylacetic acid and of benzoic acid. With the phenylacetic hydrazides a reversible intermediate step was detected by competition with substrate, carbonylic reagents or phenylhydrazine, a typical inhibitor of the enzyme. All hydrazides form an intense broad band with maximum absorbance in a narrow wavelength range (350-360 nm), irrespective of the acyl group, suggesting that the transition is located on the organic cofactor. A different situation is found with some phenylhydrazines, where extended conjugation can occur between the cofactor and the phenyl pi-electron system via the azo group, as shown by the lower energy and higher intensity of the transition. In this case the transition is sensitive to substituents in the phenyl ring. The c.d. spectrum of the adducts is influenced by the type of hydrazide (derived from phenylacetic acid or benzoic acid), by pH and by NN-diethyldithiocarbamate binding to copper, probably as a result of shifts of equilibria between hydrazone-azo tautomers. Under such condition, water shortage problems have frequently occurred in northern Taiwan in recent years such that water is usually transferred from irrigation sectors to public sectors during drought periods. Facing the uneven spatial and temporal distribution of water resources and the problems of increasing water shortages, it is a primary and critical issue to simultaneously satisfy multiple water uses through adequate reservoir operations for sustainable water resources management. Therefore, we intend to build an intelligent reservoir operation system for the assessment of agricultural water resources management strategy in response to food security during drought periods. This study first uses the grey system to forecast the agricultural water demand during February and April for assessing future agricultural water demands. In the second part, we build an intelligent water resources system by using the non-dominated sorting genetic algorithm-II (NSGA-II), an optimization tool, for searching the water allocation series based on different water demand scenarios created from the first part to optimize the water supply operation for different water sectors. The results can be a reference guide for adequate agricultural water resources management during drought periods.     The International Joint AIRAPT-22 & HPCJ-50 Conference was held in Odaiba, Tokyo, on 26-31 July 2009. About 480 scientists from 24 countries attended the conference and 464 papers, including 3 plenary lectures, 39 invited talks, and 156 oral presentations, were presented. It is my great pleasure to present this proceedings volume, which is based on the high quality scientific works presented at the conference. The International AIRAPT conference has been held every two years in various countries around the world since 1965, while High Pressure Conference of Japan (HPCJ) has been held annually since 1959 in various Japanese cities. Pressure is a fundamental parameter to control the property of matter. As a result, both AIRAPT and HPCJ have become highly multidisciplinary, and cover Physics, Chemistry, Materials Science, Earth and Planetary Sciences, Biosciences, Food Science, and Technology. Although each discipline has a unique target, they all have high-pressure research in common. This proceedings volume includes about 200 papers of state-of-the-art studies from numerous fields. I hope this proceedings volume provides excellent pieces of information in various fields to further advance high-pressure research.   8. Reductive trapping of substrate to bovine plasma amine oxidase

    Plasma amine oxidases catalyze the oxidative deamination of amines to aldehydes, followed by a 2e- reduction of O/sub 2/ to H/sub 2/O/sub 2/. Pyrroloquinoline quinone (PQQ), previously believed to be restricted to prokaryotes, has recently been proposed to be the cofactor undergoing reduction in the first half-reaction of bovine plasma amine oxidase (Ameyama, M., Hayashi, U., Matsushita, K., Shinagawa, E., and Adachi, O. (1984) Agric. Biol. Chem. 48, 561-565; Lobenstein-Verbeek, C. L., Jongejan, J. A., Frank, J., and Duine, J. A. (1984) FEBS Lett. 170, 305-309). This result is unexpected, since model studies with PQQ implicate Schiff's base formation betweenmore » a reactive carbonyl and substrates, whereas experiments with bovine plasma amine oxidase have failed to provide evidence for a carbonyl cofactor. We have, therefore, re-examined putative adducts between substrate and enzyme-bound cofactor, employing a combination of (/sup 14/C)benzylamine and (/sup 3/H)NaCNBH/sub 3/. The use of the relatively weak reductant, NaCNBH/sub 3/, affords Schiff's base specificity and permits the study of enzyme below pH 7.0. As we show, enzyme can only be inactivated by NaCNBH/sub 3/ in the presence of substrate, leading to the incorporation of 1 mol of (/sup 14/C)benzylamine/mol of enzyme subunit at complete inactivation. By contrast, we are unable to detect any labeling with (/sup 3/H)NaCNBH/sub 3/, analogous to an earlier study with (/sup 3/H)NaCNBH/sub 4/ (Suva, R. H., and Abeles, R. H. (1978) Biochemistry 17, 3538-3545). We conclude, first, that our inability to obtain adducts containing both carbon 14 and tritium rules out the reductive trapping either of amine substrate with pyridoxal phosphate or of aldehyde product with a lysyl side chain and, second, that the observed pattern of labeling is fully consistent with the presence of PQQ at the active site of bovine plasma amine oxidase.« less

  10. Head stabilization in whooping cranes

    The whooping crane (Grus americana) is the tallest bird in North America, yet not much is known about its visual ecology. How these birds overcome their unusual height to identify, locate, track, and capture prey items is not well understood. There have been many studies on head and eye stabilization in large wading birds (herons and egrets), but the pattern of head movement and stabilization during foraging is unclear. Patterns of head movement and stabilization during walking were examined in whooping cranes at Patuxent Wildlife Research Center, Laurel, Maryland USA. Four whooping cranes (1 male and 3 females) were videotaped for this study. All birds were already acclimated to the presence of people and to food rewards. Whooping cranes were videotaped using both digital and Hi-8 Sony video cameras (Sony Corporation, 7-35 Kitashinagawa, 6-Chome, Shinagawa-ku, Tokyo, Japan), placed on a tripod and set at bird height in the cranes' home pens. The cranes were videotaped repeatedly, at different locations in the pens and while walking (or running) at different speeds. Rewards (meal worms, smelt, crickets and corn) were used to entice the cranes to walk across the camera's view plane. The resulting videotape was analyzed at the University of Maryland at Baltimore County. Briefly, we used a computerized reduced graphic model of a crane superimposed over each frame of analyzed tape segments by means of a custom written program (T. W. Cronin, using C++) with the ability to combine video and computer graphic input. The speed of the birds in analyzed segments ranged from 0.30 m/s to 2.64 m/s, and the proportion of time the head was stabilized ranged from 79% to 0%, respectively. The speed at which the proportion reached 0% was 1.83 m/s. The analyses suggest that the proportion of time the head is stable decreases as speed of the bird increases. In all cases, birds were able to reach their target prey with little difficulty. Thus when cranes are walking searching for food

  12. Global Interoperability of High Definition Video Streams Via ACTS and Intelsat

    In 1993, a proposal at the Japan.-U.S. Cooperation in Space Program Workshop lead to a subsequent series of satellite communications experiments and demonstrations, under the title of Trans-Pacific High Data Rate Satellite Communications Experiments. The first of which is a joint collaboration between government and industry teams in the United States and Japan that successfully demonstrated distributed high definition video (HDV) post-production on a global scale using a combination of high data rate satellites and terrestrial fiber optic asynchronous transfer mode (ATM) networks. The HDV experiment is the first GIBN experiment to establish a dual-hop broadband satellite link for the transmission of digital HDV over ATM. This paper describes the team's effort in using the NASA Advanced Communications Technology Satellite (ACTS) at rates up to OC-3 (155 Mbps) between Los Angeles and Honolulu, and using Intelsat at rates up to DS-3 (45 Mbps) between Kapolei and Tokyo, with which HDV source material was transmitted between Sony Pictures High Definition Center (SPHDC) in Los Angeles and Sony Visual Communication Center (VCC) in Shinagawa, Tokyo. The global-scale connection also used terrestrial networks in Japan, the States of Hawaii and California. The 1.2 Gbps digital HDV stream was compressed down to 22.5 Mbps using a proprietary Mitsubishi MPEG-2 codec that was ATM AAL-5 compatible. The codec: employed four-way parallel processing. Improved versions of the codec are now commercially available. The successful post-production activity performed in Tokyo with a HDV clip transmitted from Los Angeles was predicated on the seamless interoperation of all the equipment between the sites, and was an exciting example in deploying a global-scale information infrastructure involving a combination of broadband satellites and terrestrial fiber optic networks. In general, ethnic minority women are diagnosed with more advanced disease and experience greater morbidity and mortality (Haynes & Smedley, 1999; Miller et al., 1996; Ries et al., 2000; Shinagawa, 2000). In general, increases in survival rates have prompted greater interest in the quality of life (QOL) of breast cancer survivors (BCS) over the past two decades. Activities such as "test-drive a new car," "go to a coffee shop after lunch," or "call up an old friend" were found to be particularly rewarding. All cognitive restructuring strategies were found to significantly decrease the distress level, with "What would be your advice to a friend who has a similar problem?" found more helpful than some other strategies. The CBT program offered via smartphone and connected to the remote server is not only effective in alleviating depression but also opens a new avenue in gathering information of what and how each participant may utilize the program. The activities and strategies found useful in this analysis will provide valuable information in brush-ups of the program itself and of mobile health (mHealth) in general.     This Special Issue of Journal of Optics B: Quantum and Semiclassical Optics brings together the contributions of various researchers working on theoretical and experimental aspects of fluctuational phenomena in photonics and quantum optics. The topics discussed in this issue extend from fundamental physics to applications of noise and fluctuational methods from quantum to classical systems, and include: bullet Quantum measurement bullet Quantum squeezing bullet Solitons and fibres bullet Gravitational wave inferometers bullet Fluorescence phenomena bullet Cavity QED bullet Photon statistics bullet Noise in lasers and laser systems bullet Quantum computing and information bullet Quantum lithography bullet Teleportation. This Special Issue is published in connection with the SPIE International Symposium on Fluctuations and Noise, held in Santa Fe, New Mexico, on 1-4 June 2003. The symposium contained six parallel conferences, and the papers in this Special Issue are connected to the conference entitled `Fluctuations and Noise in Photonics and Quantum Optics'. This was the first in a series of symposia organized with the support of the SPIE that have greatly contributed to progress in this area. The co-founders of the symposium series were Laszlo B Kish (Texas A&M University) and Derek Abbott (The University of Adelaide). The Chairs of the `Fluctuations and Noise in Photonics and Quantum Optics' conference were Derek Abbott, Jeffrey H Shapiro and Yoshihisa Yamamoto. The practical aspects of the organization were ably handled by Kristi Kelso and Marilyn Gorsuch of the SPIE, USA. Sadly, less than two weeks before the conference, Hermann A Haus passed away. Hermann Haus was a founding father of the field of noise in optics and quantum optics. He submitted three papers to the conference and was very excited to attend; as can be seen in the collection of papers, he was certainly present in spirit.   18. Preseismic Lithosphere-Atmosphere-Ionosphere Coupling

    Preseismic atmospheric and ionospheric disturbances besides preseismic geo-electric potential anomalies and ultra-low-frequency (ULF) geomagnetic variations observed on the ground have been reported. Both the phenomena have been found since the 1980s and a number of papers have been published. Since most of the reported phenomena transiently appear with accompanying quiescence before the mainshock, this prevents us to intuitively recognize a correlation between the anomaly appearance and the earthquake occurrence. Some of them, however, showed that anomalies monotonically grew into the mainshock, of which a variation supports the concept of seismic nucleation process under the pre-earthquake state. For example, Heki [GRL, 2011] reported that ionospheric electron density monotonically enhanced tens of minutes prior to the subduction mega-earthquake. However, this preseismic enhancement is apparent variation attributed to tsunamigenic ionospheric hole [Kakinami and Kamogawa et al, GRL, 2012], namely wide and long-duration depression of ionospheric electron after tsunami-excited acoustic waves reach the ionosphere. Since the tsunamigenic ionospheric hole could be simulated [Shinagawa et al., GRL, 2013], the reported variations are high-possibly pseudo phenomena [Kamogawa and Kakinami, JGR, 2013]. Thus, there are barely a few reports which show the preseismic monotonic variation supported by the concept of the seismic nucleation process. As far as we discuss the preseismic geoelectromagnetical and atmospheric-ionospheric anomalies, preseismic transient events from a few weeks to a few hours prior to the mainshock are paid attention to for the precursor study. In order to identify precursors from a number of anomalies, one has to show a statistical significance of correlation between the earthquake and the anomalies, to elucidate the physical mechanism, or to conduct both statistical and physical approach. In the cases that deviated from the standard treatment and that became impossible to use rifampicin, it should be careful to emergence of isoniazid resistance. 3. The current status of the recurrence tuberculosis cases in Tokyo: Michiko NAGAMINE (Specific Disease Control Section, Tokyo Metropolitan Government Bureau of Social Welfare and Public Health). As for the background of the patient whose disease has relapsed, unstable elements are observed. After any symptom, more patients are diagnosed as a relapse case rather than finding by a medical check up. And more than half are related to homeless or life without fixed address. Their status of insurance is the livelihood protection, no insurance or the national health insurance. By RFLP analysis in Shinjuku city, some clusters have recurrent cases, one of clusters has both a relapse and exogenous reinfection. This is able to elucidate an infectious state. Like this, the analysis of each cluster can help effective countermeasures. 4. Recurrence of tuberculosis in the City of Yokohama between 2004 and 2008: Michihiko YOSHIDA (Shinagawa Public Health Center), Takahiro TOYOZAWA (Yokohama Public Health Center). To identify the TB recurrence rate, we studied a cohort of 40 cases (treatment completion 36 cases, interruption 4 cases) of whom had a previous history of TB treatment including isoniazid and rifampicin. The time for relapse was 7.9 +/- 8.6 years and the overall relapse rate was 0.6% (0.47-0.7%). Our study suggested the relapse was almost equal to the low incident countries but the long-term follow-up and surveillance data should be carefully evaluated. 5. Comparison of the retreatment cases of pulmonary tuberculosis: Yuka SASAKI (National Hospital Organization Chiba-East National Hospital).     his notable achievements from that era are his elegant four-terminal impedance transformation for the treatment of noise in electron beams [1], and the single noise measure for optimizing linear amplifier cascades that he developed with Richard B Adler [2]. In 1960 the first working laser was reported, and Professor Haus' noise work shifted from microwaves to higher frequencies - light waves - and to the most fundamental source of fluctuations, the inescapable noise introduced by quantum mechanics. In 1962, he and Charles H Townes used the number-phase uncertainty principle to derive the sensitivity advantage that optical homodyne detection enjoys over optical heterodyne detection [3]. That same year he and James A Mullen tied the fundamental noise limits on linear amplification to the quadrature-noise uncertainty principle [4]. Four years later he and Charles Freed reported the first measurements of photoelectron statistics for a laser operating below and above its oscillation threshold [5]. All three of these works have continuing echoes through more recent research on the quantum theory of coherent detection, the noise limits of phase-insensitive and phase-sensitive amplifiers, and quantum noise measurements via photodetection. It took some time for laser technology to fulfil its initial promise of inexpensive, long-haul, broadband communications, and Professor Haus' work on modelocked, distributed-feedback, and soliton lasers played no small role in that development. Nevertheless, from the 1980s onward, Professor Haus' research interest returned again and again to quantum noise. In collaboration with colleagues from the Raytheon Company he showed that their ring-laser gyroscope was operating at the noise limit set by the number-phase uncertainty principle [6]. In collaboration with Nobuyuki Imoto and Yoshihisa Yamamoto from Nippon Telegraph and Telephone Research Laboratories he proposed a practical route to the quantum nondemolition (QND) measurement of photon
