The problems of assurance of safety and reliability in the liquid hydrocarbons marine transportation and storing are described. The requirements of standard IEC61511 have to be fulfilled for the load/unload in tanker’s system under dynamic loads on the pipeline system. The safety zones for fires of the type “fireball” and the spillage have to be determined when storing the liquid hydrocarbons. An example of the achieved necessary safety level of the duplicated load system, the conditions of the pipelines reliable operation under dynamic loads, the principles of the method of the liquid hydrocarbons storage safety zones under possible accident conditions are represented.

Incorporating Conservation Zone Effectiveness for Protecting Biodiversity in Marine Planning

Establishing different types of conservation zones is becoming commonplace. However, spatial prioritization methods that can accommodate multiple zones are poorly understood in theory and application. It is typically assumed that management regulations across zones have differential levels of effectiveness (“zone effectiveness”) for biodiversity protection, but the influence of zone effectiveness on achieving conservation targets has not yet been explored. Here, we consider the zone effectiveness of three zones: permanent closure, partial protection, and open, for planning for the protection of five different marine habitats in the Vatu-i-Ra Seascape, Fiji. We explore the impact of differential zone effectiveness on the location and costs of conservation priorities. We assume that permanent closure zones are fully effective at protecting all habitats, open zones do not contribute towards the conservation targets and partial protection zones lie between these two extremes. We use four different estimates for zone effectiveness and three different estimates for zone cost of the partial protection zone. To enhance the practical utility of the approach, we also explore how much of each traditional fishing ground can remain open for fishing while still achieving conservation targets. Our results show that all of the high priority areas for permanent closure zones would not be a high priority when the zone effectiveness of the partial protection zone is equal to that of permanent closure zones. When differential zone effectiveness and costs are considered, the resulting marine protected area network consequently increases in size, with more area allocated to permanent closure zones to meet conservation targets. By distributing the loss of fishing opportunity equitably among local communities, we find that 84–88% of each traditional fishing ground can be left open while still meeting conservation targets. Finally, we summarize the steps for developing marine zoning

Hyperspectral Imaging Sensors and the Marine Coastal Zone

Hyperspectral imaging sensors greatly expand the potential of remote sensing to assess, map, and monitor marine coastal zones. Each pixel in a hyperspectral image contains an entire spectrum of information. As a result, hyperspectral image data can be processed in two very different ways: by image classification techniques, to produce mapped outputs of features in the image on a regional scale; and by use of spectral analysis of the spectral data embedded within each pixel of the image. The latter is particularly useful in marine coastal zones because of the spectral complexity of suspended as well as benthic features found in these environments. Spectral-based analysis of hyperspectral (AVIRIS) imagery was carried out to investigate a marine coastal zone of South Florida, USA. Florida Bay is a phytoplankton-rich estuary characterized by taxonomically distinct phytoplankton assemblages and extensive seagrass beds. End-member spectra were extracted from AVIRIS image data corresponding to ground-truth sample stations and well-known field sites. Spectral libraries were constructed from the AVIRIS end-member spectra and used to classify images using the Spectral Angle Mapper (SAM) algorithm, a spectral-based approach that compares the spectrum, in each pixel of an image with each spectrum in a spectral library. Using this approach different phytoplankton assemblages containing diatoms, cyanobacteria, and green microalgae, as well as benthic community (seagrasses), were mapped.

Multi-level hot zone identification for pedestrian safety.

According to the National Highway Traffic Safety Administration (NHTSA), while fatalities from traffic crashes have decreased, the proportion of pedestrian fatalities has steadily increased from 11% to 14% over the past decade. This study aims at identifying two zonal levels factors. The first is to identify hot zones at which pedestrian crashes occurs, while the second are zones where crash-involved pedestrians came from. Bayesian Poisson lognormal simultaneous equation spatial error model (BPLSESEM) was estimated and revealed significant factors for the two target variables. Then, PSIs (potential for safety improvements) were computed using the model. Subsequently, a novel hot zone identification method was suggested to combine both hot zones from where vulnerable pedestrians originated with hot zones where many pedestrian crashes occur. For the former zones, targeted safety education and awareness campaigns can be provided as countermeasures whereas area-wide engineering treatments and enforcement may be effective safety treatments for the latter ones. Thus, it is expected that practitioners are able to suggest appropriate safety treatments for pedestrian crashes using the method and results from this study. Copyright © 2015 Elsevier Ltd. Accounting for enforcement costs in the spatial allocation of marine zones.

Marine fish stocks are in many cases extracted above sustainable levels, but they may be protected through restricted-use zoning systems. The effectiveness of these systems typically depends on support from coastal fishing communities. High management costs including those of enforcement may, however, deter fishers from supporting marine management. We incorporated enforcement costs into a spatial optimization model that identified how conservation targets can be met while maximizing fishers' revenue. Our model identified the optimal allocation of the study area among different zones: no-take, territorial user rights for fisheries (TURFs), or open access. The analysis demonstrated that enforcing no-take and TURF zones incurs a cost, but results in higher species abundance by preventing poaching and overfishing. We analyzed how different enforcement scenarios affected fishers' revenue. Fisher revenue was approximately 50% higher when territorial user rights were enforced than when they were not. The model preferentially allocated area to the enforced-TURF zone over other zones, demonstrating that the financial benefits of enforcement (derived from higher species abundance) exceeded the costs. These findings were robust to increases in enforcement costs but sensitive to changes in species' market price. We also found that revenue under the existing zoning regime in the study area was 13-30% lower than under an optimal solution. Our results highlight the importance of accounting for both the benefits and costs of enforcement in marine conservation, particularly when incurred by fishers. © 2014 Society for Conservation Biology.

Work zone safety analysis and modeling: a state-of-the-art review.

Work zone safety is one of the top priorities for transportation agencies. In recent years, a considerable volume of research has sought to determine work zone crash characteristics and causal factors. Unlike other non-work zone-related safety studies (on both crash frequency and severity), there has not yet been a comprehensive review and assessment of methodological approaches for work zone safety. To address this deficit, this article aims to provide a comprehensive review of the existing extensive research efforts focused on work zone crash-related analysis and modeling, in the hopes of providing researchers and practitioners with a complete overview. Relevant literature published in the last 5 decades was retrieved from the National Work Zone Crash Information Clearinghouse and the Transport Research International Documentation database and other public digital libraries and search engines. Both peer-reviewed publications and research reports were obtained. Each study was carefully reviewed, and those that focused on either work zone crash data analysis or work zone safety modeling were identified. The most relevant studies are specifically examined and discussed in the article. The identified studies were carefully synthesized to understand the state of knowledge on work zone safety. Agreement and inconsistency regarding the characteristics of the work zone crashes discussed in the descriptive studies were summarized. Progress and issues about the current practices on work zone crash frequency and severity modeling are also explored and discussed. The challenges facing work zone safety research are then presented. The synthesis of the literature suggests that the presence of a work zone is likely to increase the crash rate. Crashes are not uniformly distributed within work zones and rear-end crashes are the most prevalent type of crashes in work zones. Every year numerous occupational fatalities result from pedestrians being struck by motor vehicles intruding into work zones. Attributes of retroreflective personal safety garments on pedestrian conspicuity at night were assessed in a field study. Using instrumented vehicles on a closed track, participants drove through simulated work zones attempting to detect pedestrians located in the work zones. Configuration of the retroreflective trim, trim color, placement in the work zone, and driver age significantly affected pedestrian conspicuity. Intensity and the amount of retroreflective trim did not. Personal safety garments incorporating retroreflective trim significantly improve pedestrian conspicuity in work zones. The results emphasize the importance of retroreflective trim on personal safety garments, particularly if the trim is located on garment sleeves. We examine the design attributes that contribute to making a personal safety garment conspicuous. The results have implications regarding preferred garment designs, industry standards, and service life of personal safety garments.

Oceans, particularly coastal areas, are getting busier and within this increasingly human-dominated seascape, marine biodiversity continues to decline. Attempts to maintain and restore marine biodiversity are becoming more spatial, principally through the designation of marine protected areas (MPAs). MPAs compete for space with other uses, and the emergence of new industries, such as marine renewable energy generation, will increase competition for space. Decision makers require guidance on how to zone the ocean to conserve biodiversity, mitigate conflict and accommodate multiple uses. Here we used empirical data and freely available planning software to identified priority areas for multiple ocean zones, which incorporate goals for biodiversity conservation, two types of renewable energy, and three types of fishing. We developed an approached to evaluate trade-offs between industries and we investigated the impacts of co-locating some fishing activities within renewable energy sites. We observed non-linear trade-offs between industries. We also found that different subsectors within those industries experienced very different trade-off curves. Incorporating co-location resulted in significant reductions in cost to the fishing industry, including fisheries that were not co-located. Co-location also altered the optimal location of renewable energy zones with planning solutions. Our findings have broad implications for ocean zoning and marine spatial planning. In particular, they highlight the need to include industry subsectors when assessing trade-offs and they stress the importance of considering co-location opportunities from the outset. Our research reinforces the need for multi-industry ocean-zoning and demonstrates how it can be undertaken within the framework of strategic conservation planning. Copyright © 2015 Elsevier Ltd. School Safety Zone is a location or region on particular roads that are time-based speed zone to set the speed of the vehicle in the school environment. The maximum speed limit permits entering a School Safety Zone, especially in Pekanbaru City is 25 km / h and an outline of the speed limit permit vehicles that pass through the School Safety Zone in Indonesia is generally 20-30 km / h. However, the vehicles speeds that pass School Safety Zone are higher than permit speeds.To ensure the level of vehicle offense across the territory of the School Safety Zone so it is necessary a primary data which is taken randomly based on field survey for 3 days at schools that has that facility ie SDN 3 Jalan Kesehatan Pekanbaru City, SDN 68 Jalan Balam Ujung Kota Pekanbaru and SDN 143 Jalan Taskurun Kota Pekanbaru. Furthermore, the data were taken in good condition that is at 6:30 to 7:30 am and at 12:00 to 13:00 pm. In addition, the data obtained is mileage and travel time of the vehicle. Both of these data can generate good speed value that passes through the area of School Safety Zone. Based on the research findings, the vehicle speed passing through the area of School Safety Zone is incompatible with speed permit at 35 km / h with a maximum average percentage of the rate of offense in the area of the school zone is 91.7%. This indicates that the vehicle passes School Safety Zone not following the rules of the maximum limit area and can be potentially harmful to elementary school students.

Tephrochronology is central to the INTIMATE goals for testing the degree of climatic synchroneity during abrupt climatic events that punctuated the last glacial period. Since their identification in North Atlantic marine sequences, the Faroe Marine Ash Zone II (FMAZ II), FMAZ III and FMAZ IV have received considerable attention due to their potential for high-precision synchronisation with the Greenland ice-cores. In order to optimise the use of these horizons as isochronous markers, a detailed re-investigation of their geochemical composition, sedimentology and the processes that deposited each ash zone is presented. Shard concentration profiles, geochemical homogeneity and micro-sedimentological structures are investigated for each ash zone preserved within core JM11-19PC, retrieved from the southeastern Norwegian Sea on the central North Faroe Slope. This approach allows a thorough assessment of primary ash-fall preservation and secondary depositional features and demonstrates its value for assessing depositional integrity in the marine environment. Results indicate that the FMAZ II and IV are well-resolved primary deposits that can be used as isochrons for high-precision correlation studies. We outline key recommendations for future marine tephra studies and provide a protocol for optimising the application of tephrochronology to meet the INTIMATE synchronisation goals.

The U.S. Geological Survey (USGS) collected high-resolution shallow seismic-reflection and marine magnetic data in June 2008 in the offshore areas between the towns of Cayucos and Pismo Beach, Calif., from the nearshore (~6-m depth) to just west of the Hosgri Fault Zone (~200-m depth). These data are in support of the California State Waters Mapping Program and the Cooperative Research and Development Agreement (CRADA) between the Pacific Gas & Electric Co. and the U.S. Geological Survey. Seismic-reflection and marine magnetic data were acquired aboard the R/V Parke Snavely, using a SIG 2Mille minisparker seismic source and a Geometrics G882 cesium-vapor marine magnetometer. More than 550 km of seismic and marine magnetic data was collected simultaneously along shore-perpendicular transects spaced 800 m apart, with an additional 220 km of marine magnetometer data collected across the Hosgri Fault Zone, resulting in spacing locally as smallas 400 m. This report includes maps of the seismic-survey sections, linked to Google Earth software, and digital data files showing images of each transect in SEG-Y, JPEG, and TIFF formats, as well as preliminary gridded marine-magnetic-anomaly and residual-magnetic-anomaly (shallow magnetic source) maps.

The Raja Ampat government and local communities established 6 Marine Protected Areas (MPAs) in 2007 to protect the unique marine biodiversity and ensure sustainable fisheries in West Papua, Indonesia. Increasing human populations resulting in overfishing and the use of destructive fishing practices are the main threats and challenges the region faces. Biophysical, socioeconomic and climate change criteria and factors were developed for zoning the Raja Ampat MPA network. Resilience principles such as replication, habitat representation, protection of critical habitat and connectivity were applied to the final zoning design. Reef resilience data using global monitoring protocols were collected to provide insights into the resilience of different reefs to further guide zoning. Resilience rankings showed that fishing pressure on reef fish communities especially on piscivores, herbivores and excavators was the main factor lowering resilience in MPAs. In addition data were collected on `sasi' areas throughout the MPAs. Sasi is a type of traditional resource management practice used by local communities to open and close areas to fishing single or multiple fisheries species. Once the fishery recovers local communities then harvest the species for food or sale. Raja Ampat MPAs network managed as multi-objective zoning system. The current zoning system explicitly recognizes community sasi within Traditional Use Zones, which often are adjacent or close to No-Take Zones. The explicit inclusion of sasi areas within zoning plans for the MPAs will likely lead to good compliance by local communities, and the increase fish biomass. Improving the management of fisheries through the incorporation of traditional fisheries management will therefore increase the overall resilience of coral reefs in the Raja Ampat MPA network.

Unexpected biodiversity of ciliates in marine samples from below the photic zone.

Marine microbial eukaryotes play critical roles in planktonic food webs and have been described as most diverse in the photic zone where productivity is high. We used high-throughput sequencing (HTS) to analyse the spatial distribution of planktonic ciliate diversity from shallow waters (<30 m depth) to beyond the continental shelf (>800 m depth) along a 163 km transect off the coast of New England, USA. We focus on ciliates in the subclasses Oligotrichia and Choreotrichia (class Spirotrichea), as these taxa are major components of marine food webs. We did not observe the decrease of diversity below the photic zone expected based on productivity and previous analyses. Instead, we saw an increase of diversity with depth. We also observed that the ciliate communities assessed by HTS cluster by depth layer and degree of water column stratification, suggesting that community assembly is driven by environmental factors. Across our samples, abundant OTUs tend to match previously characterized morphospecies while rare OTUs are more often undescribed, consistent with the idea that species in the rare biosphere remain to be characterized by microscopy. Finally, samples taken below the photic zone also reveal the prevalence of two uncharacterized (i.e. lacking sequenced morphospecies) clades - clusters X1 and X2 - that are enriched within the nano-sized fraction (2-10 μm) and are defined by deletions within the region of the SSU-rDNA analysed here. Together, these data reinforce that we still have much to learn about microbial diversity in marine ecosystems, especially in deep-waters that may be a reservoir for rare species and uncharacterized taxa. © 2016 John Wiley & Sons Ltd.

The spatial and temporal variability of marine autotrophic abundance, expressed as chlorophyll concentration, is monitored from space and used to delineate the surface signature of marine ecosystem zones with distinct optical characteristics. An objective zoning method is presented and applied to satellite-derived Chlorophyll a (Chl a) data from the northern Arabian Sea (50-75° E and 15-30° N) during the winter months (November-March). Principal component analysis (PCA) and cluster analysis (CA) were used to statistically delineate the Chl a into zones with similar surface distribution patterns and temporal variability. The PCA identifies principal components of variability and the CA splits these into zones based on similar characteristics. Based on the temporal variability of the Chl a pattern within the study area, the statistical clustering revealed six distinct ecological zones. The obtained zones are related to the Longhurst provinces to evaluate how these compared to established ecological provinces. The Chl a variability within each zone was then compared with the variability of oceanic and atmospheric properties viz. mixed-layer depth (MLD), wind speed, sea-surface temperature (SST), photosynthetically active radiation (PAR), nitrate and dust optical thickness (DOT) as an indication of atmospheric input of iron to the ocean. The analysis showed that in all zones, peak values of Chl a coincided with low SST and deep MLD. The rate of decrease in SST and the deepening of MLD are observed to trigger the algae bloom events in the first four zones. Lagged cross-correlation analysis shows that peak Chl a follows peak MLD and SST minima. The MLD time lag is shorter than the SST lag by 8 days, indicating that the cool surface conditions might have enhanced mixing, leading to increased primary production in the study area. An analysis of monthly climatological nitrate values showed increased concentrations associated with the deepening of the mixed layer. The
